CONSENT AGENDA:

1. Approve payment of bills/Claims by Vendor report for the period August 27- September 9, 2024

2. Approve payroll for the period August 26 – September 10, 2024

3. Approve Treasurer's Report for August 2024

4. Approve Minutes for August 26, 2024 CC Meeting

5. Approve **Corrected** Minutes from August 12, 2024

6. Approve Closed Session Minutes for August 26, 2024

OLD BUSINESS:

1. Approve Resolution R-24-06 A RESOLUTION OF THE CITY OF COLONA, HENRY COUNTY, ILLINOIS, RESCINDING RESOLUTION R-22-11 AND APPROPRIATING REBUILD ILLINOIS FUNDS IN THE AMOUNT OF $336,044.16 FOR THE REPAIR & REHABILITATION OR REPLACEMENT OF CURRENT BRIDGE LOCATED OVER MUD CREEK ON E. 450TH STREET SOUTH OF U.S. ROUTE 6 ALONG WITH OTHER MFT FUNDS. Public Works Committee, PW Director, IMEG Engineer and Mayor recommend.

2. Waive bidding requirements for installation of curb stop for BJ's Liquor. There is no shut off now, buried under school parking lot. The estimated cost of the project is under the statutory $25,000 limit which allows for Council to waive bidding process by 2/3 vote of Council. Public Works committee, Director and Mayor recommend. Saves city money and time. RFQ will be acquired.

3. Revisit water/sewer high use issue for Jannell S. 711 4th St. Action if required. (See letter)

4. Approve waiving bidding process for canal bank brush clearing project previously approved by Council on T + M basis not to exceed statutory limit paid for by previously approved budget. Public Works Committee and PW Director recommend. 5. Approve waiving bidding process for repair and rebuild of handicap ramp and steps on south side of City Hall. Solicit RFQ's. Public Works Committee and PW Director recommend.

NEW BUSINESS:

1. Approve redeeming the City's 6 Month CD, held at Blackhawk Bank, at maturity September 13, 2024, with estimated value of $529,841.18. Approve the purchase of a 6 Month CD at BankORION, in the amount of $529, 841.18 at an APY of 5%, with the following authorized signers; Mayor Donald Ropp, Larry Swemline, and Amanda Stablein. Finance Committee recommends.

2. Approve utility billing incentive of reducing a resident's utility bill by $1/month when participating in the monthly electronic delivery of utility bill via resident's email account. This will save postage cost of utility billing postcard, ink, time, and labor. Financial Committee recommends.

3. Approve Engineer's Payment Estimate (IMEG) for the waste water treatment plant accessibility plan project, for payment in the amount of $81,135.13 to Centennial Contractors of the Quad Cities Inc. Payment is made out of local funds (ARPA). See attached IMEG letter and engineers payment estimate.

4. Approve raising the fee for garage/yard sale permits from $1 to $5. Effective October 01, 2024. (Finance Committee recommends approval)

5. Approve tentative business license for Evergreen Liquor Tobacco and Slots. (Old Green Park building) Looking to open new business with liquor and gaming lic. 

6. Approve increase in application cost, for salting at Colona School from $300/application to $375. Renew Colona Grade School salting contract for 2024- 2025 school year. Contract expired in April 2024 - New contract increase due to material and equipment and labor cost increases. Public Works Committee recommends.

7. Approve the use of sanitized wood chips for bedding around playground equipment instead of sand or gravel. Would be major cost savings and maintenance savings. Colona School has been using this material for a few years and has been working well. Public Works Committee recommends the use of these wood chips.

8. Approval for Senior Citizen golf cart tour.

9. Approve temporary golf cart registration.
