City of Geneseo Committee of the Whole met Nov. 26.

Here are the minutes provided by the committee:

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, November 26, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Paula Simosky, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse

COUNCIL ABSENT: Council Martin Rothschild

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

4 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

5 MAYOR'S COMMENTS

None

6 CITY COUNCIL COMMENTS

Alderman Swanson advised that Martin Rothschild is in the hospital due to a hip injury and be there for the next month. He would be happy if people went to visit him.

7 CITY ADMINISTRATOR'S COMMENTS

- Judging by Inspire Continuing Care 12/11

- Christmas Walk 12/14 - 8a-8p, Parade at 5pm..

City Administrator Maeglin provided an update on the North State St Project. The project has reached substantial completion, with concrete work finished except for some of the concrete sidewalk pours, which will be completed in the spring.The roadway should open within the next 3 days to traffic.

8 ADMINISTRATION

8.1. OFFICER TIM STEINES PROMOTION TO SERGEANT

Doug Emerick administered the oath to Tim Steines, officially promoting him to Sergeant. Tim was surrounded by his family, friends, and members of the Police Department during the ceremony, with pictures taken shortly afterward.

8.2. R-24-24: CHAMBER OF COMMERCE 1% FUNDING CONTRIBUTION & LARGE EVENT FEE SCHEDULE

The city contributes 1% of retail sales tax (about $17,500/year) to the Geneseo Chamber of Commerce. Since 2023, the city has also received partial reimbursement for resources used by the Chamber for large Chamber events on public grounds. Staff recommends continuing this approach for fiscal year 2025

Craig Arnold moved, seconded by Bob James, Motion recommend approval of R-24-24 to the City Council and to place on the consent agenda.

8.3. R-24-23: 2025 SCHEDULE OF MEETINGS

Maeglin discussed the 2025 meeting schedule with the council, but no further discussion followed.

Craig Arnold moved, seconded by Brett Barnhart, Motion to recommend to City Council R-24-23 and to place on the consent agenda.

8.4. CONSIDERATION OF COLLECTIVE BARGAINING AGREEMENTS FOR THE IBEW & FOP UNIONS: 2025 - 2027

City Administrator Maeglin told the Council that the IBEW and FOP negotiations went well, noting a 4%, 3%, 3% average pay increase structure across the three-year contracts. No further discussion was had by council.

Craig Arnold moved, seconded by Kent Swanson, Motion to recommend approval of the four collective bargaining agreements to City Council and to place on the consent agenda.

8.5. PERSONNEL POLICY MANUAL UPDATE

City Administrator Maeglin reviewed the updates to the Personnel Policy Manual, with no further discussion from the council.

Craig Arnold moved, seconded by Brett Barnhart, Motion to recommend to City Council approval of the Personnel Policy Handbook Updates as presented.

8.6. R-24-25: ANNUAL WAGE INCREASES FOR NON-UNION STAFF

City Administrator Maeglin informed the council that the Non-Union staff contract would follow the same 4%, 3%, 3% structure for general wage increases over the three-year term. No further discussion was held by the council.

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend R-24-25 to the City Council and to place on the consent agenda.

8.7. CANCELLATION OF THE 12/24/24 COMMITTEE OF THE WHOLE MEETING DUE TO THE HOLIDAYS.

City Administrator Maeglin informed the council that, as in previous years, if passed there will be no meeting during the week of Christmas. No further discussion followed.

Craig Arnold moved, seconded by Kent Swanson, Motion to recommend to City Council the cancellation of the 12/24/24 Committee of the Whole Meeting and to place on the consent agenda.
