City of Moline Traffic Engineering Committee met Aug. 5.

Here are the minutes provided by the committee:

Chairperson, Laura Klauer, called the meeting to order at 1:30 p.m. in the Public Works Conference Room #1.

APPROVAL OF MINUTES 

Traffic Engineering Committee meeting minutes of July 1, 2025: PASSED

AGENDA ITEMS 

1. Resident request for traffic control on the 300 block of 5th Avenue. 

Explanation: Request was brought by Eric Russell, PD. Resident that lives at 314 5th Avenue has had their vehicle hit four times from 2009 to present. Resident does not have any off-street parking; therefore, they must park along the shoulder in the 300 block of 5th Avenue. Three accidents occurred while parked on 5th Avenue and one accident occurred in the 500 block of 3rd Street.

Staff Recommendation: Due to 5th Avenue being a state highway, David Dryer forwarded this request to the Illinois Department of Transportation (IDOT) to respond to resident. David Dryer also made motion to investigate potential pavement marking changes that could be made, forward to IDOT for review/approval, and add to pavement marking program for 2027. Josh Whiting seconded motion. Motion passes.

2. Manager of “The Tattered Shoe” at 1518 15th Street is requesting a 15-minute parking restriction for customers. 

Explanation: Requester states that the establishment at 1512 15th Street has recently reopened within the last month and parking along 15th Street is now more limited. States owner of “The Tattered Shoe” also owns “G’s Gourmet Popcorn” and both businesses have customers coming in for a short amount of time to pick up items. Their business hours are 10:00am-6:00pm and states the newly opened business has customers as early as 4:30pm some days.

Staff Recommendation: Josh Whiting made motion to install one (1) 15-minutue parking stall to be enforced 8:00am to 6:00pm, Monday through Saturday. David Dryer seconded motion. Motion passes.

3. Request for speed control on 46th Street from Avenue of the Cities, south to 26th Avenue. 

Explanation: Received a “Request for Traffic Control Investigation/Improvement” from a resident that lives on 24th Avenue Ct. Complains of speeding and passing vehicles in a residential neighborhood.

Staff Recommendation: Eli Soliz states there has been no crash history in the last two years. Josh Whiting made motion for additional PD speed enforcement. David Dryer seconded motion. Motion passes.

4. Resident request to restrict parking on 15th Street A, between 8th and 12th Avenue. 

Explanation: Parking is currently allowed on the west side of 15th Street, between 8th and 12th Avenue. Resident is concerned with the width of the street and is requesting no parking on both sides of street. Resident states he’s witnessed emergency apparatus and snow plows having difficulty maneuvering on street due to parked vehicles. He also noted speeding to be an issue as well.

Staff Recommendation: Police and Fire do not see any concerns with access. There have not been any complaints from Public Works streets staff. David Dryer made motion for no recommendations at this time. Josh Whiting seconded motion. Motion passes.

5. Other - Resident at 1709 17th Avenue submitted a “Designated Parking for Persons with Disabilities Parking Application”. 

Staff Recommendation: Matt Russell reviewed request and confirms resident does not have access to off-street parking, therefore she would be eligible for a designated parking space. Kris Johnson made motion to approve request. David Dryer seconded motion. Motion passes. Resident will need to meet all the requirements of City Ordinance Section 20-5126 prior to sign placement.
