COMMUNICATIONS

NEW BUSINESS

1. Amendments to the Rules and Regulations of the Board of Fire and Police Commissioners (Steve Regenwether, Fire Chief)

Explanation: The current Rules and Regulations of the Board of Fire and Police Commissioners include the promotional process for the position of Deputy Chief in Fire.

Staff Recommendation: Staff recommends that the Board consider proposed changes to the current Rules and Regulations. Specifically, the recommendation is to delete language related to the promotion of Deputy Chief, clarifying that such promotions shall be governed by ordinance, subject to the approval of amendments made to the Moline Code of Ordinances.

2. Resolution of Support for Chief Darren Gault to Seek Election to the International Association of Chiefs of Police Executive Board (Darren Gault, Police Chief)

Explanation: The International Association of Chiefs of Police (IACP) is the world’s largest and most influential professional association for police leaders. With more than 34,000 members in over 170 countries, the IACP is a recognized leader in global policing, committed to advancing safer communities through thoughtful, progressive police leadership. Chief Gault’s representation on the executive board would provide the City of Moline with an opportunity to be represented on an international platform. Advancing and influencing law enforcement policy both domestically and globally has the potential to benefit the City of Moline and society as a whole.

Staff Recommendation: Staff is seeking the Commissioners' support, as we believe it is in the best interest of the City of Moline to endorse and support Chief Gault’s candidacy for the IACP Executive Board. His term would begin in October 2025 and culminate in a term as President from October 2029 to October 2030.

3. End of Promotional Probationary Appointment of Jason Smith (Darren Gault, Police Chief) Explanation: Lieutenant Jason Smith will complete his promotional probationary period as of October 10, 2024.

Staff Recommendations: Staff recommends the approval of the regular, full-time promotional appointment of Leuitenatnt Jason Smith, effective October 10, 2024; pending no concerns develop between today’s date and October 10, 2024.

4. Full-time Appointment of Police Officer ( Darren Gault, Police Chief)

Explanation: Officer Corbin Timm will complete his probationary period as a Police Officer effective Oct 27, 2024.

Staff Recommendation: Staff recommends the full-time appointment of Police Officer Timm effective Oct 27, 2024; pending no concerns develop between today’s date and October 27, 2024.
