Moline City Council meets, approves ordinances

Meet

The Moline City Council met Tuesday, June 21.

The city council is Moline’s legislative body and is comprised of the mayor, one member from each of the seven wards within the city, and one who represents the city at-large. Council members meet as the Committee of the Whole at 6:30 p.m. on select Tuesdays each month.

Here are the meeting minutes as provided by the Moline City Council:

MINUTES MOLINE CITY COUNCIL MEETING City Hall, 619 16th St., Tuesday, June 21, 2016

Council Meeting : The City Council meeting came to order at 6:40 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Schoonmaker gave an Invocation.

Roll Call : Roll call was taken with Mayor Raes , Alderme n Rodriguez , Parker , Wendt , Zelnio, Turner, Schoonmaker and Acri present. Absent: None.

Items on Consent: Approval of Minutes Committee-of-the-Whole and Council meeting minutes of June 14, 2016.

Second Reading Ordinances 1. Council Bill/General Ordinance 3019-2016 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by deleting Twelfth Street, on the east side, 175 feet from south of Seventh Avenue to Eleventh Avenue, and adding in lieu thereof the following: Twelfth Street, on the east side, 410 feet from south of Seventh Avenue to Eleventh Avenue.

2. Council Bill/General Ordinance 3020-2016 A n Ordinance amending Chapter 23 , “ PARKS AND RECREATION ,” of the Moline Co de of Ordinances, Section 23-1100 , “ CREATED; COMPOSITION; APPOINTMENT OF MEMBERS ,” by repealing said section in its entirety and enacting in lieu thereof one new Section 23-1100 dealing with the same subject matter.

3. Council Bill/General Ordinance 4034-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Great Race Finish Line, scheduled for Saturday, June 18, 2016.

4. Council Bill/Special Ordinance 4035-2016 A Special Ordinance authorizing the Mayor and City Clerk to execute an IMPACT Memorandum of Understanding for the Quad Cities Multi-Modal Station Bid Release #3 General Construction Project; and directing City staff to include a requirement of an IMPACT Memorandum of Understanding in any bid specifications for the Quad Cities Multi-Modal Station Bid Release #3 General Construction Project that is being managed by the Rock Island County Metropolitan Mass Transit District (MetroLINK).

Resolutions 5. Council Bill/Resolution 1084-2016 A Resolution authorizing the Mayor and City Clerk to renew a Lease Agreement with the United States Postal Service for the lease of seventy-three (73) parking spaces in the Midtowne Ramp located on the North Side of 6th Avenue between 16th and 17th Streets.

6. Council Bill/Resolution 1085-2016 A Resolution authorizing the Mayor and City Clerk to execute a Professional Services Agreement with National Energy Control Services Inc. (NECS) for tax recovery services.

7. Council Bill/Resolution 1086-2016 A Resolution authorizing certain minutes and portions of minutes of Executive Sessions of the City Council to be maintained as confidential until further reviewed by the City Council; and authorizing the remainder of said Executive Session minutes referenced herein to be made available for public inspection.

8. Council Bill/Resolution 1087-2016 A Resolution authorizing the Mayor and City Clerk to execute a Contract with Miller Trucking & Excavating Inc. for Project #1211, 40 th Street Reconstruction South of 32 nd Avenue, in the amount of $1,166,806.75.

9. Council Bill/Resolution 1088-2016 Approval of an Amendment to the Professional Services Agreement with Shive - Hattery for Professional Services Related to the Multi-Modal Station Development.

Omnibus Vote : Alderman Parker , seconded by Alderman Wendt , moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez , Parker, Wendt, Zelnio, Turner, Schoonmaker and Acri; nays: none.

Items Not on Consent: Second Reading Ordinances 10. Council Bill/Special Ordinance 4036-2016 A Special Ordinance granting a variance to Section 28-3200(a) of the Moline Code of Ordinances to relocate installation of a sidewalk for property located at 711 41st Avenue Drive.

Adopted: Alderman Parker , seconded by Alderman Wendt , moved to adopt Council Bill 4036 -2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner, Schoonmaker and Acri; nays: none.

Resolutions 11. Council Bill/Resolution 1089-2016 A Resolution authorizing the Mayor and City Clerk to accept a p ermanent Utility and Drainage Easement for Motor Fuel Tax Project #13-00258-00-LS, Avenue of the Cities Streetscape, 34 th Street to 41 st Street, on Parcel 07 - 625 from the Federal Deposit Insurance Corporation as Receiver for Valley Bank, in the amount of $1,500.00.

Approved: Alderman Parker , seconded by Alderman Wendt , moved to approve Council Bill 1089 -2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wen dt, Zelnio, Turner, Schoonmaker and Acri; nays: none.

12. Council Bill/Resolution 1090-2016 A Resolution authorizing the Mayor and City Clerk to accept a t emporary Construction Easement for Motor Fuel Tax Project #13-00258-00-LS, Avenue of the Cities Streetscape, 34 th Street to 41 st Street, on Parcel 07 - 625 from the Federal Deposit Insurance Corporation as Receiver for Valley Bank, in the amount of $3,280.00.

Approved: Alderman Parker , seconded by Alderman Wendt , moved to approve Council Bill 1090- 2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wen dt, Zelnio, Turner, Schoonmaker and Acri; nays: none.

13. Council Bill/Resolution 1091-2016

A Resolution authorizing approval of a Reconciliation Change Order with Miller Trucking & Excavating Inc. for Project #1211, 40th Street Reconstruction South of 32 nd Avenue, in the amount of $17,825.25.

Approved: Alderman Parker , seconded by Alderman Wendt , moved to approve Council Bill 1091 -2016. Abe Latting and Ronald Cross, residents, indicated that they want sidewalks on both sides of the street. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wend t, Zelnio and Acri; nays: Alderman Schoonmaker and Turner

First Reading Ordinances 14. Council Bill/Special Ordinance 4037-2016 A Special Ordinance authorizing the Mayor and City Clerk to execute an agreement for professional services between the City of Moline and Thomas A. Skorepa to extend his services as the City’s Zoning Hearing Officer for a three-year period commencing July 24, 2016.

Council, Staff and Citizen Comments: Tracy Koranda, City Clerk, reminded everyone that there are no meetings for the next two weeks and invited everyone to attend the Great Race Finish Line on Sunday, June 26, 2016 on River Drive between 12 th & 15 th Streets.

Lew Steinbrecher, City Administrator, thanked Mike Waldron for his 37 years to the City of Moline.

Scott Hinton, City Engineer, suggested a work session to discuss Prospect Park Pavilion repairs.

Alderman Wendt, seconded by Alderman Parker, made a motion to have a work session regarding a sidewalk policy on July 12, 2016. Motion carried unanimously.

Alderman Wendt, seconded by Alderman Zelnio, made a motion to have a work session regarding Prospect Park Pavilion on July 19, 2016. Alderman Parker suggested a committee be formed on this instead of a work session. Motion carried unanimously.

Michael P. Waldron, Public Works Director, thanked the many people involved in his career with the City.

Ray Forsythe, Planning & Development Director, stated that bids would be opened on Wednesday, June 22, 2016, for The Q Multi Modal Station. Additionally, the Governor’s Office has announced that the previously budgeted funds for the MMS have been released. Lastly the TIF Annual Reports have been reviewed by the Joint Review Board and the meeting was well attended.

Lori Wilson, Parks Recreation Director, invited everyone to attend the Millennium Park Fundraiser on Saturday, June 25, 2016, from 1-3 p.m.

Alderman Rodriguez, seconded by Alderman Wendt, made a motion to have the anticipated savings of $17,500 from not installing the additional sidewalk on 40 th Street to go into a sidewalk policy program. Alderman Turner stated that it is possible that the projected dollar amount may be different due to other aspects of the project. Motion carried with Alderman Turner voting nay.

Alderman Wendt invited everyone to attend an open house to be held at Garfield School on Wednesday, June 22, 2016, from 5:30 p.m. to 8:00 p.m.

Alderman Parker expressed appreciation to everyone involved in all of the TIF programs. The assessed value of the properties has increased tremendously and would not have been possible without the efforts of the partnerships.

Executive Session: Alderman Parker , seconded by Alderman Wendt , moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Lit igation- 5 ILCS 120/2 (C) (11) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez , Parker, Wendt , Zelnio , Turner, Schoonmaker and Acri; nays: none.

City Council convened in Executive Session at 7:26 p.m.

Council reconvened in open session at 7:37 p.m.

On motion of Alderman Parker, Seconded by Alderman Wendt, Council adjourned at 7:37 p.m.

The next regularly scheduled City Council meeting is on July 12, 2016.
