A Special Ordinance authorizing the Mayor and City Clerk to accept six (6) Quit Claim Deeds, more particularly described herein, to allow construction to proceed on Project #1270, 2017 Alley Reconstruction.
Explanation: As part of Project No. 1270, the City needs to accept previously vacated property to proceed. Quit Claim Deeds are necessary and have been executed by Rafael J. Vasquez and Maria A. Vasquez, Lot 4 in Hunt’s 3rd Addition to Midway; Stephen R. Scritchfield and Berta A. Scritchfield, Lot 5 in Hunt’s 3rd Addition to Midway; Jose T. Torres and Araceli S. Torres, Lot 6 in Hunt’s 3rd Addition to Midway; Camilo Torres and Cheryl L. Torres, Lot 7 in Hunt’s 3rd Addition to Midway; Ryan M. A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Moline High School Homecoming Parade, sponsored by the Moline High School Student Congress, to be held on Friday, September 29, 2017.
Explanation: This annual event sponsored by the Moline High School Student Congress has been reviewed and approved by the Special Events Committee for Friday, September 29, 2017.

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, for events scheduled for Saturday, September 23, 2017, and Sunday, September 24, 2017.
Explanation: The application documents for this annual marathon and road race have been reviewed and approved by the Special Events Committee for events scheduled for Saturday, September 23, 2017, and Sunday, September 24, 2017.

Second Reading Ordinances:
4. Council Bill/General Ordinance 3017-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5109, “Parking Time Limits/Restrictions Established,” by repealing subsection (d) in its entirety; amending Section 20-5119, “Penalties For Violations Of This Article,” by repealing subsection (1)(b) in its entirety and enacting in lieu thereof one new subsection (1)(b) relating to the same subject matter; and directing staff to, prior to issuance of a ticket for a violation of Section 20-5109 of the Moline Code of Ordinances, provide such violator a fifteen (15) minute grace period.
Explanation: To provide better customer service, promote education of time limits for on-street and Cityowned lots, and lessen complaints regarding downtown parking, the Committee-of-the-Whole voted in favor of certain revisions to the current parking ordinances. First, this ordinance eliminates the prohibition of space jumping from the City of Moline Code of Ordinances. Second, each vehicle found to be violating any of the subsections of Section 20-5109 of the Moline Code of Ordinances shall be given a courtesy warning ticket upon the vehicle’s first offense of each calendar year. Finally, staff is directed to provide a violator a fifteen (15) minute grace period prior to issuing a ticket for a violation of Section 20-5109.
Fiscal Impact: Reduction of approximately $30,000 in annual revenues

5. Council Bill/Special Ordinance 4036-2017
A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement between the City of Moline and Mario Estrada and Isaac Cerda DBA Café Ole to sell food and beverages from a mobile food unit at the southeast parking lot of Stephens Park from August 15, 2017 through August 14, 2018, as weather permits, at the City’s sole discretion.
Explanation: Mario Estrada and Isaac Cerda DBA Café Ole desire a Lease and Concession Agreement for the purpose of selling food and beverages from a mobile food unit at the southeast parking lot of Stephens Park. The Park and Recreation Board supports the Agreement and believes that this Agreement will enhance services for residents and visitors utilizing Stephens Park. Additional documentation attached.
Fiscal Impact: City of Moline will receive $650.00 income for the period

6. Council Bill/General Ordinance 3018-2017
An Ordinance amending Chapter 22, “Offenses – Miscellaneous,” of the Moline Code of Ordinances, by repealing Section 22-4103, “Discharge Of Weapons,” in its entirety and enacting in lieu thereof one new Section 22-4103 relating to the same subject matter.
Explanation: It is in the City’s best interest to control the population of deer within City limits due to deerrelated traffic accidents. To further this interest, the City Council desires to permit bow and arrow hunting of deer within City limits.

7. Council Bill/Special Ordinance 4041-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Moline Halloween Parade, sponsored by Moline Dad’s Club/Moline Little League Softball, to be held on Sunday, October 15, 2017.
Explanation: This annual event sponsored by Moline Dad’s Club/Moline Little League Softball, has been reviewed and approved by the Special Events Committee for Sunday, October 15, 2017. The estimated number of persons to be in attendance is 500+.

8. Council Bill/Special Ordinance 4042-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Bierstube Oktoberfest to be held on two consecutive weekend dates of Friday and Saturday, September 29 and September 30, 2017, and Friday and Saturday, October 6 and October 7, 2017.
Explanation: This annual event has been held by the Bierstube since 2006, and this year’s event has been reviewed and approved by the Special Events Committee for Friday and Saturday, September 29 and 30, 2017, and Friday and Saturday, October 6 and 7, 2017. The estimated number of persons to attend is 2,500.
