PUBLIC COMMENT
Individuals wishing to speak in person should sign in on the public comment sign-in sheet. Members of the Public are permitted to speak after standing and stating their names. Public comment is limited to 3 minutes per person. Park Board will not respond to public comment during the meeting. When appropriate, Park Board will refer the issue to the appropriate staff member for further consideration.
Comments may also be emailed until the day of the meeting, no later than 2:00 p.m., to parkboard@moline.il.us or to the Customer Service & Marketing Coordinator, slaake@moline.il.us. Please type Public Comment in the Subject Line and these comments will be read at the Park Board Meeting.

APPROVAL OF MINUTES AND CONSENT AGENDA
Approval of minutes and all items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.
APPROVAL OF MINUTES
Park and Recreation Board Meeting Minutes of December 5, 2024.
CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental December bill payment and departmental December revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for the Moline Conservation Club (Rob Junker) to utilize Riverside Lagoon for a kids Fishing Rodeo event. The event is to be held on Saturday, June 7, 2025, from 7:00 a.m. to 2:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application.
3. Consideration of a Special Use Application for the Friends of Off-Road Cycling (Mandy Griesenbeck) to utilize Sylvan Island for a Sylvan Island Stampede event. The event is to be held on Saturday, April 5, 2025, from 7:00 a.m. to 5:00 p.m. with set up beginning on Friday, April 4 at 5:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application.

NON-CONSENT AGENDA ITEMS
1. Funding for Leased Facilities (Eric Griffith, Director of Parks & Recreation)
Explanation: Attached are the funding requests for the leased facilities for 2025. This will be a discussion and feedback from the Park Board during the meeting.
Staff Recommendation: Staff Seeks Recommendation
Fiscal Impact: $25,000.000 is budgeted in the Capital Improvement Project Plan for 2025.
2. GameTime Quote Approval. (Eric Griffith, Director of Parks & Recreation)
Explanation: The installation of poured-in-place safety surfacing and concrete curbs for the new playground at Browning Park is scheduled for the summer of 2025, with a total cost of $169,757.00. Browning Park is identified in the updated 2024 Parks & Recreation Master Plan for the replacement of its playground equipment and the installation of a rubber surface. This will be the second playground in Moline to feature a rubber surface, with the playground equipment having been purchased in 2024. All work will be completed by GameTime through the OMNIA Contract #2017001134. If recommended for approval by the Park Board this will go to City Council for Approval on 2/4/2025.
Staff Recommendation: Approval
Fiscal Impact: The $169,757.00 is budgeted in the 2025 Capital Improvement Budget.
