1. Approval and acceptance of departmental July/August bill payment and departmental

July/August revenue, expenditures, capitol projects, park reserve and cemetery reports.

1. FY2018 Parks and Recreation Budget Submittal. (Lori Wilson, Parks Recreation Director)

Explanation: The FY2018 Parks & Recreation Budget has been prepared by Staff.

Fiscal Impact: $4,172,590 pending Council approval.

2. Consideration of a Special Use Application for River Action to host a Senior Citizens Golf

Cart Tour along Ben Butterworth Parkway. (Lori Wilson, Parks Recreation Director)

Explanation: Consideration of a Special Use Application for River Action to host a Senior Citizens

Golf Cart Tour along Ben Butterworth Parkway. The event is to be held on Thursday September 7,

2017 from 7:00am until 7:00pm (this includes set-up and clean-up time). Supporting information and

special consideration requests are detailed on the Special Use Application

3. Rules of Conduct Applicable to all Parks. (Lori Wilson, Parks Recreation Director)

Explanation: Section 23-2102 of the Moline Code of Ordinances does not restrict the feeding of

waterfowl in City Parks. Staff would like to amend the Rules of Conduct Applicable to All Parks in

section 23-2102 by the addition of (c) (22) Provide and distribute food to any species of Waterfowl.

4. Rules of Conduct Applicable to all Parks. (Lori Wilson, Parks Recreation Director)

Explanation: Staff would like to amend the Rules of Conduct Applicable to all Parks in section 23-

2102 by the addition of (d) (7) Any person violating Section 23-2102(c) (22) shall be subject to a

mandatory fine as follows: not less that twenty-five dollars ($25) plus court costs nor more than

seven hundred fifty dollars ($750) plus court costs.

5. Free Little Library. (Lori Wilson, Parks Recreation Director)

Explanation: Two “Free Little Libraries” have been donated to the Parks and Recreation

Department. One was donated by the Moline Library and the other was donated by Gaylord Helms.

Staff is seeking approval to place one at Stephens Park and the other at Millennium Park. Park

Maintenance Staff will set the units in location. The Moline City Library will periodically check the

Little Libraries and replace or enhance with new reading material.

6. Riverside Mausoleum Masonry Repairs, Cleaning, Tuck-Pointing, and Sealing. (Lori

Wilson, Parks Recreation Director)

Explanation: Staff is seeking approval to enter into contract with KDR Inc. for the amount of

$52,000. Bids were solicited, 5 proposals were received, bids were opened and publicly read on

August 15, 2017, for Riverside Mausoleum masonry repairs, cleaning, tuck-pointing, and sealing.

KDR Inc. submitted the lowest responsible and responsive bid. The proposed improvement includes

masonry repairs, masonry cleaning, tuck-pointing, and sealing.

Staff Recommendation: Staff recommends approval to enter into

contract with KDR Inc. for the Riverside Mausoleum Project.

Fiscal Impact: $90,000.00 is budgeted in 120-1541-452.08-50,

Cemeteries, Park Contracts.
