City of Colona Council met July 24.

Here is the minutes provided by the Council:

Call to Order: 6:30 p.m.

Pledge of Allegiance:

The pledge was led by Mayor Lack

Roll Call: Mayor Lack, Aldermen Hillman, Feliksiak, Swemline, Shady-Dahl, Jones, King, Tapscott, Clerk Winegar responded present

Attorney Scott, Alderman Holman were absent

Attorney Scott arrived at 6:37 p.m.

Staff Present: S. Bogart Police Chief

R. CreW Director of Public Works

Public Comments:

Two residents who live in close proximity to Grease Monkeys Bar and Grill complained about the noise from the bandon Saturday night. One resident stated that the music continued after midnight and they get up at 4:00 a.m. The other resident said she had a 12 year old son whose bedroom window faced the establishment and could not get to sleep with the noise. Mayor Lack stated currently there is nothing in place that limits the noise or time for businesses within the City. He said the Council could look into it.

Janice Miller said that the Food Pantry is going to be sponsoring the City-wide yard sales on September 8-9, 2017. She asked the council to waive the permit fee for these yard sales. The Mayor replied he did not see a problem waiving the fees, it will be on next Council agenda.

Mayor's Report:

1. The Mayor explained that the Treasurer had contacted the state about the sales tax the City received and what will happen under the new budget.

2. The City received a letter from the American Legion requesting the alley between the Legion and Charlie's be closed on August 26, 2017 for a joint fundraiser. Chief Bogart expressed concern about open liquor being transported between events up and down the alley. The Mayor responded he had talked to them about that issue. Alderman Hillman made the motion to approve closing the alley between the American Legion and Charlie's on August 26, 2017 for a joint fund raiser until 11:00 p.m. for quiet time. Alderman Shady-Dahl seconded. A voice Vote of all ayes was received. Motion passed.

3. The Mayor stated he would like to appoint Sgt. Mike Swemline as interim Police Chief. Alderman Hillman made the motion to approve the appointment of Sgt. Mike Swemline as interim Police Chief. Alderman Tapscott seconded. Roll call: Aldermen Feliksiak, Shady-Dahl, Jones, King, Tapscott, Hillman voted yes. Alderman Swemline voted present which goes with the majority vote. Alderman Holman was absent. Motion passed with 7 affirmative votes, 1 present, 1 absent.

Approval of Minutes:

Alderman King made the motion to approve the minutes of the July 10, 2017 City Council Meeting. Alderman Hillman seconded. Aldermen Swemline, Shady-Dahl, Jones, King, Tapscott, Hillman, Feliksiak voted yes. Alderman Holman was absent. Motion passed with 7 affirmative votes, 1 absent.

Consent Agenda:

Alderman Swemline made the motion to approve Consent agenda items:

1. Approve payment of manual bills for the period July 11-26, 2017

2. Approve payment of bills for the period July 11-26, 2017

3. Approve payroll for the period July 11-25, 2017 NTE $80k

Alderman King seconded. Roll call: Aldermen Shady-Dahl, Jones, King, Tapscott, Hillman, Feliksiak, Swemline voted yes. Alderman Holman was absent. Motion passed with 7 affirmative votes, 1 absent.

Committee Reports:

Finance/Administration: (Alderman King, chair, Alderman Swemline, Hillman, members; Clerk Winegar, K. Palmer, J. Legare, staff) A copy of this minutes is available at City Hall and on the City's website.

1. Alderman King made the motion to approve the additional cost of up to $800.00 for purchase of carpet for the Activity Center. Alderman Hillman seconded. Roll call: Aldermen Shady-Dahl, Jones, King, Tapscott, Hillman, Feliksiak, Swemline voted yes. Alderman Holman was absent. Motion passed with 7 affirmative Votes, 1 absent

2. Alderman King made the motion to approve Ordinance, O-17-12, Amending Title 4, Chapter 4, Section 4-3-8: Fee Collection Procedures, Subsection E.2: Termination of Services - Temporary Discontinuation. Alderman Jones seconded. Roll call: Aldermen Jones, Tapscott, Hillman, Feliksiak, Swemline, Shady-Dahl voted yes. Alderman Holman was absent. Motion passed with 7 affirmative votes, 1 absent.

3. Alderman King made the motion to allow Vantage Trust Company, LLC to do business in the private sector and allow Mayor Lack to cast the vote. Alderman Hillman seconded. Roll call: Aldermen King, Tapscott, Hillman, Feliksiak, Swemline, Shady-Dahl voted yes. Alderman Jones passed twice. Alderman Holman was absent. Motion passed with 6 affirmative votes, 1 pass, 1 absent.

Public Safety: (Alderman Holman, chair: Aldermen Shady-Dahl, Tapscott, members, S. Bogart, staff). No meeting held due to a lack of quorum.

New Business:

Alderman King made a motion to approve a business license for Crossroads Equipment Lease and Finance, LLC to be located at 20812 E550th St., Colona, IL. Alderman Swemline seconded. Roll call: Aldermen Tapscott, Hillman, Feliksiak, Swemline, Shady-Dahl, Jones, King voted yes. Alderman was absent. Motion passed with 7 affirmative votes, 1 absent.

Closed Session:

Alderman King made a motion to go into closed session per ILCS 120/2, Chapter 102, para 41, Section 2(c)(1): The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Alderman Hillman seconded. A voice vote of all ayes was received. Council took a 5 minute recess at 7:04 before convening the closed session.

The Council came back into open session at 7:44 p.m. Since it returned directly from closed session roll Call remained the Same.

Adjourn:

Alderman King made a motion to adjourn. Alderman Shady-Dahl seconded. A voice Vote of all ayes was received. Meeting adjourned at 7:45 p.m.
