Black Hawk College reviews funding issues at meeting

Black Hawk College held a regular meeting on Monday, May 9.

"Black Hawk College is a non-resident institution but offers a full array of recreational and athletic programs on each campus. Teams compete in the Arrowhead Athletic Conference of community colleges. Black Hawk College operates within Illinois Community College District #503, an area encompassing 2,200 square miles in nine counties of northwestern Illinois (Bureau, Henderson, Henry, Knox, Marshall, Mercer, Rock Island, Stark and Whiteside). In addition to full-service campuses in Moline and near Kewanee, the college owns the Outreach Center in East Moline, the Adult Learning Center in Rock Island, and the Community Education Center in Kewanee and leases space at the Illinois workNet Center in Moline. Black Hawk College serves more people than any other institution of higher education in the Quad-Cities area."

I. CALL TO ORDER

Chair Emerick called the meeting to order on Monday, April 13, 2015, at 5:35 p.m. in the Black Hawk Room of the Quad-Cities Campus, Moline, Illinois.

II. ROLL CALL

Present: Trustees Dorothy W. Beck, Tim A. Black, Douglas Strand, Carlos Martinez, and

David L. Emerick, Jr.

Absent: Trustees Richard Fiems, Joseph Swan, and Fritz Larsen (Trustee Larsen arrived at 5:40pm)

Also present: President Dr. Bettie Truitt and Vice President for Finance and Administration Steve Frommelt.

IV. REVIEW AND DISCUSS PRELIMINARY FY17 BUDGET

Chair Emerick invited President Truitt to lead the discussion. She turned the budget presentation over to Vice President Frommelt who provided a newly updated draft of the budget.

In the course of the presentation, several points of discussion emerged.

- Because the College had actually received $1.1M from the State, the projected Fund Balance for FY 16 is now at 24% of the operating budget. The assumption is that there will be no more funds from the State for FY 16.

- State funding for FY 17 is uncertain. Figures ranging from 0% to 60% to 75% have been rumored, but there is no certainty. It is possible that the College will have no firm news until after the November election, or perhaps not until after the new legislature is seated in January.

- If the State provides $0, the projected fund balance will drop to the minimum requirement of 17% - a level which would also require an additional $2.6 Million in further reductions at the College in a Phase II scenario. President Truitt noted that the College had already eliminated 32 full-time positions, combined athletic teams, and closed the Small Business Development Center.

- Mr. Frommelt explained the College’s RAMP proposal. It was noted that our RAMP proposal which had been modified numerous times over the years was still very low on the State’s priority listing. An entirely new proposal would automatically go to the

May 9, 2016 – Special Open Session 2 bottom of the priority list, but there was some discussion as to the present need for a building which had looked essential ten years ago. Some proposals from other community colleges including some basic maintenance proposals have moved steadily upward on the priority list.

- Implications of a proposal from the Governor’s office to eliminate or limit colleges’ and K-12 systems’ ability to increase property taxes are not good.

While the language of the narrative could change between now and the formal presentation of the budget at the May 20 meeting in Kewanee, the numbers themselves will not change.

Trustee Black moved to adjourn open session at 7:40 p.m.; seconded by Trustee Strand.

AYES: Trustees Black, Larsen, Strand, Martinez, Beck, and Emerick.

NAYS: None

ABSENT: Trustees Swan and Fiems
