The Rock Island Public Library board of trustees approved the library's Long Range Master Plan Study on Dec. 15.
The motion passed by a 4-3 vote.
The board also reviewed the library's proposed long-term building plans, approved a new $120 non-resident fee for 2016 and allocated $1,000 for 2016 pest control.
Eudell Watts III was absent from the meeting.
