Dr. Luis Moreno called the April Finance & Personnel Committee meeting to order at 8:30am
1. Roll Call: Dr. Luis Moreno, Kai Swanson, Dr. Rodney Simmer, Brian Vyncke, Bob Perkins, Edna Sowards Also Present: April Palmer, Ryan Berger, Nick Camlin, Bridgette Edgewater, Jim Nelson, Jared VanTieghem, Captain Mindy Meyers, Karren Kinney, Patty Castro.

• County Treasurer Nick Camlin reported on Tax Bill mailings and tax values, and the County Investment Policy.
• County Auditor April Palmer that they are putting the final touches on the Audit and Baker Tilly will make a presentation at the county Board meeting this month. Proclamation from the State of Illinois proclaiming May as Internal Auditor Month.

9. Consider Highway Resolution for Improvement under the Highway code- Hutchison Engineering Agreement in the amount of $385,000.00 CH78 from US 67 to Indian Bluff Road. Motion to approve: Kai Swanson Second: Dr. Rodney Simmer

10. Consider additional Concrete work for Monument at Historical Courthouse Square at a cost of $25,000.00.
Motion to approve: Kai Swanson Second: Brian Vyncke Discussion: Kai Swanson asked about the whole Courthouse Square, his question was, the current Post & Panel sign that says welcome to Rock Island County is that the permanent location for that sign? Because it blocks the memorials. I was wondering if you are open to moving those signs a little bit South as to not block the Memorials. Vice-Chairman Vyncke answered He did not know. Highway Engineer Miller asked if anyone contacted the State due to the plans for the new bridge? Chairman Moreno aid this is what the memorial committee came back with if we want a second opinion we are able to do that. Vice-Chairman Vyncke did answer that what the Chairman did say was that this firm is already on site doing other concrete work at the site doing some of the work that is why they are being asked to do this. Mr. Vyncke said we can certainly entertain other options but the Chairman also said there is some remaining work that will have to be done for a retaining wall. The actual wall will be done later but some of the things they were doing was some foundation work with some grading in that area. They are getting the site ready since they are there we are just not to that point yet. Committee Chair Dr. Moreno added that is not just a pad, it includes sidewalks and the retaining wall. Dr. Rodney Simmer asked what did he miss as this is the second or third time we have had to add something, was this not in the original plan? Did we add this or did they miss something? I thought we had this all under control and figured out. Vice Chair Vyncke said that CBC Brunk said the retaining wall was an add because of something with the grade. Dr. Simmer asked who added it us of them. Vice Chair Vyncke said it had to be added because you are not going to put up a retaining wall without grading. Dr. Simmer then noted that these are professionals who should have known. Dr. Moreno answered Dr. Simmer that if we need more information we could table this. Dr. Simmer said these people are supposed to be professionals we are spending a pretty good chunk of money and here we come back and ask for $25K more. It was recommended that the committee move it to the COW meeting and discuss it then. Dr. Moreno asked to change the motion to not approve but to move it forward to the Committee of the Whole for more Discussion.

11. Consider Abatement of the Building permit fees for the Andalusia Fire Protection District in the amount of $22,701.00

Discussion: Vice Chairman Vyncke had notes on this from the CBC also. Vice-Chair Vyncke noted that the Fire Protection has , by referendum, been instructed to build a new Fire station and they are trying to save money by asking for the Permit fee of $21,701.00 abated. The Village of Andalusia will also forgo their fee. The CBC said a lot of these Fire Districts when they went to the P-25 communications system cost them a lot of money. Dr. Simmer asked what was the Village of Andalusia fee. Rock Island County has an IGA to do the Building inspection and permit issuing for Andalusia with a 60/40 split.
