City of Lewistown City Council met April 8.

Here are the minutes provided by the council:

TIF COMMITTEE MEETING

COMMITTEE MEMBERS: Chairman John Spotloe, Alderperson Kendall Miller and Dave Levingston.

BUSINESS TO DISCUSS: TIF Application from Billie Simmons for Business at Main Street Mini Bays to Replace Roof and Window - Total estimated cost $15,668.41. She recently paid off the previous TIF loan on same building in the amount of $13,133.45. The original TIF was to cover the roof, that didn't get done before business moved out. Front window just got cracked and new business is afraid it is going to break rest of way.

Meeting adjourned at 6:22 p.m.

LEWISTOWN CITY COUNCIL MEETING

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Pastor Paul Walmsley

ROLL CALL: PRESENT: Alderperson Sally Clark, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, Public Works Director Evinn Palmer, Police Chief Chris Ford and City Attorney Nathan Collins, ABSENT: Alderperson Jim Long, Administrative Assistant Natalie Nelson, and Treasurer Deb Brown.

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Miller made a motion to approve the minutes of March 25, 2025, second by Alderperson Clark, the motion carried all ayes.

Report- Lead Line Locate money report is due and AARPA annual report due this month also.

TREASURER'S REPORT: Debbie Brown. Absent.

ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing Tonight

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: N/A

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.

Sewer - Alderperson Spotloe: Fixing sink holes large one on Washington and Adams involves tunnel and vault.

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA - Alderperson Ward: Denny Pasley met with Fulton County Safety Group. Brad Ward said some changes in 2018 wants Attorney Collins to check on these changes. Alderperson Spotloe checking on sirens for ESDA.

Water -- Alderperson Miller: Nothing at this time.

Utilities/Publications - Alderperson Long: Nothing to report. Absent

Public Buildings & Grounds - Alderperson Long: Absent.

Tourism - Alderman Miller: Annual Chamber of Commerce Auction is this Saturday needs help.

Tax Increment Financing - Alderperson Spotloe: In new business.

Citizens Committee - Amanda Sutphen absent.

Christmas Committee $300.00 to the group.

Kenny Haacke spaghetti supper last week went well, MIP donated

Economic Development Committee Erin Ahart broadband survey needs more people to participate, also the Chamber auction does need help. LEAP meetings are the 1st Mondays of each month, everyone welcome.

WORKS DIRECTOR'S REPORT - Evinn Palmer Director absent.

NEW BUSINESS:

1. Discuss/Act Upon Review/Approval of the 2025 MFT Maintenance Program

Resolution for Maintenance Under the Illinois Highway Code, motion by Alderperson Spotloe and second by Alderperson Clark to approve the Resolution for Maintenance Under the Illinois Highway Code, roll call vote, motion carried all ayes.

Local Public Agency General Maintenance, motion by Alderperson Clark, second by Alderperson Spotloe to approve the Estimate of Maintenance Costs, roll call vote motion carried all ayes.

Maintenance Engineering to be Performed by a Consulting Engineer, motion by Alderperson Clark, second by Alderperson Spotloe to approve Maintenance Engineering to be Performed by a Consulting Engineer, roll call vote motion carried all ayes,

2. Discuss/Act Upon TIF application for Billie Simmons at Main Street Mini Bays - Total $15668,41 all grant with the 5 year stay open stipulation, motion by Alderperson Spotloe, second by Alderperson Miller to award Billie Simmons at Main Street Mini Bays $15,668.41 grant with the stipulation that required to stay open 5 years, roll call vote motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Clark made a motion to approve all bills properly endorsed; Seconded by Alderperson Spotloe roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session.

ADJOURNMENT:

Alderperson Ward made a motion to adjourn at 6:46 p.m.; Seconded by Alderperson Clark motion carried all ayes.
