Park Board President, Don Welvaert, called the meeting to order at 3:30 p.m. at the Riverside Garden
Center.

Approval of the Park Board Meeting Minutes of the July 27, 2017 meeting.
Approval and acceptance of departmental July/August bill payment and departmental July/August
revenue, expenditures, capitol projects, park reserve and cemetery reports.
Omnibus Vote Mike Waldron, seconded by Lauren Schrier, moved to approve items by omnibus vote.
Motion carried with unanimous approval.
Items Not on Consent
FY2018 Parks & Recreation Budget Submittal. The FY2018 Parks & Recreation Budget has been
prepared by Staff. Board reviewed the proposed FY2018 budget. Mike Waldron motioned to approve
the budget as written, seconded by John Knaack. Motion carried unanimously.
Consideration of a Special Use Application for River Action to host a Senior Citizens Golf
Cart Tour along Ben Butterworth Parkway. Consideration of a Special Use Application for River Action
to host a Senior Citizens Golf Cart Tour along Ben Butterworth Parkway. The event is to be held on
Thursday September 7, 2017 from 7:00am until 7:00pm (this includes set-up and clean-up time). Mike
Waldron motioned to approve, seconded by Lauren Schrier. Motion carried unanimously.
Rules of Conduct Applicable to all Parks. Section 23-2102 of the Moline Code of Ordinances does not
restrict the feeding of waterfowl in City Parks. Staff would like to amend the Rules of Conduct Applicable
to All Parks in section 23-2102 by the addition of (c) (22) Provide and distribute food to any species of
Waterfowl. John Knaack motioned to approve the amendment, seconded by Lauren Schrier. Motion
carried unanimously.
Rules of Conduct Applicable to all Parks. Staff would like to amend the Rules of Conduct Applicable to
all Parks in section 23-2102 by the addition of (d) (7) Any person violating Section 23-2102(c) (22) shall
be subject to a mandatory fine as follows: not less that twenty-five dollars ($25) plus court costs nor
more than seven hundred fifty dollars ($750) plus court costs. Mike Waldron motioned to approve,
seconded by Lauren Schrier. Mike Waldron motioned to amend that the first offense receive a warning
ticket in lieu of an immediate fine. Motion failed. Don Welvaert motioned to amend with the wording by
removing the word MANDATORY. Mike Waldron motioned to approve as amended, seconded by
Lauren Schrier. Motion carried with two nays from John Knaack and Roger Clawson.
Free Little Library. Two “Free Little Libraries” have been donated to the Parks and Recreation
Department. One was donated by the Moline Library and the other was donated by Gaylord Helms. Staff
is seeking approval to place one at Stephens Park and the other at Millennium Park. Park Maintenance
Staff will set the units in location. The Moline City Library will periodically check the Little Libraries and
replace or enhance with new reading material. Board decided to place the second unit at Prospect Park.
John Knaack motioned to approve the placement of the units at the decided upon Prospect Park and
Stephens Park locations, seconded by Lauren Schrier. Motion carried unanimously.
Riverside Mausoleum Masonry Repairs, Cleaning, Tuck-Pointing, and Sealing. Staff is seeking approval
to enter into contract with KDR Inc. for the amount of $52,000. Bids were solicited, 5 proposals were
received, bids were opened and publicly read on August 15, 2017, for Riverside Mausoleum masonry
repairs, cleaning, tuck-pointing, and sealing. The following bids were received:

KDR Inc. submitted the lowest responsible and responsive bid. The proposed improvement includes
masonry repairs, masonry cleaning, tuck-pointing, and sealing. $90,000.00 is budgeted in 120-1541-
452.08-50, Cemeteries, Park Contracts. Mike Waldron motioned to approve entering into contract with
KDR Inc. for the amount of $52,000, seconded by John Knaack. Motion carried unanimously
Informational
1. Update of 2017 Parks Projects. Rodd Schick, updated the Board on the current status of the
2017 parks projects.
Other Business
Lori Wilson requested to install an ADA sidewalk at McCandless Park for $5,500. Of that amount $664.40
would come out of the McCandless Gift Fund with the balance to be paid from remaining 2016 CDBG
Funds. John Knaack motioned to approve, seconded by Roger Clawson. Motion carried unanimously.
Lori Wilson requested the Park Board’s support for Alderman Lori Turner who would like to begin a
fundraising campaign for the Prospect Park Fishing Pier. Support was given.
Lori Wilson requested the Park Board’s support for Alderman Lori Turner who would like to begin a
fundraising campaign for Butterworth Dog Park project. Support was given.
Lori Wilson announced that staging has begun for the Sylvan Island Bridge project.
The Park Board voted on keeping the level of reserves at 5% of the budget ($200,000). Annually the
remaining reserves will be transferred to a fund for a park office building. Mike Waldron motioned to
approve, seconded by John Knaack. Motion carried unanimously.

On the motion of Don Welvaert, seconded by Lauren Schrier, and unanimously approved, the meeting
was adjourned at 5:16 p.m.
