City of Moline Historic Preservation Advisory Commission met August 14.

Here is the minutes provided by the Commission:

Introduction of Guests: Diann Moore & Craig Sommers

Approval of Minutes – July 10, 2017: Motion to approve the July 10th minutes was made by Commissioner Dan Mizner and seconded by Commissioner Carm Senatra followed by a unanimous vote of approval by the Commission. Reports:

• Sears Warehouse – “The Q” - Depot Clock: Commissioner Dick Potter reported on the email he had received from Scott Hinton stating that design of the stair tower and sky bridge was going to be re-bid and that the Commission would be given an opportunity to enter its thoughts regarding adding the depot clock as a part of the design plan. Commissioners reiterated their desire that a meeting be set with the chosen design company before any design work was begun so that all are aware of just what resetting the decorative clock stone pieces would entail.

• Wilson House: Diann Moore reported that several members of the Moline Preservation Society Board met with the new owner of the Wilson House to discuss their plans for the renovation of the house. Commissioner Barbara Sandberg reported that the city’s Façade Committee met with co-owner Johna Vogler and reviewed their request for funding for exterior brick work, repairing windows and replacing the roofing with synthetic slate material. The Committee voted to approve the request for the Wilson house and allocated $15,000 towards the project. It was noted that the owners have established a Facebook site that will document the progress of the work on this historic house built in 1858.

• Sylvan Island Bridge: Jeff Anderson reported that work on the new bridge is slated to begin on August 21 with completion set for November. There was no update on what will become of the present historic bridge structure.

• Prospect Park pavilion –update: Alderman Turner continues to seek support from outside groups as they seek grant funding through Moline Community Development Corporation (MCDC) for the repairs to the pavilion.

• Collector Center site – update: Jeff Anderson stated that plans for the site could include an apartment building with an adjacent parking structure. The Commission requested

that it be included in design review of any new structure since it will be in close proximity to the Historic Block and other nearby historic properties.

• Downtown Heritage tour – update: Commissioner Frank Ege showed the Commission several ideas for redesigning the Heritage Tour promotional brochure. Utilizing two sides of the brochure was thought to be worthy of the extra cost and a request for cost for printing 1,000 up to 5,000 was requested. Color of the brochure was discussed with suggestions that several colors be brought before the group at the next meeting along with samples of layout for both sides so a decision could be made. A motion to proceed with the project was made by Commissioner Sandberg, seconded by Senatra and approved by the Commission. It was also suggested that we include the city’s new tag line “Take Time To” at the top of the brochure.

• Chase Building: Commissioner Sandberg reported on a tour of the Chase building taken by members of the Moline Preservation Society. She mentioned that only one apartment had two bedrooms and that all apartments were furnished and painted exactly the same. She mentioned that the group was told that construction of a new elevator was found to be necessary and that only one elevator would be operating in the building. Outstanding views of Moline’s downtown was noted from the large windows in the rooms.

• Spiegel building: The Gorman Corporation is still interested in the building along with several other parties but no final proposal has been submitted.

• Fifth Avenue Building: Commissioner Sandberg reported that the city’s Façade Committee reviewed extensive plans submitted by Heart of America Group for work on the Fifth Avenue Building’s exterior façade that included windows as well as tuck pointing and brick restoration on the East and North sides of the building. This would secure areas where the brick have buckled and areas where tuck pointing was necessary with the possibility of replacing one of the buildings decorative east brick pillars that was removed a number of years ago, with salvaged pieces located in the basement of the building. The Committee questioned what plans were being considered at street level where gray marble panels were installed some 12 years ago but would not be considered historic to the building. No one was present to answer this question so another meeting was scheduled when this detail could be discussed.

• Other: Jeff Anderson shared an email he had received from the Illinois State Historic Preservation Office stating that the National Park Service is developing a new publication dedicated to CLGs across the country and that they are looking for good, quality photographs that tell a CLG success story. Commissioner Sandberg suggested that our Commission could enter our multiple year’s long efforts to convince our city government to repair our few remaining brick streets and how this endeavor has finally come to be with the most recent completion of the repairing of 13th Street. The Commission agreed that this was worthy of investigating and Commissioner Sandberg and Jeff Anderson said they would seek out the time line for applications. Sandberg said she would be willing to write up our efforts and pull out photos of brick street work being done.

Old Business:

• John Deere House: No update

• Main Street/Façade rehabilitation: No update

• Garfield School: Jeff Anderson reported that Gorman would like to close on purchase of the school but the government is requesting that the City sign off on the environmental review of the property and this is currently being looked into.

• Future development of Ray’s Appliance: No update

• List of Moline’s historically and architecturally buildings –survey/inventory: No update

Other:

Brick Streets: Guest Craig Sommers asked why contractors repairing the brick on 13th street had to purchase bricks from another contractor instead of being allowed access to the pallets of salvaged bricks stored on city property. Commissioner Potter said he would look into the matter.

New Business: Jeff Anderson reported that Commissioner Ege had requested that the city contact Restoration St. Louis regarding the feasibility of them taking on the adaptive reuse of the Scottish Rite Cathedral. He reported that Ray Forsyth had met with Restoration owner Amy Gill sharing information with her regarding the building.
