The Moline City Council gathered for a regular meeting on Tuesday, April 19.
The City Council is Moline’s legislative body and is comprised of the mayor, one member from each of the seven wards within the city, and one that represents the city at-large.

Council Meeting: The City Council meeting came to order at 8:23 p.m. The Council met in regular session in
the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Liddell gave an Invocation.
Roll Call: Roll call was taken with Mayor Raes, Aldermen Wendt, Zelnio, Turner, Schoonmaker, Liddell and
Acri present. Absent: Alderman Rodriguez and Parker

Second Reading Ordinances
1. Council Bill/General Ordinance 3009-2016
An Ordinance amending Chapter 15, “GARBAGE AND TRASH,” of the Moline Code of Ordinances,
Section 15-2101, “AUTOMATED TIPPER CARTS,” by repealing subsection (a) in its entirety and
enacting in lieu thereof one new subsection (a) dealing with the same subject matter; and Section 15-2201,
“PREPARATION AND COLLECTION OF RESIDENTIAL REFUSE,” by repealing subsections (d)
and (d)(2) in their entirety and enacting in lieu thereof new subsections (d) and (d)(2) dealing with the
same subject matter.
2. Council Bill/Special Ordinance 4014-2016
A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement for Sale of Real
Estate and do all things necessary to convey the City-owned property at 600 8
th Street, Moline, known as
One Moline Place Phase III/Hawk Hollow to B. M. Bagby Inc.
3. Council Bill/Special Ordinance 4015-2016
A Special Ordinance authorizing the Mayor and City Clerk to execute a Performance Based
Development Agreement between the City of Moline and KAS Company Inc. for the “Autumn Trails”
project and to execute any necessary agreements referenced therein, and authorizing all appropriate City
officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to said
agreement.
4. Council Bill/Special Ordinance 4016-2016
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and
authorizing the use of public right-of-way in conjunction with the Kiwanis Bags Tournament scheduled
for Saturday, April 23, 2016.

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Miller Trucking and
Excavating Inc. for Project #1248, 9

A Resolution authorizing the Mayor and City Clerk to accept five Permanent Utility and Drainage

A Resolution authorizing the purchase of a hybrid aerial lift truck from Altec Industries Inc. in
Elizabethtown, Kentucky, for the amount of $160,012.

A Resolution authorizing the Mayor and City Clerk to execute an Agreement between the City of Moline
and Stanley Consultants for preparation of a $5 million TIGER Grant for the reconstruction of 7

Avenue from 12th Street to 23rd Street, Moline, at a cost not to exceed $15,800.
16. Council Bill/Resolution 1057-2016
A Resolution supporting a grant application to the U.S. Department of Housing & Urban Development
(HUD) for FY 2016-2019 Lead-Based Paint Hazard Control Grant Program; and authorizing staff to do
all things necessary to submit said grant application on behalf of the City of Moline and to work
cooperatively with the Cities and other governmental jurisdictions and entities operating within Rock
Island County, Illinois that are able to support said application; the Rock Island County Health
Department; Project NOW; and Rock Island Economic Growth Corporation in accordance with the
HUD application guidelines and requirements.

Omnibus Vote: Alderman Zelnio, seconded by Alderman Schoonmaker, moved to approve and adopt, by
omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Wendt,
Zelnio, Turner, Schoonmaker, Liddell and Acri; nays: none.

17. Council Bill/General Ordinance 3010-2016
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of
Ordinances, Section 20-5124, “UNAUTHORIZED PERSONS USING PERSONS WITH DISABILITIES
PARKING SPACES; A VIOLATION,” Appendix 24, “PERSONS WITH DISABILITIES PARKING
SPACES,” by removing one on-street stall at 149 6th Avenue.
18. Council Bill/General Ordinance 3011-2016
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of
Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including 26th
Avenue A, on the south side, from 12th Street to 13th Street.
19. Council Bill/General Ordinance 3012-2016
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of
Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including 18th Street
B, on the west side, from 25th Avenue north 40 feet.
20. Council Bill/Special Ordinance 4018-2016
A Special Ordinance declaring the property at 833 15th Street A, Moline, as surplus; and authorizing the
Mayor and City Clerk to execute an Agreement for Sale of Real Estate and do all things necessary to
convey the City-owned property at 833 15th Street A, Moline, to Kwizera Samson and Bukuru Pascazia.
21. Council Bill/Special Ordinance 4019-2016
A Special Ordinance declaring the property located at 3317 48th Avenue, Moline, as surplus; and
authorizing the Mayor and City Clerk to execute an Agreement for Sale of Real Estate and do all things
necessary to convey the City-owned property at 3317 48th Avenue, Moline, to Carl William Wildermuth.
Council, Staff and Citizen Comments:
Jeff Anderson, City Planner, announced that he attended the Greater QC Hispanic Chamber of Commerce Gala
on Saturday, April 16, 2016. The City of Moline won the “Corporation of the Year” award for extraordinary
resources and services for the Floreciente Neighborhood.
Lew Steinbrecher, City Administrator, stated that the Illinois Municipal Leagues has announced that various
local entities were overpaid Corporate Personal Property Replacement Taxes by the State of Illinois. The City
of Moline was overpaid by approximately $300,000. Staff will continue to keep Council apprised of the
situation.
Kim Hankins, Public Safety Director, submitted the attached press release regarding the Child Abuse
Prevention pinwheel garden. Additionally Chief Hankins announced that all 6 firefighters graduated from the
academy.
Alderman Zelnio requested a price for sidewalk installation on 24th Street and thanked Kathy Carr for the
presentation on Public Safety Pensions.
Alderman Liddell thanked everyone involved in “Passport to Safety” held at Wharton Field House on Saturday,
April 16, 2016.
Alderman Turner expressed appreciation from Bill Steinhauser regarding the Blight Reduction Program.

Tracy Koranda, City Clerk, stated that the Public Safety Pension presentation has been emailed to the Council
and Department Directors and will also be attached to the minutes of the Committee of the Whole for April 19,
2016.
On motion of Alderman Wendt, Seconded by Alderman Zelnio, Council adjourned at 8:35 p.m.
The next regularly scheduled City Council meeting is on April 26, 2016.
