City of East Moline City Council met Aug. 18.

PLEDGE:
Mayor Reggie Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Larry Jones, Adam Guthrie, Rhea Oakes, Lynn Segura, and Jose Rico.

CONSENT AGENDA:
Wanda Roberts-Bontz, City Clerk, read the Consent Agenda that included the following:
a. Approval of City Council Meeting Minutes of August 4, 2025.
b. Approval of the Committee of the Whole Meeting Minutes of August 4, 2025.
c. Approval of Salaries as of August 15, 2025, in the amount of $493,989.07.
d. Approval of Overtime as of August 15, 2025, in the amount of $14,894.83.
e. Approval of Bills as of August 15, 2025, in the amount of $754,008.33.
f. Treasurer’s Report for June 2025.
A motion was made by Alderperson Oakes, seconded by Alderperson Rico to approve the Consent Agenda. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried.
ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

25-12 Amend City Code to create an advisory Design Review Board
A motion was made by Alderperson Guthrie, seconded by Alderperson Rico, to approve Ordinance 25-12. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried.

RESOLUTIONS
25-59 Intergovernmental Agreement with County for E-Citation Program
A motion was made by Alderperson Segura, seconded by Alderperson Oakes, to approve Resolution 25-59. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried.
25-60 Park Board Recommendation to declare Wiman Park Shelter as surplus property for disposal
A motion was made by Alderperson Guthrie, seconded by Alderperson Segura, to approve Resolution 25-60. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried.
Mayoral Appointments of the following to the Design Review Board

A motion was made by Alderperson Deppe, seconded by Alderperson Rico to approve the Mayoral Appointments to an Ad Hoc Comprehensive Plan Update Steering Committee. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried.
CITY STAFF COMMUNICATIONS:
Each City Staff member present was given the opportunity to inform the City Council, and those in attendance, of events in their departments:
Mark Rothert, City Administrator – Mr. Rothert is planning a press release later this week regarding the Improvement Grant Application.
Jeff Ramsey, Chief of Police – Chief Ramsey stated this Thursday, August 21, 2025, new police officer Brenna Hoskins will be graduating from the University of Illinois Police Training Institute in Champaign, Illinois. Officer Hoskins will start her field training program with the Police department. Chief Ramsey and Captain Kratt will be going down for her graduation.
Antrena Trimble, Director of Wastewater Treatment Plant – Ms. Trimble introduced Assistant Director Brian Glasgow and Pretreatment Controller Meghan Carr.
Brian Glasgow, Assistant Director of Wastewater Treatment Plant, said he is excited to be working for the City of East Moline. Mr. Glasgow has 25 years of experience in Wastewater Treatment.
Meghan Carr, Pretreatment Controller informed the City Council she has been with the City for approximately one month. Ms. Carr was previously employed with Rock Island County. Ms. Carr stated if anyone had any questions to reach out to her.
Mayor Freeman welcomed both Mr. Glasgow and Ms. Carr to the City of East Moline.
Tim Wymes, Community Development – Mr. Wymes informed the City Council that MuniReg, LLC was hired to take care of Vacant/Foreclosure Property Ordinance, they should be started by the end of the year.
Brianna Huber, Director of Water Filtration – Ms. Huber informed the City Council that the new clearwell pipe is going in and the work should take 1-2 weeks to complete.
Robert DeFrance, Fire Chief – Chief DeFrance informed the City Council that Firefighter Scott Schnauber will be retiring on September 11, 2025.
Alderperson Segura wanted to thanked the Maintenance staff, Jim Graham, and the Mayor, for the quick response on fixing the water main break at 7th Street and 12th Avenue, which affected over 2,000 people at The Bend and Bend XPO.
APPROVE RECESS CITY COUNCIL MEETING TO GO INTO THE COW:
A motion was made by Alderperson Oakes, seconded by Alderperson Guthrie, to recess the City Council Meeting to go into the COW. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried. 6:42 p.m.
RECONVENE BACK INTO OPEN SESSION:
A motion was made by Alderperson Oakes, seconded by Alderperson Rico, to reconvene back into open session. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried. 7:08 p.m.

A motion was made by Alderperson Oakes, seconded by Alderperson Rico, to go into Executive Closed Session – 5 ILCS 120/2(c)(1) - Matters related to personnel and performance. Upon the roll call, the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, Deppe, and Jones. Motion carried. 7:10 p.m.

A motion was made by Alderperson Deppe, seconded by Alderperson Oakes, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 7:15 p.m.
