City of Aledo Council met October 2.

Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on October 02, 2017. Mayor Hagloch called the meeting to order at 6:58 p.m. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Jay Doherty, Jim Holmes, and Randy Slater. Mayor Christopher Hagloch. Aldermen Barry Cooper and Chris Kopp were excused.

Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, Justin Blaser, Director of Public Works & Utilities, Tarah Sipes, Economic Development Coordinator, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, The Rock Island Argus, and John Hoscheidt, WRMJ.

Committee of the Whole:

The meeting was opened in prayer by Pastor Ann Elyse Van Winkle, College Avenue Presbyterian Church.

Appearances: Dorothy Hutt, 217 S. College Avenue, Aledo, Il., appeared to request concerns regarding the current condition of the Roosevelt Military Academy buildings. Also, a request was heard to repair specific manhole(s) lid(s), in a private alley, behind the current Der & Dot building in downtown Aledo. City staff noted the requests.

Communication & Correspondence: No Report.

Requests & Petitions: Special Event / Street Closure – Trunk or Treat Event, to be held on October 31, 2017, between the hours of 5:00 p.m. and 7:00 p.m. on NW 3rd Street between N. College Avenue and NW 2nd Avenue.

Special Event / Street Closure – Veterans Day Parade, to be held on November 11, 2017 beginning at 10:45 o’clock a.m. in the downtown business district area.

Public Works Activity Report:

• Streets: the repairs of the bumps at the stoplight are complete; assisted cemetery division; landscaping/yard waste removal/street sweeping/tree removal; preparation for Oktoberfest event.

• Water: Julie’s; installation of VFD’s continue. Mutli-use path work regarding water valve movement.

• Gas: Julie’s; cathodic survey complete; service installation; two (2) curb boxes; gas worker attended operator training.

• Cemetery: Five (5) funerals occurred.

• DPW: mutli-use path project near completion; VHT continues to progress on the fiber optic project; met with Missman to review next street/sidewalk phase in the downtown area; property maintenance code violations sent out (five); preparation for Oktoberfest.

Aledo Police Department Activity Report: CHIEF Sullivan reported the Brookstone Open Golf Tournament on 9/23 at Hawthorne Ridge Golf Club was well attended. All the proceeds go toward the Shop with a Hero program.

Chief reported the Law Enforcement Explorer post is up and running. Officers Weist, Kenney, & Wooldridge have been working with ten (10) young adults who have joined the post. They are meeting twice a month on the 2nd & 4th Monday evenings.

Chief reported the department continues to complete the state mandated training, as well as, other continued education courses.

Administration Report: EDC Sipes reported to be in preparation and has attended meetings regarding an upcoming “Fast Pitch” program. More information to follow at a later date. EDC also attended a “New Market Tax Credits” meeting as well.

Administrator Knackstedt updated the Council on weekly meetings with City Staff. Other highlights include: F/Y18 budget and CIP project review; preparation for Oktoberfest; review of union negotiations; and insurance renewal options for employee medical benefits.

City Clerk Dale provided the Council with third (3rd) quarter reports regarding sales tax and building permits. City Clerk reported the City will not be required to reimburse the State of Illinois regarding prior overpayments by the State for Personal Property Replacement Tax (PPRT). The City received notification the end of September.

Mayor’s Report: Mayor Hagloch read a proclamation designating Trick or Treat Hours in Aledo, Il. To be held on Tuesday, October 31, 2017 between the hours of 5:30 o’clock p.m. and 7:30 o’clock p.m.

Committee Report: A Joint Finance / Tax Increment Financing (TIF) Committee was held on September 25, 2017. The Joint committee discussed the following: a TIF Application submitted by Brent & April Bowlyou, Bowlyou’s Ice Cream & Grill; review of an alternate revenue source bond for City Hall renovations; 2018 downtown street/Sidewalk project; and F/Y18 budget.

Approval of Minutes:

Motion was made by Alderman Chausse and seconded by Alderman Holmes to approve the meeting minutes of September 18, 2017 as presented. A Roll call vote was recorded as follows:

Yes: Bertrand, Chausse, Doherty, Holmes, and Slater. No: None. Abstain: Bewley. Motion carried. 5 yeas, 0 nays, 1 abstention.

Finance: Invoice List:

Motion was made by Alderman Bertrand and seconded by Alderman Bewley that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

Yes: Bewley, Chausse, Doherty, Holmes, Slater, and Bertrand. NO: None. Motion carried. 6 yeas, 0 nays.

Ordinance No. 30, Series Of 2017; Providing For Annexation Of Property Owned By David S. And Jacqueline M. Mcknight: (Second Reading)

Motion was made by Alderman Bertrand and seconded by Alderman Slater to adopt Ordinance No. 30, Series of 2017; Providing for Annexation of Property owned by David S. and Jacqueline M. McKnight; property located at 1207 NE 3rd Avenue, Aledo, Il., 61231. A Roll call vote was recorded as follows:

Yes: Chausse, Doherty, Holmes, Slater, Bertrand, and Bewley. No: None. Motion carried. 6 yeas, 0 nays.

Resolution No. 35R, Series of 2017; Approving An Agreement For Performance Of Survey And Design Services By Missman Inc. For Street And Sidewalk Improvements To College Avenue Between N.W./N.E. 2nd Street And Main Street And Survery Services For Other Downtown Improvements:

Motion was made by Alderman Bertrand and seconded by Alderman Holmes to approve an agreement for performance of survey and design services by Missman Inc., 4500 Black Hawk Commons Drive, Rock Island, Il., 61201, for street and sidewalk improvements to College Avenue between N.W. / N.E. 2nd Street and Main Street and survey services for other downtown improvements in the amount of Forty- four Thousand Seven Hundred Dollars ($44,700). A Roll call vote was recorded as follows:

Yes: Holmes, Slater, Bertrand, Chausse, and Hagloch. No: Bewley and Doherty. Motion carried. 5 yeas, 2 nays.

Resolution No. 36R, Series Of 2017; Authorizing A Redevelopment Agreement Between The City Of Aledo, Illinois And Brent Bowlyou And April Bowlyou For Construction Upgrades And Improvements To Property Located At 300 Se 3rd Street, Aledo, Illinois:

Motion was made by Alderman Chausse and seconded by Alderman Holmes Resolution No. 36R, Series of 2017; Authorizing a Redevelopment Agreement between the City of Aledo, Illinois and Brent Bowlyou and April Bowlyou for construction upgrades and improvements to property located at 300 SE 3rd Street, Aledo, Illinois; approving a Building & Life Safety Grant (50%), with the low bid from Bickle Home Improvements, and the city’s portion in the amount of $9,341 (new windows, soffit, facia, & siding repair), plus cost of gutters/downspout installation & replacement, not to exceed $2,500. A Roll call vote was recorded as follows:

Yes: Holmes, Slater, Bertrand, Bewley, and Chausse. No: None. Abstain: Doherty. Motion carried. 5 yeas, 0 nays, 1 abstention.

Special Event(s) / Street Closure(S) – Trunk or Treat Event, October 31, 2017; and, Veteran’s Day Parade, November 11, 2017:

Motion was made by Alderman Chausse and seconded by Alderman Holmes to approve the special event / street closures as presented. A Unanimous voice vote followed in Agreement.

Standing Committee Reports: City Staff to organize a Police & Ordinance, as well as, a Tax Increment Financing (TIF) Committee meeting soon. Date and time TBD.

Old Business: Ald. Doherty inquired on the status of a potential reimbursement regarding water charges, due to the hard-water issues that local residents noticed in early, 2017. The City Council quickly discussed the item and noted a percentage (%) reimbursement would not be feasible. No further discussion followed.

New Business: Ald. Holmes voiced concern regarding price gauging, at a local gas station, this past weekend. It was noted that the concern was because of last weekend’s festivals & events. Mayor Hagloch reported the current rate being charged was market value and Ald. Bewley reported the prices would be set by corporate and not our local establishments.

Closed Session:

Motion was made By Alderman Chausse and seconded by Alderman Bewley to adjourn to closed session to discuss:

A. Collective Bargaining Section 2(c)(2) Open Meetings Act.

A Roll call vote was recorded as follows:

Yeas: Slater, Bertrand, Bewley, Chausse, Doherty, and Holmes. No: None. Motion carried. 6 yeas, 0 nays. The meeting was recessed to closed session at 7:27 p.m.

Reconvene tn Open Session:

Council reconvened in open session at 7:41 p.m. Roll call was taken with the following answering present: Aldermen Bertrand, Bewley, Chausse, Doherty, Holmes, and Slater, Mayor Hagloch, as well as, Administrator Knackstedt, Chief Sullivan, and City Clerk Dale.

Motion Pertaining to Closed Session Discussion: No Report.

Adjournment: There being no further business, motion was made by Alderman Holmes and seconded by Alderman Bewley that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:42 p.m.
