Be it Remembered, that there Came and was Held a Regular Meeting of the Board of Trustees of the Village of Hampton, Illinois in the Village Hall of Sad Village:


Members present: President Richard Vershaw 

Trustee Jeff Heintz 

Trustee Elise Goodman 

Trustee Steffanie Adams 

Treasurer Christine Lage 

Attorney Graham Lee 

Clerk Michelle Bergeson

Members absent: Trustee Kevin Hamilton

Others present: Chris Hicks and Chris Bornhoeft;

President Vershaw called the meeting to order at 7:01 PM. Clerk Bergeson called the roll noting a quorum present and the Pledge of Allegiance was recited.

Approval of the Minutes of the Regular Meeting of August 28, 2017: Motion by Trustee Heintz second by Trustee Goodman to approve the minutes as presented. Roll call vote as follows: Heintz, Goodman, President Vershaw and Adams. Absent: Hamilton, King and Van Dieren. Motion Carried.

Approval of the Minutes of the Special Meeting of September 7, 2017: Motion by Trustee Goodman second by Trustee Adams to approve the minutes as presented. Roll call vote as follows: Goodman, Adams, Heintz and President Vershaw. Absent: Hamilton, King and Van Dieren. Motion Carried.

Approval of the Treasurer's Report ending June 2017: Motion by Trustee Goodman second by Trustee Adams to approve the treasurer's report as presented, however, this is for the month of August not June. Roll call vote as follows: Goodman, Adams, Heintz and President Vershaw. Absent: Hamilton, King and Van Dieren. Motion Carried.

Approval and Authorization for Payment of Bills: Motion by Trustee Heintz second by Trustee Goodman to approve the payment of bills as presented. Roll call vote as follows: Heintz, Goodman, President Vershaw and Adams. Absent: Hamilton, King and Van Dieren. Motion carried.

Consideration and Approval of the Plat of Safe Harbor: Motion by Trustee Heintz second by Trustee Adams to approve the Plat of Safe Harbor. Roll call vote as follows: Heintz, Adams, President Vershaw and Goodman. Absent: Hamilton, King and Van Dieren. Motion Carried.

Consideration and Approval of the Ordinance #811 Amending Title Five Water Regulations" - Sections 5.1.20; 5.1.22; 5.1.24; 5.1.25: Motion by Trustee Heintz second by Trustee Goodman to approve the Ordinance #811 Amending Title Five Water Regulations", clerk to fix scrivener errors, there will be a 17% increase in water bills. The Ordinance will be presented at the next regular meeting with the changes made. Roll call vote as follows: Heintz, Goodman, President Vershaw and Adams. Absent: Hamilton, King and Van Dieren. Motion Carried.

Consideration and Approval to proceed with TIF IV: Motion by Trustee Heintz second by Trustee Goodman to table the matter until more information was available. Roll call vote as follows: Heintz, Goodman, President Vershaw and Adams. Absent: Hamilton, King and Van Dieren. Motion carried.

Consideration and Approval of the 1 payment for the 3'Avenue Project: Motion by Trustee Heintz second by Trustee Goodman to approve the payment of the 3" Avenue project in the amount of $76,967. Roll call vote as follows: Heintz, Goodman, President Vershaw and Adams. Absent: Hamilton, King and Van Dieren. Motion carried.

Consideration and Approval of the Final Plat of the Hampton Municipal Subdivision: Motion by Trustee Adams second by Trustee Heintz to approve the engineers final plat of the Hampton Municipal Subdivision. Roll call vote as follows: Adams, Heintz, President Vershaw and Goodman. Absent: Hamilton, King and Van Dieren. Motion carried.

Discussion regarding Minors Operating Golf Carts, weed Violations and News Letter: Trustee Adams has witnessed minors driving golf carts at erratically and at high speeds with no adult supervision. It was recommended that she notify the police when she observes this. Trustee Adams has also concern for some properties that are in violation of the weed ordinance, Clerk Bergeson asked that she share those so notices can be sent out. Trustee Adams would also like to organize a News Letter to inform the residents of many upcoming events, meetings, etc. This will be on her time and go in the water bills. President Vershaw thought it to be a good idea and to bring an example to the board meeting.

Committee Reports.

a. Streets and Alleys: Trustee Heintz asked Tyler McLaughlin the status of the sidewalks at the school. Tyler stated that work would be finished this week.

b. Public Safety: Absent

1. Police Chief Report: Absent

2. Fire Rescue Chief Report: Absent

c. Public Works: Tyler McLaughlin noted that they have located the manhole on 9 Street and will begin to work on that.

1. Supervisor Report: Absent

d. Administration, Insurance and Code Enforcement: Absent

1. Village Clerk: Asked Treasurer Lage about the bill from Dixon Engineering regarding water tower. Clerk received an email stating we will not receive any further invoices from Dixon Engineering. Treasurer Lage stated she had not received a bill as of yet.

e. Parks & Recreation: Trustee Goodman stated there were 9 Events and 40 tours last month at the Heritage Center.

f. Finance: Absent

Village Attorney Report: No Report.

President's Report and Comments: No Report

Acknowledgement of Visitors Who Desire to Address the Board:

Closed Session: no action was taken.

There being no further business, a motion by Trustee Adams second by Trustee Goodman to adjourn until the next regular meeting. All in favor "Aye". None opposed. Motion carried, the meeting was adjourned at 7:53 pm.
