City of Lewistown City Council met August 13.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Mayor Lafary

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Administrative Assistant Levi Peitzmeier, Public Works Director Evinn Palmer, and Police Chief Chris Ford. ABSENT;

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Long made a motion to approve the minutes of July 9, 2024, second by Alderperson Clark, the motion carried all ayes.

Report- Update on windows, they are in but the salesman is still looking for an installer that he approves of.

TREASURER'S REPORT: Debbie Brown.

Treasurer's report presented to the council.

ATTORNEY'S REPORT: Attorney Nathan Collins. Absent.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: Anna, a citizen that moved here a few months ago asked if we fallow the ordinances. Her complaint is that her neighbor is burning garbage every day. Police Chief Ford said they are allowed to burn till 5:00 p.m. recreational burning, but not burn trash. He will check into it.

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.

Sewer -- Alderperson Spotloe: Filter room at waste water plant is done. Jetter is in shop getting worked on.

Streets & Allies - Alderperson Levingston: Nothing to report at this time.

Police/ESDA – Alderperson Ward: Chief did interview someone for patrolman position, no academy till November. Mayor said Ragon tested the sirens today and they worked fine.

Water Alderperson Miller: Washington and Adams water main break is fixed.

Utilities/Publications - Alderperson Long: Durango is back here cost $8,500.85. Alderperson Long had a person stopped by County when they were going to the restaurant. A discussion on side x side streets used to cross Main Street and what to do if have to go down Main Street. Someone was wondering if there were certain streets that were crossings.

Public Buildings & Grounds - Alderperson Long: Roof for Visitors Center estimate was $55,000.00

Tourism - Alderman Miller: Music In the Park is done for the 13th year. Last one the park was full.

Tax Increment Financing - Alderperson Spotloe: Nothing to report.

Citizens Committee - Amanda Sutphen haven't heard from her.

Christmas Committee - Kenny Haacke absent, Cindy Goddard gave update on meeting last night. Can always use more volunteers, the Downtown Christmas is scheduled for December 7, with parade at 2:00 to bring in Santa. Next meeting is September 16 at 6:30 at the Visitors Center.

Economic Development Committee – Erin Ahart Mapping meeting August 15.

WORKS DIRECTOR'S REPORT - Evinn Palmer Director A lot of sink holes since last big rain.

UNFINISHED BUSINESS: None

NEW BUSINESS:

1. Discuss/Act Upon Ordinance No. 2024-04 Big Horse Wines, LLC (Donnie Archdale's) TIF Agreement - No questions motion by Alderperson Spotloe to approve the Ordinance Number 2024-04 for TIF agreement by and between Big Horse Wines, LLC and City of Lewistown, second by Alderperson Clark, roll call vote Clark aye, Long aye, Ward aye, Miller obstain, Levingston aye, Spotloe aye, motion carried.

2. Discuss/Act Upon electricity work for Porter Park - Update Porter Park electricity, found electrician from Havana, no local gave an estimate. Pedigo Electric amount quoted was $15,350.46. The problem it says not a quote Motion by Alderperson Levingston to approve electric work with Pedigo if after contacting them that they guarantee what paper says then will do it, need binding contract second by Alderperson Long, roll call vote motion carried all ayes. After roll call if no, then project will go out for bids, motion by Alderperson Miller, second by Alderperson Clark, all ayes motion carried.

PRESENTATION OF BILLS:

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Spotloe roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Miller made a motion to adjourn at 6:56 p.m.; Seconded by Alderperson Long motion carried all ayes.
