City of Silvis Negotiations, Personnel & Employee Insurance met September 7. 

Here is the minutes as provided by the board:

Chairman Rockwell called the meeting to order and noted a quorum was present to discuss one item.

The purpose of the meeting was discussion on a step two grievance. There are two parts to the grievance; the first part of the grievance was regarding a comment made by the City Attorney; meetings are Conducted by the Mayor and are not related to employee conduct. Committee agreed the grievance would be denied.

The second part of the grievance had to do with a comment that Clerk Nelson apparently made to Shannon Pirmann. Chairman Rockwell read a statement from Mr. Phylpo however Ms. Pirmann claimed that Clerk Nelson made the comment (telling Mr. Phylpo to leave) while she was at her desk. Chairman Rockwell asked what is Supposed to be done (to remedy a situation where two people do not get along). Trish said "He needs to stop doing it'. Chairman Rockwell referred to an email from Miguel regarding how to resolve the grievance. Chairman Rockwell said the attorney read a statement as requested (per the email) at the City Council meeting on September 5th, 2017.

There were no other agenda items and the meeting was adjourned at 1:52pm.
