City of Lewistown City Council met Nov. 26.

LEWISTOWN BUILDINGS & GROUND COMMISSION MEETING
COMMITTEE MEMBERS: Jim Long (Chairman), Dave Levingston, Sally Clark
BUSINESS TO DISCUSS: Discuss Questions, concerns, and ideas for Website Redevelopment with Bald Man Marketing
Mike Osborn said the first payment is made, wanted to meet with Committee to see how much they want to be involved in setting up website. Can visit other towns websites see what is liked. Levingston asks what will be the end result, at the end he wants for everyone to see what is in Lewistown. It will have links for people to connect to that live here and for people that want to visit. A person should not have to click more than three times to see everything. All events will be on the calendar, get him the info and he will update it. Also, will have a Google app. Osborn will start stuff and then he will report to council with updates to get their opinions on each step of the build.

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance,

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, Administrative Assistant Levi Peitzmeier, Public Works Director Evinn Palmer, Police Chief Chris Ford and City Attorney Nathan Collins. ABSENT: Alderperson Spotloe and Treasurer Deb Brown.

CLERKS REPORT/MINUTES: Cindy Goddard.
Alderperson Miller made a motion to approve the minutes of November 12, 2024, and the Lewistown Buildings & Grounds Commission meeting, second by Alderperson Clark, the motion. carried all ayes.
Report- Need signed contract for ARPA money by December 31, 2024.
TREASURER'S REPORT: Debbie Brown. Absent
ATTORNEY'S REPORT: Attorney Nathan Collins, Absent
ENGINEER'S REPORT: Keith Plavec. No Engineer present.
PUBLIC COMMENTS AND PETITIONS: None

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.
Sewer - Alderperson Spotloe: Absent
Streets & Allies -- Alderperson Levingston: Nothing to report.
Police/ESDA Alderperson Ward: The new recruit couldn't pass test so backed out. Alderperson Ward gave a police report of arrest and complaints. Under ESDA Mayor Lafary appointed Denny Pasley as ESDA director. Chief Ford recently sent Officer Tyler Snyder and Officer Austin DeWester to storm spotter training was last week.
Water Alderperson Miller: Nothing
Utilities/Publications -- Alderperson Long: Meeting before council meeting.
Public Buildings & Grounds - Alderperson Long: Nothing
Tourism - Alderman Miller: Downtown Christmas coming up December 7 starts out with Parade at 2:00 p.m.
Tax Increment Financing - Alderperson Spotloe: Absent.
Citizens Committee - Amanda Sutphen absent.
Christmas Committee - Kenny Haacke 70 trees came in, picked up and wired up. December 5, will fill candy bags at 3:00 p.m. at City Hall. All the Christmas activities were talked about. The electrical got put in the park, PA system in installed now for music.
Economic Development Committee - Erin Ahart absent.
WORKS DIRECTOR'S REPORT - Evinn Palmer Director conduit installed at park for electrical, have been putting up Christmas decorations. Getting estimates for the garage door will have at the next meeting.
UNFINISHED BUSINESS: Nothing
NEW BUSINESS:
1. Discuss/Act Upon Closure of 100 Block of East Lincoln & East Washington for the Christmas Activities on December 7th, 2024 - Motion by Alderperson Ward to close 100 block of East Lincoln and East Washington for the Christmas Activities on December 7, 2024, second by Alderperson Clark, motion carried all ayes.
2. Discuss Questions, concerns, and ideas for the Website Redevelopment with Bald Man Marketing - Tabled at this time, this was discussed at committee meeting.
3. Discuss/Act Upon hiring Ian Stairwalt for Lewistown Police Department - Police Chief Ford said the Police Department still has spot with SWIC in January, interviewed Ian Stairwalt, it went well, he is a previous marine, agreed to sign contract. Alderperson Ward made a motion to hire Ian Stairwalt for the Lewistown Police Department, second by Alderperson Clark; roll call vote motion carried all ayes.
4. Discuss/Act Upon paying Merrill's outstanding Transition course Balance -- A previous bill not paid in the amount of $1,500.00. This is a class for transition from part-time to full time officer. Police Chief Ford said he can take it out of the training budget. He will contact them to send us a bill. Tabled at this time.
PRESENTATION OF BILLS:
Alderperson Long made a motion to approve all bills properly endorsed; Seconded by Alderperson Clark roll call vote, the motion carried with all ayes.
CLOSED SESSION: No closed session

Alderperson Miller made a motion to adjourn at 6:52 p.m.; Seconded by Alderperson Clark motion carried all ayes.
