COMMUNICATIONS

EXECUTIVE SESSION

Pursuant to Section 2.06, 5ILCS 120/2 (c)(1) of the Open Meetings Act: The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body.

NEW BUSINESS

1. Amendments to the Rules and Regulations of the Board of Fire and Police Commissioners (Darren Gault, Chief of Police)

Explanation: Staff is proposing numerous changes to the current Rules and Regulations of the Board of Fire and Police Commissioners, specifically Chapter I – Administration; Chapter II – Applications for Original Appointment – Police; Chapter III – Examinations for Original Appointment – Police; Chapter VI – Examinations for Original Appointment – Fire; and Chapter VIII – Order of Rank, Classification, and Oath of Office.

Staff Recommendation: Staff recommends acceptance of the proposed amendments to the Rules and Regulations of the Board of Fire and Police Commissioners, as presented, pending submission to the City Council for final approval.

2. Acceptance of Resignation of Police Officer (Darren Gault, Chief of Police)

Explanation: Police Officer Marquis Smith submitted his notice of resignation on September 11, 2025, effective immediately, following twenty-nine days of service.

Staff Recommendation: Staff recommends acceptance of the resignation of Police Officer Marquis Smith, effective September 11, 2025.

3. Retirement Acceptance of Police Officer (Darren Gault, Chief of Police)

Explanation: Police Officer David Callaway submitted his notice of intent to retire, effective November 14, 2025, following twenty-two and one-half years of service.

Staff Recommendation: Staff recommends acceptance of the retirement of Police Officer David Callaway, effective November 14, 2025.

4. Approval of Request to Fill Vacancies (Darren Gault, Chief of Police)

Explanation: Due to the resignations of Police Officers Ian Lopez and Marquis Smith and the retirement of Police Officer David Callaway, three vacancies will be created within the department.

Staff Recommendation: Staff recommends approval to fill the vacancies with three new Police Officers.

5. Removal of Candidate from the Police Officer Eligibility Register (Darren Gault, Chief of Police)

Explanation: Sebastian Villanueva (the number four candidate) on the Police Officer Eligibility Register has requested to be removed from the Police Officer Eligibility Register.

Staff Recommendation: Staff recommends the removal of Sebastian Villanueva from the Police Officer Eligibility Register.

6. Certification of the Police Officer Eligibility Register (Leah Madsen, Director of Human Resources)

Explanation: The Police Officer Eligibility Register has been compiled with the results of the most recent recruitment testing.

Staff Recommendation: Staff recommends certifying the Police Officer Eligibility Register as presented.

7. Full-time Appointment of Firefighter/Paramedic (Steve Regenwether, Fire Chief) 

Explanation: Zach Blankenship has successfully completed his probationary period as a Firefighter/Paramedic, effective October 31, 2025.

Staff Recommendation: Staff recommends the full-time appointment of Firefighter/Paramedic Zach Blankenship, effective October 31, 2025, pending no concerns that may develop between today’s date and October 31, 2025.

8. Full-time Appointment of Firefighter/Paramedic (Steve Regenwether, Fire Chief)

Explanation: George Campbell has successfully completed his probationary period as a Firefighter/Paramedic, effective October 24, 2025.

Staff Recommendation: Staff recommends the full-time appointment of Firefighter/Paramedic George Campbell, effective October 24, 2025, pending no concerns that may develop between today’s date and October 24, 2025.

9. Acceptance of Resignation of Firefighter/Paramedic (Steve Regenwether, Fire Chief)

Explanation: Firefighter/Paramedic Joe Adams submitted his notice of resignation on September 23, 2025, effective immediately, following eight months of service.

Staff Recommendation: Staff recommends acceptance of the resignation of Firefighter/Paramedic Joe Adams, effective September 23, 2025.

10. Approval of Request to Fill Vacancy (Steve Regenwether, Fire Chief)

Explanation: Due to the resignation of Firefighter/Paramedic Joe Adams, a vacancy has been created within the department.

Staff Recommendation: Staff recommends approval to fill the vacancy with one new Firefighter/Paramedic. OTHER BUSINESS

Members of the public are permitted to speak after standing and stating their names. Public comment will be limited to three (3) minutes per person, per subject. The Commission is not required to respond to public comments.
