COMMUNICATIONS

1. Disqualification of Police Officer Applicant (Darren Gault, Police Chief)

Connor Riley submitted an application for lateral police officer with the City of Moline. An initial review of his application discovered Riley has a 2020 DUI conviction which is an automatic disqualifier under Chapter II, Section 3(g), of the Rules and Regulations of the Board of Fire and Police Commissioners, which states that the Chief may refuse to examine an applicant, prior to examination, who has been convicted of Driving Under the Influence within seven (7) years prior to the deadline to submit an application. Pursuant to the Rules and Regulations, Human Resources notified Riley on September 12, 2024, by US Mail. A list of disqualified applicants under Chapter II, Section 3(g) shall be provided to the Board with an explanation as to why disqualification occurred.

2. Board of Fire and Police Commission Meeting Packets

NEW BUSINESS

1. End of Promotional Probationary Appointment (Darren Gault, Police Chief)

Explanation: Sergeant Cesar Lopez will complete his promotional probationary period effective November 19, 2024.

Staff Recommendations: Staff recommends the approval of the regular, full-time promotional appointment of Sergeant Cesar Lopez, effective November 19, 2024; pending no concerns develop between today’s date and November 19, 2024.

2. Full-time Appointment of Police Officer (Darren Gault, Police Chief)

Explanation: Officer Justin Griser will complete his probationary period as a Police Officer effective November 03, 2024.

Staff Recommendation: Staff recommends the full-time appointment of Police Officer Griser effective November 03, 2024; pending no concerns develop between today’s date and November 03, 2024.

3. Full-time Appointment of Police Officer (Darren Gault, Police Chief)

Explanation: Officer Dalton Martin will complete his probationary period as a Police Officer effective November 03, 2024.

Staff Recommendation: Staff recommends the full-time appointment of Police Officer Martin effective November 03, 2024; pending no concerns develop between today’s date and November 03, 2024.

4. Certification of the Police Officer Eligibility Register (Darren Gault, Police Chief)

Explanation: The Police Officer Eligibility Register has been compiled with the results of the most recent recruitment testing.

Staff Recommendation: Staff recommends the certification of the Police Officer Eligibility Register as presented.

5. Certification of the Lateral Police Officer Eligibility Register (Darren Gault, Police Chief)

Explanation: The Lateral Police Officer Eligibility Register has been compiled with the results of the most recent recruitment testing.

Staff Recommendation: Staff recommends the certification of the Lateral Police Officer Eligibility Register as presented.

6. Police Officer Probationary Appointments (Darren Gault, Chief of Police)

Explanation: Keegan Behrens, the only candidate on the Lateral Police Officer Eligibility Register, has successfully completed his background investigation.

Staff Recommendation: Staff recommends the probationary appointment of Police Officer Keegan Behrens from the Lateral Police Officer Eligibility Register effective October 28, 2024 contingent upon successful completion of all pre-employment requirements.

7. Removal of Candidate from the Firefighter Paramedic Eligibility Register (Steven Regenwether, Fire Chief)

Explanation: Matthew Bailey (number four candidate) on the Firefighter Paramedic Eligibility Register has been non-responsive to all communication.

Staff recommendations: Staff recommends the removal of Matthew Bailey from the Firefighter Paramedic Eligibility Register.

8. Removal of Candidate from the Firefighter Paramedic Eligibility Register (Steven Regenwether, Fire Chief)

Explanation: Probationary Firefighter/Paramedic Nolan Rademaker will complete his probationary period as a Firefighter/Paramedic effective October 18, 2024.

Staff Recommendation: Staff recommends the full-time appointment of Firefighter/Paramedic Nolan Rademaker effective October 18, 2024; pending no concerns develop between today’s date and October 18, 2024

10. Acceptance of Retirement of Captain James VanVooren (Steve Regenwether, Fire Chief) Explanation: Captain James VanVooren submitted his notice of retirement on September 26, 2024, to be effective November 4, 2024.

Staff Recommendation: Staff recommends acceptance of the retirement of Captain James VanVooren effective November 4, 2024.

11. Approval of Request to Fill Firefighter/Paramedic Vacancy (Steve Regenwether, Fire Chief) Explanation: Due to the retirement of Captain James VanVooren a vacancy will be created in the rank of Firefighter/Paramedic.

Staff Recommendation: Staff request approval to fill the vacancy with one new Firefighter/Paramedic from the existing Firefighter/Paramedic Eligibility Register.

12. Approval of Promotional Probationary Appointment of Captain Eric Becker (Steve Regenwether, Fire Chief)

Explanation: Due to the retirement of Captain James VanVooren, a vacancy will be created for the rank of Fire Captain. Lieutenant Becker is the next eligible candidate on the certified Fire Captain Eligibility Register. Due to this promotion a Lieutenant vacancy will be created and filled at a later date.

Staff Recommendation: Staff recommends acceptance of the Promotional Probationary Appointment of Lieutenant Eric Becker to the rank of Fire Captain effective November 4, 2024.
