City of Lewistown Water Committee met Jan. 14.

Here are the minutes provided by the committee:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Paul Walmsley

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, Administrative Assistant Levi Peitzmeier, Public Works Director Evinn Palmer, and Police Chief Chris Ford. ABSENT: City Treasurer Deb Brown

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Long made a motion to approve the minutes of The Lewistown Liquor Commission Meeting and the City Council Meeting on December 10, 2024, second by Alderperson Clark, the motion carried all ayes.

Report- Council meeting dates with a few dates being on holidays or close to holidays. Tabled till next meeting.

TREASURER'S REPORT: Debbie Brown. Absent

ATTORNEY'S REPORT: Attorney Nathan Collins. Absent

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: none

COMMITTEE REPORTS:

Finance/Insurance/Zoning -- Alderperson Clark: Talked to Beka, our accountant regarding the CIPS bills being paid, they would them to be automatically paid through the bank. To be on agenda next time, need resolution created to do this.

Sewer - Alderperson Spotloe: Nothing to report.

Streets & Allies - Alderperson Levingston: Later in meeting.

Police/ESDA- Alderperson Ward: Police Chief Ford said it has been very busy. The Spoon Towers fires, a shooting, the most call in last 10 years. The city has new police officer in academy right now. The present Officers are attending different classes. All trained with their tasers now. A thank you was given to the Chief for doing a good job.

Water- Alderperson Miller: Unaccounted for water report looks good.

Utilities/Publications - Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long: Later in meeting.

Tourism - Alderman Miller: February 3 is Eagle Days; also Music In The Park is getting put together. Historical Society will have a presentation on Camp Ellis, Thursday January 23 at 6:30 at the Visitors Center, everyone welcome, Fish Fry by American Legion this coming Friday, last time money went for the Honor Flight, each one goes to something different.

Tax Increment Financing - Alderperson Spotloe: Meeting prior to Council meeting, then later in meeting.

Citizens Committee - Amanda Sutphen no contact

Christmas Committee Kenny Haacke it is always sad when trees come down. A lot of compliments regarding the Downtown activities, everyone works together to create a great event. Need to have a meeting to discuss results and if having a spaghetti supper as a fund raiser.

Economic Development Committee - Michelle Spiva with economic development, need 750 surveys to get grant funding for Illinois Housing Development Authority. This is to develop, tear down and improve housing. A meeting with Land Banks on February 23 at 10:00 a.m. they say we can send letters to property owners that the property is condemned if they do not do anything then Lewistown can take possession. Fulton County is going to pay the cost for Lewistown. Internet infrastructure for broad ban carriers is also included.

WORKS DIRECTOR'S REPORT – Evin Palmer Director, plan on next meeting for the 2024 reports, He had to get a new computer.

UNFINISHED BUSINESS:

1. Discuss/Act Upon - Liquor License Application for Lewistown Smoke Shop, LLC – Recommendation from Liquor Committee by Linda Helle for a D-1 classification for the Lewistown Smoke Shop because there is one available. Motion by Alderperson Levingston, second by Alderperson Long, for a D-1 classification Liquor License for the Lewistown Smoke Shop, roll call Alderperson Clark no, Long yes, Ward yes, Miller no, Levingston yes and Spotloe yes, motion carried.

NEW BUSINESS:

1. Discuss/Act Upon If any further details pertaining to Website Redevelopment Project -- Table at this time. Public to vote on logo.

2. Discuss/Act Upon TIF Application from LEAP for Downtown Revitalization Surveys - Table at this time,

3. Discuss/Act Upon Visitor's Center front door replacement from PELLA, door and side windows and window above door, total of $7,665.96 door with handle and dead bolt. Not 3 locks like previously caused to many issues. Also threshold needs repaired. Would like to order door. The present door is rotten on bottom. Motion by Alderperson Spotloe, to order the Visitor's Center replacement front door from PELLA, second by Alderperson Miller, roll call vote, motion carried all ayes.

4. Discuss/Act Upon Visitor's Center Roof Replacement - Roof is leaking down to the kitchen now, previous estimate for the entire roof was $55,000.00. Wanting to get only the North West comer fixed where leaking. Motion by Alderperson Long, to hire a contractor to fix the North West corner of roof, second by Alderperson Spotloe, roll call vote, motion carried all ayes.

5. Discuss/Act Upon Two bids for a replacement or repair on truck bed for the City Dump- Truck It is the International dump truck, tail gate and a light all rusted out it is a 1999. To purchase new bed is a lot of money so with the age of the truck maybe just repair with new metal. New one around $14,000.00, rebuild it for $2,500, bid from Jared Butler. Motion by Alderperson Spotloe, to rebuild the box on the International Dump truck in the amount of $2,500.00, second by Alderperson Ward, roll call vote, motion carried all ayes.

6. Discuss/Act Upon Service proposal from HP Plumbing for 2 residential filter room furnaces - Waste Water Plant in Filter Room, hanging heaters is what is in there now. New ones are 96% efficient. They are 45,000 BTU furnaces. New ones will be $10,487.64 this includes material and labor. Motion by Alderperson Clark, to hire HP Plumbing to install two furnaces in the wastewater filter room, second by Alderperson Long, roll call vote, motion carried all ayes.

7. Discuss/Act Upon Garage door fix at the maintenance shed needs header work & electrical. One proposal from Burrows Brother's Construction for $7,107,78 -- At Street Garage, the main garage door is just propped up at this time. It will be a garage door, and new opener. Motion by Alderperson Ward to get the garage door and opener fixed at the Street Garage by the Burrows Brothers Construction for $7,107.78, second by Alderperson Clark, roll call vote, motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Clark roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Spotloe made a motion to adjourn at 7:13 p.m.
