Mayor Matt Carter called the 20 June 2017 Regular meeting of the Silvis City Council to order at 6:30pm and led the Silvis City Council in the Pledge of Allegiance.

Alderman Todd Malmstrom discussed City of Silvis entering into an intergovernmental agreement to establish and operate the Illinois Quad Cities Communication Center between and among the City of Moline, City of East Moline, the Village of Milan, and the City of Silvis.

Alderman Todd Malmstrom motioned to suspend the rules to consider Ordinance 2017-22 and ordinance approving and authorizing City of Silvis to enter into an intergovernmental agreement to establish and operate the Illinois Quad Cities Communication Center between and among the City of Moline, City of East Moline, the Village of Milan, and the City of Silvis.

Alderman Todd Malmstrom discussed allowing the Mayor and City Clerk to sign a letter of engagement with ICE Miller and Bernardi Securities in order to refinance the 2008 Bond. Motion: Alderman Todd Malmstrom motioned to suspend the rules to consider Ordinance 2017-19 an ordinance allowing the Mayor and City Clerk to sign a letter of engagement with ICE Miller and Bernardi Securities in order to refinance the 2008 Bond. Motion seconded by Alderwoman Kathy Hall.

Alderman Todd Malmstrom discussed an ordinance providing for the issuance of General Obligation Refunding Bonds (Alternate Revenue Source), Series 2017 of the City of Silvis, Rock Island County, Illinois, in the aggregate principal amount not to exceed $1,600,000 for the purpose of refunding all or a portion of the City's outstanding bonds and paying for the costs of issuance of such bonds and for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds
