Rock Island County Finance and Personnel Committee met July 8.

Here are the minutes provided by the committee:

Dr. Luis Moreno called the April Finance & Personnel Committee meeting to order at 8:30am

1. Roll Call: Dr. Luis Moreno, Dr. Rodney Simmer, Brian Vyncke, Bob Perkins, Edna Sowards Member absent: Kai Swanson

Also Present: April Palmer, Ryan Berger, Nick Camlin, Jim Nelson, Jared VanTieghem, Captain Mindy Meyers, Karren Kinney, Richard Brunk, Bridgette Edgewater, Tammy Weikart, Jim Grafton.

3. Approval of minutes from the Tuesday June 10th Finance & Personnel Committee meeting Motion to approve: Bob Perkins Second: Brian Vyncke

4. Reports to the Committee

• County Finance Director Ryan Berger reported that he will begin the FY 2026 Budgeting process next week and will be sending out notices to Department Heads to schedule meetings and we will work on this until November

• County Administrator Jim Grafton reported that E & H Restoration will begin work this week on the County Office Building. They will clean the building, power wash, tuck point, turn the copper into copper and that will look pretty sharp for a couple of weeks before it starts tarnishing again. Mr. Grafton then gave a brief update on Fleet Services. A couple of examples, we had a 2020 explorer that was estimated to be repaired for some front-end work at cost of $4,400 at a shop and we did it for $1,700. We had another vehicle in another department that was half the cost for valve cover work. We are finding that in the maintenance world they are charging anywhere from $200 to $300 per hour and the mark-up on parts is anywhere from 200 to 300%. Mr. Finley has almost completed maintenance for the whole fleet and his cost was under $40,000 since we started Fleet Management.

Discussion: Dr. Rodney Simmer asked how many bids there were. Mr. Grafton answered 2 IWI and Mohawk Lifts

8. Consider Bids related to Zoning & Building’s Purchase of a new Vehicle

Discussion: Dr. Louis Moreno noted that there were 4 bids with the low bid being from Sexton Ford at $40,796.00

9. Consider FY26 Rock Island Arsenal Defense Alliance (RIADA) Annual Support in the amount of $26,100 Discussion: Committee Chair Moreno requested that this be moved to the Committee of the Whole pending more information on the amount from RIADA. CBC Richard Brunk stated that he is still working on getting information from RIADA on the dollar amount. About a year ago a number of the local governments started contributing for the operational expenses for RIADA in order to keep those efforts going because the revenue that had been generated from one of the former groups had been depleted. Once again, I am hoping to have clarification by Friday. If I get clarification on it I will have it on the Board agenda.

17. Committee member opportunity for brief comment (no decisions will be made) CBC Richard Brunk explained the Barber Park situation. Chairman Brunk noted that the Public Works & Facilities Committee approved establishing a Pollination Garden at the Historic Courthouse Square on the Northern end of the property. We have already started working with U.S. Fish & Wildlife Service as well as Rock Island County Soil & Water as far as far as preparations plans if everything goes well the seeding and everything will be done by U.S. Fish & Wildlife. At some point there will be a request for some signage designating the pollination garden in honor of the Barbers. Chairman Brunk noted that Reverend Barber served the County for over 3 decades.
