The East Moline City Council met Sept. 19 to accept a security grant.

The East Moline City Council is comprised of seven members, one from each ward, who are elected for four-year staggered terms. The council passes ordinances and resolutions that sets policies, approves expenditures, determines tax rates, and sets budgets. Members meet at 6:30 p.m. on the first and third Monday of each month at City Hall Council Chambers, 915 16th Ave.
MINUTES OF THE MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF EAST MOLINE, COUNTY OF ROCK ISLAND, STATE OF ILLINOIS MONDAY, SEPTEMBER 19, 2016 6:30p.m.
PLEDGE Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Humberto Aguilar, Robert Cheffer, Gary Westbrook, and Mayor Thodos.
PUBLIC COMMENT: William “Bill” Ward, 335 30th Avenue Apt.102 East Moline, Illinois – Former Mayor William Ward, read the following statement: “Honorable Mayor & City Council, thank you for allowing me to speak tonight. I’m speaking on the COW meeting Item #2 – Non-Partisan Elections agenda item. I find this as important to many of us to allow citizens to vote on changing city policy for non-partisan elections. I support this change and request our Mayor and Council also support this. This would be consistent with the cities of Moline, Rock Island, Davenport, Bettendorf and many other communities.
This could encourage more people in voting and running for elected city offices, which could benefit our community in getting more citizens involved in city services. I knew of ONLY ONE incident that the city was required to do in a partisan way, and that was in the appointment of the 3 person Police and Fire Commission. Where one member must be from one party and two members from a different party.
To his knowledge the last Republican candidate for a Primary City Election was Bill McClure for Mayor in 1972. So, if you are one to vote as a Republican Only in the primaries, you have not been able to vote in an East Moline City Primary Election since 1972. Tonight is an opportunity to include all residents of East Moline in serving our community in having non-partisan city elections. I feel is A WIN – WIN SITUATION FOR ALL EAST MOLINE’S RESIDENTS! Thank you, Bill Ward”
CITY CLERK’S REPORT City Clerk Holmes informed the City Council and all those in attendance, that election packets are available in the City Clerk’s Office for pickup, Monday through Friday 8am – 4:30pm. Positions up for election are; Mayor, City Clerk, City Treasurer, and Aldermen in Wards 1,3,5,7.

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:
A. Approval of City Council Minutes of September 6, 2016. B. Approval of Salaries for September 9, 2016 in the amount of $395,009.75. C. Approval of Bills in the amount of 761,709.17. D. Approval of a proclamation proclaiming the 30th Anniversary of Quad Cities Interfaith Day, September 11,
2016 in the City of East Moline.
A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
REPORT BY MAYOR Mayor Thodos read a proclamation proclaiming September 19, 2016 as; “Preventing Lost Potential Day ” in the City of East Moline, Illinois. No one was in attendance to accept the proclamation for the HAVlife Foundation.
Mayor Thodos reported that the 7th Annual Mexican Independence Day Parade was held on Sunday, September 18, 2016, in our downtown. Mayor Thodos noted that the turnout was great, and it was a great success. Alderman Aguilar also commented what a great parade it was, and all of the people who participated in making it a success.
CITY ATTORNEY CLAYTON LEE PRESENTED THE FOLLOWING RESOLUTIONS. RESOLUTION 16-49: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE CITY OF EAST MOLINE TO CONTINUE INSURANCE COVERAGE FOR THE EAST MOLINE PUBLIC LIBRARY.
A motion was made by Alderman DeJaynes, seconded by Alderman Almblade to approve Resolution 16-49. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
RESOLUTION 16-50: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AND ACCEPTING THE BID FROM L&T PAINTING, INC., TO RE-PAINT THE WIMAN PARK WATER TOWER FOR THE CITY OF EAST MOLINE.
A motion was made by Alderman DeJaynes, seconded by Alderman Aguilar to approve Resolution 16- 50. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
RESOLUTION 16-51: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING TRI CITY ELECTRIC AND VAN METER TO UPGRADE THE LIGHTS AT BEACON HARBOR PARKWAY IN THE CITY OF EAST MOLINE, ILLINOIS.
A motion was made by Alderman DeJaynes, seconded by Alderman Heiland to approve Resolution 16- 51. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
RESOLUTION 16-52: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING TRI CITY ELECTRIC AND VAN METER TO UPGRADE THE LIGHTS AT THE MAINTENANCE SERVICES AND ENGINEERING BUILDING IN THE CITY OF EAST MOLINE, ILLINOIS.
A motion was made by Alderman DeJaynes, seconded by Alderman Heiland to approve Resolution 16- 52. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
RESOLUTION 16-53: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE SPECIAL SERVICE AREA COMMITTEE TO UPGRADE THE DOWNTOWN LIGHTING WITHIN THE CITY OF EAST MOLINE, ILLINOIS.
A motion was made by Alderman Aguilar, seconded by Alderman DeJaynes to approve Resolution 16- 53. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
RESOLUTION 16-54: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL AND ACCEPTANCE OF THE PORT SECURITY GRANT, FOR THE REPLACEMENT OF THE FIRE DEPARTMENT BOAT FOR THE CITY OF EAST MOLINE.
A motion was made by Alderman Aguilar, seconded by Alderman Cheffer, to approve Resolution 16-54. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
RESOLUTION 16-55: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF EAST MOLINE AND THE CITY OF MOLINE.
A motion was made by Alderman Almblade, seconded by Alderman Heiland, to approve Resolution 16- 55.
At Alderman Almblade request City Administrator Girdler and Mayor Thodos gave the background information regarding Resolution 16-55.
Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
Mayor Thodos stated that Resolution 16-56 has not gone through the Committee-of-the-Whole. It is just adding the Village of Andalusia to the Intergovernmental agreement that is already in place.
RESOLUTION 16-56: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING EXECUTION OF AN AGREEMENT FOR THE ESTABLISHMENT OF A JOINT ADMINISTRATIVE HEARING OFFICER SYSTEM BETWEEN THE VILLAGE OF ANDALUSIA, VILLAGE OF COAL VALLEY, VILLAGE OF HAMPTON, VILLAGE OF MILAN, THE CITY OF SILVIS, THE CITY OF EAST MOLINE, THE CITY OF MOLINE, THE CITY OF ROCK ISLAND, AND THE BI-STATE REGIONAL COMMISSION.
A motion was made by Alderman Mulcahey, seconded by Alderman Almblade to approve Resolution 16-56. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Almblade) Alderman Almblade had no items for discussion. All other items have been covered under the Consent Agenda
CITY STAFF COMMUNICATION: Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:
John Reynolds, Police Chief – Chief Reynolds just a reminder, Riley Reeves will be sworn in on Friday, September 30, 2016 at 8:30a.m. Everyone is welcome to come. UTHS Homecoming Parade is on Friday, September 30th starting at 1:30p.m. The parade route is down 15th Avenue from 3rd to 10th Streets
Mr. Kammler, Director of Engineering - Mr. Kammler updated the City Council on the various construction projects that are going on in the City.
• Morton Drive – 13th Street Morton Drive intersection has been repaved there at the east gate of John Deere Harvester Works, it rides outstanding as compared to before that was performed at no cost to the city. The rest of the work on Morton Drive continues from 13th Street all the way out to 36th Traffic between 27th and 36th is one way east bound, and somewhat of a challenge to the residents in the area.
• Pump House Rehab Project - the roof and brick work interior and exterior is still underway and in full swing. Pumps and motors are in various stages of delivery, both to Miller’s Building down on the site and are garages. Work should begin in early October.
• 4th Street A & 28th Avenue- the utility and street work is completed.
• 7th Street Retaining Wall – is out for bid, the bids are due next week on the 27th. There are 3 options of liners, patterns and color dyes for the Council to look at. McClure has handled all of that work at no cost to the city, and that should be available to you at the next Council meeting on October 3, 2016.
Mayor Thodos announced that there will be a Closed Session to discuss the following: Pending Litigation – Workers Comp. & Collective bargaining.
RECESS SESSION: A motion was made Alderman Westbrook, seconded by Alderman DeJaynes, to recess the City Council meeting and go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried. 6:52p.m.
RECONVENE SESSION: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to go back in to the City Council meeting. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried. 7:45p.m.
CLOSED SESSION: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to go into Closed Session to discuss the following items; Pending Litigation Workman’s Com., and Collective Bargaining. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried. 7:52p.m.
REOPEN SESSION: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to go back into Open Session. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Aguilar, Cheffer, Westbrook, Heiland, and Almblade. Motion carried. 8:20p.m.
