City of Silvis Finance Committee met April 12.

Here is the minutes provided by the Committee:

Attendance: Matt Carter, Bob Rockwell, Rick Lohse

Also present: Kathy Hall, Jim Nelson, Jim Grafton

Location: City Hall 121 11" Street

Chairman Carter called the meeting to order at 5:30 pm and noted a quorum was present. There are three agenda items for consideration.

The first item was discussion on the release of a line of credit for the public improvements around the Dunkin building. The LOC was in place to insure the sidewalk, storm sewer and curb was installed along 18" Avenue. The work was completed and the building inspector drafted a letter stating the improvements have been properly done. There were pictures distributed showing the sidewalk and curb improvements. The amount of the LOC was $28,130. Committee was in agreement to release the line of credit letter. The item will be placed on the April 18" agenda.

Next discussed was the request to make a donation to the Silvis Family Run. The race director is requesting $500 for the 5k that is scheduled for the last weekend in August. Chairman Carter noted there are funds in the budget; tourism fund. Committee was agreeable and the item would be placed on the April 18" COW agenda for consideration.

The last agenda item was discussion on garbage rebates. Clerk Nelson reported that he found that businesses and multi-unit residential have been rebated $28.80 per year for garbage since 2009. This may amount to about $2,800 per year. Through his research he found no evidence to Support such a rebate; per the previous administration it was thought the rebate was given as a result of a then Alderman's request. Again, there is no ordinance or justification to support such a rebate. It was the committee recommendation to discontinue the garbage rebate. Because there is no ordinance to amend, no committee action is necessary. Clerk Nelson said he would implement the change immediately.

There were no other agenda items and the meeting was adjourned at 5:40 pm.
