Here is the minutes as provided by the Board:

CALL TO ORDER

The Board of Trustees met in a public meeting on Monday March 6, 2017 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

ROLL CALL

Present:President Morrow, Trustee Stropes, Trustee Einfeldt, Trustee Woeber

Absent:Trustee Killian, Trustee Kolls, Trustee Neece

Staff:Shelly Hoffman, Village Clerk; Vickie Powell, Village Treasurer; Justin Parchert, Public Works Director, Joe Dungan, Maintenance Department.

TRUSTEE STROPES MADE A MOTION TO ACCEPT THE MINUTES FROM THE FEBRUARY 20, 2017 BOARD MEETING. SECONDED BY TRUSTEE EINFELDT. VOICE VOTE.

TRUSTEE WOEBER MADE A MOTION TO APPROVE THE BILLS FOR MARCH6, 2017 IN THE AMOUNT OF $36,505.54 SECONDED BY TRUSTEE STROPES. VOICE VOTE.

COMMITTEE REPORTS:

Water and Sewer: No Report

Streets and Alleys:No Report

Finance and Audit:Trustee Einfeldt reminded the Board that the Appropriations Ordinance will be coming due within the next couple of months.

Building and Grounds:     Trustee Stropes asked if the roof on the Municipal building has been repaired yet. Justin Parchert bought some of the materials last fall and has since fixed two leaks. The repairs will take place when weather permits.  

Parks and Recreation: Justin Parchert is gathering bids for the curbing around the Memorial.

Tax Increment Finance: There have been no requests for TIF funds according to Trustee Stropes.

Police: Trustee Stropes spoke with Officer Rasso and again told him what a fine job he has been doing for the Village.  

REPORTS OF OFFICERS:

Village Clerk:Clerk Hoffman has contacted Gena McCullough with Bi-State regarding the Village Code book. The Code book needs to be updated and put into order. Gena and her staff put together a proposal for the Village. The changes and updates will take approximately a year at a cost of $5,000.00. Once the Code Book is updated, Bi-State will help to maintain it by taking any new ordinances passed and putting it into the proper language for insertion into our existing code. Mayor Morrow instructed Trustee Einfeldt to put the cost into the FYE 2018 Appropriations Ordinance.

The property where Papa Joes Tavern used to be has been sold to the County for past due taxes.  

Clerk Hoffman received a call from Blackhawk Bank asking for the Villages Articles of Incorporation. It is unclear why they are requesting these documents, however, Clerk Hoffman located them at the County Recorder’s office. Clerk Hoffman has since retrieved a copy and now has them in the Village Hall.  

Department of public works: Justin Parchert is in the process of working on portions of the roads in Fancy Creek.  He is working on the drainage issues there for the time being.

3-D Concrete is closing. They are having an Auction in Aledo on Thursday March 9, 2017. Justin would like to attend. He has his eye on a 1’ bucket for the backhoe along with other items that will be for sale. He asked the Board for approval to attend and to spend no more than $1,000. The Board agreed.

Justin also told the Board that Dennis Begyn has offered to rent his mini-excavator at a very reasonable rate to the Village if it is needed.

Justin has been looking into having EMS jet out the sewer lines in the Village. This needs to be done and for safety and regulation reasons, he would like to hire EMS to do the work. The Board gave Justin the go-ahead to hire the job out.

Mayor:Mayor Morrow has received a quote of $113,535 from Lester Construction for the liner and patchwork at the Cell 1 Lagoon. The final price of the bond issue is $1,150,000.00. This is the cost of the Lagoon Project with a little extra to cover the cost of replacing the Hills Creek Generator. The paying agent for the bonds will be Amalgamated Bank of Chicago. The interest rate is still unknown at this time.

New Business:President Morrow received a letter of Resignation from Trustee Gary Kolls. In his letter, Trustee Kolls stated that his resignation will be retroactive to the beginning of February and he will be returning his Trustee Pay to the Village for the month of February. The Village Board has accepted his resignation.

Old Business:Several residents from the Fancy Creek Subdivision were present. Their concern was whether or not the school bus would be able to enter the subdivision to pick up children. Initially, the Village discouraged the busses from going in due to the fact that there are several roads in Fancy Creek that are in need of repair, however, Justin Parchert has informed the Board that the roads that need repaired are not where the proposed bus route is. It is the Village Boards position that unless/until the roads become dangerous, the bus will be permitted. It is ultimately the decision of the School Board whether or not to allow the busses into Fancy Creek. The Village Board will leave the final decision in the hands of the School Board.  

Citizen Comments: Justin Peterson who lives in Fancy Creek was present and voiced some concerns he has regarding the repair work that was done to the road by his house. He suggested that Justin Parchert cut a clean line around the concrete patch that was put in temporarily for the winter and fill it with new concrete for a clean patch.

Justin Parchert assured Justin Peterson that the patch will be done to the same standards that he repairs all the roads in the Village.

On a different subject, Justin Peterson asked the Village Board if homeowner Jack Bambrick is aware of the waterline the Village cut and capped off on his property.

Mr. Bambrick is well aware of the situation. The agreement is this. The line was closed off. If in the future, Mr. Bambrick decides to sell his property for development or he decides to develop the property himself, then the Village will put in a new waterline at no expense to Mr. Bambrick.

Dennis Begyn was present for the purpose of observing the workings of a Board meeting. He also wanted the Village to know that he and his brother Jesse are now residents and are willing to help in anyway. Dennis stated that he and his brother’s only agenda is to raise property values in the Village and he appreciated everyone’s patience during the process.

Jesse Begyn also addressed the Board. He wanted the Trustees to know that he received an Ordinance Violation Warning for burning during school hours. He wanted to go on record by saying that he was not burning during school hours. He believes that he was given the warning unfairly. The Village Board has acknowledged his complaint.

Marty Yakovich was present at the meeting and he wanted to tell Justin Parchert and his maintenance crew that he thinks they’re doing a good job patching the holes in the roads and that they also did a good job setting up the flood pumps.

TRUSTEE WOEBER MOVED TO ADJOURN THE MEETING AT 8:00 PM. SECONDED BY TRUSTEE STROPES.
