Alderman called the meeting to order at 5:18 pm and noted a quorum was present for two agenda items.

The first item was discussion on an erosion problem at 11"Street and 8" Avenue. The owner of 637 11" Street Keith Gottwalt brought the problem to our attention on Tuesday morning after the sudden downpour. About 10' of the residents' yard has 'sluffed off into the drain area and he is requesting assistance from the city. Jim explained that he met with our engineering firm and with MTE to discuss causes and Solutions to the erosion. Some pictures were provided that show the extent of the erosion. It was agreed that the best solution to the problem would be to straighten the drain area and build up the banks with large rip-rap. The homeowner understands the extent of the work and is agreeable to what was proposed. The engineer estimate for tree removal, rip-rap, fabric and bedding would be about $33,725 however the contractor is working up an actual bid. Jim said he considers this to be urgent for now since the distance from the home is less than 10. Committee was in agreement with the recommendation and the item would be placed on the September 6th COW agenda.

The next item for discussion was a request form relief of a water sewer bill in the amount of $256.41. Clerk Nelson explained the situation and noted the resident has been faithful with the bill paying. The resident claims (by letter) that the shut off was damaged when the street was widened so the billing was never stopped. Jim Said that his guys dug up the shut off and repaired it so the water could be shut off. The bill is for three quarters minimum billing and there was very little use for the period. He also noted that the widening was done August 2014 and the city was not aware the shut off was damaged until the request was made to shut it off in October 2015. Committee was in agreement with the recommendation and the item would be placed on the September 6, 2016 agenda.
