Rock Island County Public Works and Facilities Committee met June 9.

Here are the minutes provided by the committee:

1. Call Meeting to Order:

Chairman Larry Burns called the Public Works and Facilities meeting to order at 8:31am

Members in Attendance: Larry Burns, Dave Adams, Rich Morthland, Bob Westpfahl, Chuck Layer TIM FOSTER (Via Video)

Chairman Larry Burns noted that member Tim Foster was out of town on business and has requested to attend via Zoom. Motion to allow Tim Foster to attend made by Richard Morthland seconded by Dave Adams. Motion carried.

Also Present: Richard Brunk, Matt Miller, Greg Thorpe, Josh Boudi, Jim Grafton, Jared VanTieghem, Jim Nelson, Nick Camlin, Amanda VanDaele, Ron Finley, Drue Mielke.

3. Approval of May 12th Public Works & Facilities Minutes:

4. Reports to Committee:

• Zoning Director Thorpe gave a report from Zoning & Building. Mr. Thorpe reported that he had 86 receipts, net revenue of $34,179.00, estimated value of work $3 M. Compared to last year we are a little down. Year to date we are down from last year on activity and fees. We did have 2 new houses cost per square foot is about $180 per sq. ft.

• GIS director Josh Boudi reported on his work with Nearmap Software. Mr. Boudi noted that he attached some images of the County Office Building showing what the software could do. This will take complete shots of the building on all sides instead of just from the overhead. Which will be extremely handy for Township Assessors, Assessments, Sherriff’s Office in making plans for a raid or something similar to that. Currently they have a contract with the 911 Board to fly just the Urban area. We are looking at the cost for the entire County. GIS received $28,561.00 in May Recorder fees.

Larry Burns Chairman

• County Engineer Matt Miller gave a Highway Department Report. Mr. Miller reported that they had Local Public Agency meeting on May 8th that the County facilitated, basically for IDOT to come in and talk to the smaller agencies about what they can do for them such as help with grants. We had a pretty good turnout; most communities came out. Mr. Miller then reported on the locker room being almost done and should be done within the next two or three weeks. All the exterior and interior work is completed. Mr. Miller noted that after they received their new trucks a couple of weeks ago and now they have been selling the excess equipment truck number 24 we posted it for sale at $40,000.00 and it ended up selling for $51,000.00. We are having trouble selling the other truck as that model is notorious for having a bad engine from the manufacturer. We have never had problems with it but other municipalities are Leary to buy just because of the reputation. Our Diesel pump keeps going down so we are looking to use the proceeds from the sale of the trucks to pay for a new fuel pump system. I am currently doing the research right now. We did find one that integrates with our GPS system so there would be no new equipment to purchase, we can use the equipment that we already purchased for the GPS system, it will automatically activate the pumps when a truck pulls up to fuel. It will record all the data, so we will not have to worry about human error. The Road Widener we purchased should be arriving this week or next week. I have Lisa currently putting together an estimate for patching work on the beltline. We will have a couple of cold patch jobs we are looking at. We are going to patch the sections that are not going to be replaced.

Discussion: Member Westpfahl aske if they got called out on any trees down from the storm. Engineer Miller answered yes there were two trees down; one on Indian Bluff Road and one on Knoxville Road, Mr. Miller noted that the one on Indian Bluff Road was allegedly the largest tree they have ever had to answer a call for.

• County Fleet Manager Ron Finley reported on activities at the new Fleet Management Center. For the month of May we did about $25,000 worth of work for the Sheriff’s Office, the Health Department about $500.00, Coroner’s Office about $1,000.00 and Zoning is about $4,000.00. Mr. Finley noted that the Fleet Management Department is just starting to get going noting that there were a few slow days but working with the Sheriff’s Department we are getting busier. We also are working on their side by sides and boats. Right now, we have 5 vehicles in the shop. Mr. Finley noted that on the agenda there are some bridge jacks to be purchased to allow for more than just doing oil changes.

• Chairman Brunk noted that he gave former Chairman Bohnsack a tour of the facility last week and they are doing a lot of work and have it set up really well. Mr. Finley explained how they are approaching things now and their plans on future things planed and moving forward. Bob Westpfahl noted that he had also walked through the facility.

• County Administrator Jim Grafton reported that the floor is done in the basement with the exception of the back entrance and years ago at the doors there was a buckling of the floor we just can’t cover it up because it will be too thin. So, we will have to do a little bit of remediation the area is about 500 square foot. Tile will have to be removed floor will be leveled out at a cost of about $2,700. E&H Restoration will begin preconstruction meetings next week. We will also be contacting the City of Rock Island about their sidewalk replacement program for the front of the County Office Building. Hopefully I will get a quote from Mr. Martel who handles the Public Works for the City of Rock Island. This sidewalk replacement is long overdue, we have been patching it for years.

7. Consider bids for Cordova Road District Sec. 25-08000-01-GM The original low bid was Phoenix but after inspection they did not have the right eligibility certificate, so the next lowest bidder Valley Construction won the bid 270284.95
