The Committee of the Whole of the City of Geneseo was called to order on Tuesday, March 25, 2025, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, and Alderman Kent Swanson
COUNCIL ABSENT: Council Paula Simosky, Council Keith Kennett, and Alderman James Roodhouse
STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Deputy Chief of Police Kondon Karzin, Attorney Margaret Kostopulos, Building Inspector Rick Mills, and City Clerk Paige Seibel

4 CITY ENGINEERING REPORT
Raines gave the updated plan for the Exchange St. and Chicago St. pedestrian sidewalk project.
4.1. MARCH REPORT
City Engineer Raines gave the monthly Engineering report.
5 PUBLIC COMMENT - AGENDA ITEMS
City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

6.1. MAYORAL PROCLAMATION: JUNIOR ACHIEVEMENT DAY
Mayor Johnson read the proclamation for Junior Achievement Day.

Alderman Swanson recognized Chief Disterhoft's Birthday.
8 CITY ADMINISTRATOR'S COMMENTS

- Geneseo Electric has received the 2024 Certificate of Excellence in Reliability designation by the American Public Power Association. Geneseo is in the top quartile (25%) of utilities for System Average Interruption Duration nationwide.
9 ADMINISTRATION
9.1. O-25-05: TREE CARE GUIDELINES
City Administrator Maeglin informed the Council of the necessary steps to complete and application to become a designated Tree City USA. This ordinance brings us one step closer to finalizing our application, which can be submitted this Fall. Stay tuned for more updates on Tree City USA in the coming months, including an Arbor Day celebration event.
Craig Arnold moved, seconded by Kent Swanson, Motion to recommend approval of O-25-05 to the City Council Meeting and to place on the consent agenda.

City Administrator Maeglin updated the council on the vehicles being declared surplus, including a PD Explorer (currently being replaced and in production) and two ditch witches from the Electric Department.
Craig Arnold moved, seconded by Martin Rothschild, Motion to recommend approval R-25-05 to the City Council Meeting and to place on the consent agenda.

City Administrator Maeglin explained that this item is on the agenda because the Electric Department needs to place orders in advance for the project.

The water tower rehabilitation work will be put out for bid. This proposal does not include inspection services, so there will be additional fees for the inspector beyond IMEG's presented proposal.
