Representative Swanson addresses state budget cuts and proposes tax relief measures

Governor J.B. Pritzker has issued an executive order directing Illinois state agencies to reduce spending by 4%. This move follows concerns about the state’s economic outlook and a recent budget that included $1 billion in tax increases and what critics describe as budgetary gimmicks. The budget, which was signed into law in June, represents the largest spending bill in Illinois history.

Representative Dan Swanson commented on the situation, stating that the governor's order "admits that Illinois’ economy is going downhill and tried to blame the federal government for Illinois’ long-standing budget problems." He pointed out that while Illinois’ unemployment rate stands at 4.4%, neighboring Indiana’s rate is lower at 3.6%. Swanson also noted that Illinois ranks low in overall tax competitiveness and has some of the highest property and motor fuel taxes in the country.

According to Swanson, since Governor Pritzker took office in 2019, state spending has increased nearly 40%, from $40 billion to this year’s $55 billion. House Republicans have criticized these budgets as irresponsible, calling for a more transparent process focused on core services rather than additional spending. Swanson added, "The governor seeking to blame Washington for problems he caused is nothing more than a smokescreen for more tax increases."

In response to rising costs facing workers, House Republicans have proposed eliminating state income taxes on tips and overtime pay through legislation such as House Bill 1750. This measure would allow workers to deduct tip income and overtime compensation from their taxable income. Swanson highlighted the significance of this proposal: “Tips make up a significant portion of a worker’s income in fields such as hospitality, food service and personal care.” He also noted that removing these taxes could provide immediate relief amid ongoing inflation pressures.

The upcoming Veto Session of the Illinois General Assembly is scheduled for October 14-16 and October 28-30. Lawmakers will review bills vetoed by the governor and may address unresolved policy issues from earlier sessions. Major topics could include financial support for Chicagoland mass transit agencies facing a shortfall exceeding $770 million, as well as potential new green energy initiatives.

Swanson recently attended a QC Honor Flight event at Quad City airport to welcome returning veterans. One Vietnam veteran remarked on his experience: “There was no one here 58 years ago when I came home!” Swanson responded with “Welcome home!”
