NEW BUSINESS

1. Acceptance of the 2025 Board of Fire and Police Commission Meeting Schedule (Amy Jackson, Recording Secretary)

Explanation: Each year, the City of Moline’s Council Board/Committee Meeting Schedule requires City Council approval. The deadline to submit the 2025 meeting schedule for the Board of Fire and Police Commission is approaching. The proposed schedule retains the regular meeting time on the second Tuesday of each month at 4:00 p.m., except in November. Due to a holiday on the second Tuesday, the regular November meeting is scheduled for the first Tuesday of the month.

Staff Recommendation: Staff recommend acceptance of the 2025 schedule as presented.

2. Full-time Appointment of Police Officer (Darren Gault, Police Chief)

Explanation: Officer Kyle Yeater will complete his probationary period as a Police Officer effective December 11, 2024.

Attachment: No

Staff Recommendation: Staff recommends the full-time appointment of Police Officer Yeater effective December 11, 2024; pending no concerns develop between today’s date and December 11, 2024.

3. Probationary Period Extension (Steve Regenwether, Fire Chief)

Explanation: Firefighters Smith, Wallace, and Plumb have not completed their paramedic training to receive their paramedic license from the State of Illinois and have not been certified by the Project Medical Director. Attachment: No

Staff Recommendation: Staff recommends a probationary period extension for Firefighters Smith, Wallace, and Plumb pursuant to Chapter IV, Section 13 of the Rules and Regulations of the Board of Fire and Police Commissioners. The probationary end date will be determined by the completion of their paramedic training and the receipt of their licenses and certification by the Project Medical Director.

4. Approval of Promotional Probationary Appointment of Lieutenant (Steve Regenwether, Fire Chief) Explanation: Due to the promotion of Lieutenant Eric Becker, a vacancy will be created for the rank of Fire Lieutenant. Justin Frederiksen is the next eligible candidate on the certified Fire Lieutenant Eligibility Register.

Staff Recommendation: Staff recommends acceptance of the Promotional Probationary Appointment of Engineer Justin Fredericksen to the rank of Fire Lieutenant effective November 18, 2024.

5. Acceptance of Retirement (Steve Regenwether, Fire Chief)

Explanation: Deputy Chief Travis Noyd submitted his notice of intent to retire on October 23, 2024, to be effective January 17, 2025, after 26 years of dedicated service.

Staff Recommendation: Staff recommends acceptance of the retirement of Deputy Chief Travis Noyd effective January 17, 2025.

6. Approval of Request to Fill Firefighter/Paramedic Vacancy (Steve Regenwether, Fire Chief) Explanation: The retirement of Deputy Chief Travis Noyd, along with the resulting promotions, will create a vacancy in the rank of Firefighter/Paramedic.

Staff Recommendation: Staff request approval to fill the vacancy with one new Firefighter/Paramedic from the existing Firefighter/Paramedic Eligibility Register.

7. Pass Over Candidates on the Firefighter/Paramedic Eligibility Register (Steve Regenwether, Fire Chief) Explanation: Ethan Rivera (number five candidate) and Drake Kyser (number nine candidate) are the next eligible candidates on the current Firefighter/Paramedic Register, however, another candidate already has his EMT-B, is in Paramedic classes and will be able to fill an immediate need in the department.

Staff Recommendation: Under Chapter IV, Section 13 of the Rules and Regulations, staff recommend passing over number five candidate Ethan Rivera and number nine candidate Drake Kyser to hire an alternate candidate that better serves the needs of the department.

8. Probationary Appointment of Firefighter/Paramedic (Steve Regenwether, Fire Chief) Explanation: Zachary Blankenship (number eleven candidate) on the current Firefighter/Paramedic Eligibility Register has successfully completed his background investigation and accepted a contingent employment offer. Zachary is currently in Paramedic classes and will be able to fill an immediate need within the department.

Staff Recommendation: Staff recommends the probationary appointment of Firefighter/Paramedic Zachary Blankenship effective December 9, 2024, contingent upon successful completion of all pre-employment requirements.

9. Removal of Candidate from the Firefighter Paramedic Eligibility Register (Steven Regenwether, Fire Chief)

Any person with disabilities who wishes to attend the meeting who requires a special accommodation, or any other person requiring a special accommodation in attending the meeting, should notify Amy Jackson, Moline Police Department, 524-2230, at least 24 hours prior to the scheduled meeting time.

Explanation: Payton Gosell (number nineteen candidate) and John Markovich (number forty-three candidate) on the Firefighter Paramedic Eligibility Register have both asked to be removed from the eligibility register via text message.

Staff recommendations: Staff recommends the removal of Payton Goswell and John Markovich from the Firefighter Paramedic Eligibility Register.

10. Removal of Candidate from the Firefighter Paramedic Eligibility Register (Steven Regenwether, Fire Chief)

Explanation: Grant Jorgensen (number twenty candidate) and Elay Galdamez-Santos (number twenty-five candidate) on the Firefighter Paramedic Eligibility Register both verbally requested to be removed from the eligibility register. Staff requested email confirmation from the candidates, but both have been non-responsive to the request.

Staff recommendations: Staff recommends the removal of Grant Jorgensen and Elay Galdamez-Santos from the Firefighter Paramedic Eligibility Register.

11. Authorization to Fill Firefighter/Paramedic Vacancy (Steve Regenwether, Fire Chief) Explanation: City Council authorized the addition of six Firefighter/Paramedics in 2025, creating six vacancies.

Attachment: No

Staff Recommendation: Staff requests authorization to fill the six vacancies at a date to be determined and pending City Council adoption of the 2025 budget.
