City of Geneseo City Council met Sept. 10.

Here are the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, September 10, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Alderman Kent Swanson, Council Keith Kennett, and Alderman James Roodhouse

COUNCIL ABSENT: 

STAFF PRESENT: Director of Finance Jamie Matthews, Director of IT Garrett Griswold, Attorney Derke Price, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel  

PUBLIC PRESENT:

4 Chamber of Commerce Report 

Chamber Director Sullivan gave the Chamber of Commerce Report.

Upcoming Chamber Events:

∙ September 25th: Business Before Hours - Connecting new business owners with more established business leaders in Geneseo at Central Schoolhouse.

5 City Engineering Report 

City Engineer Raines gave the Engineer Report.

No further discussions took place.

6 Public Comment - Agenda Items 

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

7 Mayor's Comments 

Mayor Johnson commented on how great the TPA event turned out, adding it was a remarkable day.

9 Finance Director Comments 

9.1. Treasurer's Report and Capital Asset Reports as Submitted. 

Finance Director Matthews presented the Treasurer's report, the budget book, and the Capital Assets report. A Q&A session followed, focusing on the Capital Assets report and the Budget Book. Director of Electrical Operations Rowold provided the Project Summary report for the Electric department. The Director of Public Works delivered the Project Summary report for Public Works.

Brett Barnhart moved, seconded by Craig Arnold, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

12.1. O-24-06: Hanford Street Parking Restrictions

12.2. Approval of a Building Permit in the Highway Corridor Overlay District - Miller Real Estate Holdings Storage Facility 

City Inspector Mills spoke to council about the building permit that was submitted for the HCOD District.

Brett Barnhart moved, seconded by Bob James, Motion to approve the HCOD Building Permit for the construction of a 196' x 45' storage facility by Miller Real Estate Holdings at 780 S Chicago Street. 

RESULT: Carried

NAYS: Craig Arnold

12.3. R-2 Zoning District Conditional Use Permit Approval - Construction of a Duplex on vacant parcel, 433 E. South Street 

City Inspector Mills discussed with the council the proposed contingent sale of the property at 433 E. South St., noting that it would be a valuable addition to the area. The Plan/Zoning Board of Appeals reviewed the proposal and reported that some neighbors opposed the sale, expressing concerns about the constant influx of residents in rental properties.

Alderman Swanson expressed that this development would offer an excellent housing option for elderly individuals who struggle with stairs, and it would also help free up other homes for potential new residents.

Craig Arnold moved, seconded by Keith Kennett, Motion to approve the conditional use permit for the construction of a duplex at 433 E. South Street. 

RESULT: Carried

13 Payment of City and Utility Bills 

13.1. Approval of City bills 

A Q&A took place between Council and City Staff.

Craig Arnold moved, seconded by Kent Swanson, Motion to approve the City Bills as presented.
