City of Silvis Personnel Committee met November 15.
Here is the minutes provided by the Committee:
Chairman Rockwell called the meeting to order at 3:00 pm and noted a quorum was present. There is one agenda item for the reconvened meeting and that is discussion offirm rates from Blue Cross for health insurance.
Aaron and Mardy distributed rate sheets from BCBS for committee review. Three plans were presented and Mardy explained the goal was to get Blue back. The first alternate was a self-funded plan slightly different than existing plan. The differences would be self-funded down. The prescription plan would remain the same (portion self-funded as well). Officer Robinson asked how the (prescriptions) are selffunded; members would be reimbursed by EAB; a third party administrator. Can be email, fax or mail.all work. There would be significantly fewer issues as compared with UHC per Mardy.
The second plan is a higher deductible ($1,500) that would be used as a basis of comparison. There would be more money available to Self-fund claims. The last plan next proposed would be an HSA plan. The Savings (in premiums) would be put into the individual plans. The actual amount would be determined after staff review. Aaron explained that the member would be responsible the 'adjusted' amount. An 'aggregate, and 'embedded HSA plan was initially proposed however the embedded was the preferred HSA plan. Open enrollment would be December 1".rates are only good for 60 days.
Jim explained that there would be no change in the employee's contribution from current payment however the savings would be placed in the HSA account or applied to the self-funded portion. There was discussion on funding the HSA quarterly for the first year. The second year would be paid upfront likely. The decision would be a recommendation to Blue Cross Blue Shield.
There were no other agenda items and the meeting was adjourned at 3:44 pm.
