Rock Island County Governance, Health, and Administration Committee met Nov. 12.
Here is the agenda provided by the Committee:
1. Call to order and roll call
2. Public Comment
3. Approval of the minutes from the October 7th, 2024 Governance, Health & Administration Meeting
4. Reports to the Committee
5. Consider Ordinance 2024-10-A an ordinance changing the chapter for Pollution Control Facilities from Title XV chapter 150 to Title XV chapter 156.
6. Consider IT Budget reallocation of $30,000.00from ARPA funds for purchase of I-pads
7. Consider Proclamation for National Impaired Drivers month for December
8. Consider 2025 County Board Meeting Schedule
9. Consider ARPA Allocation $400,000.00 for Zoo Project
10. Consider creation of “Audit Hotline”
11. Consider Resolution for semiannual review of Closed Session minutes
12. The Committee may enter into Closed Session per the following
• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity
• 5 ILCS 120/2(c) (21) – Discussion of minutes lawfully closed under this act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06.
• 5 ILCS 120/2(c)(5). The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
• 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
• 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
13. Consider Action as necessary based on closed session
14. Review of pending/proposed state legislation & policy matters affecting Rock Island County Committee member opportunity for brief comment (no decisions will be made)
15. Adjourn
