City of Aledo City Council met November 20.

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on November 20, 2017. Mayor Hagloch called the meeting to order at 6:33 p.m. The roll was called, whereupon the following answered present:
Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, Chris Kopp, and Randy Slater. Mayor Christopher Hagloch.
Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, Justin Blaser, Director of Public Works & Utilities, Tarah Sipes, Economic Development Coordinator, Mark Walton, City Attorney, and Jarod Dale, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, The Rock Island Argus, and John Hoscheidt, WRMJ.
Committee Of The Whole
The meeting was opened in prayer by Pastor Jim Augustine, Grace Evangelical Free Church.

Requests & Petitions: Special Event / Parade – Aledo Main Street, Holly Days Electric Parade to be held on December 1, 2017 beginning at 5:30 o’clock p.m.
Special Event / Race/Walk – Aledo Main Street, Hot Chocolate Hustle to be held on December 2, 2017 beginning at 9:00 o’clock a.m.
Public Works Activity Report:
• Streets: slow/road narrow signs were installed for the curves at NE 2nd St & 8th Ave, and E. Main St & SE 11th Ave; ditch grading; winter banners and wreaths installed downtown; street sweeping; and equipment preparation for winter.
• Water: Julie’s; samples taken at lagoon and WTP; repair and re-install lift station pump at old disposal; generator hook-up at well sites; and fence gates at well sites installed.
• Gas: Julie’s; read meters; and install of gas main extension that will serve eagle point subdivision.
• Cemetery: three (3) funerals occurred.
• DPW: met with gas division in preparation of a shop area at the PW building; RMA demolition bid opening; preparation of 2018 projects; and work orders.
Aledo Police Department Activity Report: Chief Sullivan reported the Veterans Day Parade and the dedication for the female soldier statue were held on 11/11. Congresswoman Bustos and State Representative Swanson, along with a number City and County officials, were present at the dedication. The ceremony honored the oldest living female veteran in Mercer County, Jo Lawson.
The annual Shop with a Hero Chili Cook-off was scheduled for 11/18 from 11:00 a.m. – 2:00 p.m. at the Aledo Fire Station. Money raised from the event was noted in the amount of $1,900 on 11/18.
Chief reported two (2) part-time officers will be registering for academy training and completing the state mandated power test in early December. The next academy class is not yet scheduled, but it should begin in early February, 2018.
The Aledo Police Law Enforcement Explorer Post is up and running. There have been several training sessions for the young men and women who have joined the Explorer Post. The program is co-sponsored by Mercer County High School and has received financial support from the school district.
Administration Report: Administrator Knackstedt highlights from the City Council Memorandum include: met with local commercial property owners to discuss TIF possibilities, strategize on how to fill vacant storefronts, and blighted property. Attended the Veterans Day Parade and Dedication Ceremony; met with representative from IMLRMA to review their insurance proposal; and completed paperwork for the USDA grant application and sent it to our contact in Princeton for processing. Administrator noted the grant paperwork for the VFD incentive has also been completed and Ameren should be contacting the City shortly to finalize that project.
Administrator and EDC also met with Ald. Chausse to discuss vocational programs at Mercer County High School.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: Mayor Hagloch reported City Staff is scheduling to meet with local community banks regarding the City Hall exterior renovations project is tentatively set- up to be held in December. Mayor attended the Veterans Day Parade and Dedication Ceremony. Mayor also met with representatives of the library to review potential building plans for a new facility.
Committee Report: A Tax Increment Financing (TIF) Committee meeting was held on November 14, 2017 at 6:15 o’clock p.m. in the City Council Chambers. ALD. Doherty reported the committee met to review a potential project but nothing new to report at this time.

Motion was made by Alderman Chausse and seconded by Alderman Bewley to adopt Ordinance No. 32, Series of 2017; An ordinance creating a third and fourth Class “C” Liquor License within the Corporate Limits of the City of Aledo; that Section 3- 2-8-C of the City Code shall be amended as follows:
• That the total number of Class C liquor licenses issued by the City shall not exceed a total of four (4).

Motion was made by Alderman Doherty and seconded by Alderman Bertrand to approve Resolution No. 39R, Series of 2017; Accepting bid and awarding a contract for performance of demolition work; for property commonly known as Roosevelt Military Academy, 706 NW 5th Avenue, Aledo, IL; and, Klingner & Associates, P.C. has recommended that the City award the contract for the project to the lowest bidder, Valley Construction Co. of Rock Island, IL, whose bid was for One Hundred Fifty-three Thousand Eight Hundred Seventy Dollars ($153,870). A Roll call vote was recorded as follows:

Standing Committee Reports: No Report.
Old Business: ALD. Bewley reported four (4) poles at the Mercer County Intermediate School have damage that should require repairs and to contact Ameren Illinois. Potential issue could be in result of last year’s snow plowing events.
Council requested an update on the expansion of their fuel-island services at Blick & Blick Oil, Co. City Staff reported no new information has been received to date.
Administrator Knackstedt inquired if the City Council would consider completing an updated appraisal on the property located at 709 – 713 SW 3rd Street, Aledo, IL. City of Aledo purchased the property for purposes to clean-up blight in F/Y 2016. It was noted, City Staff are looking to generate economic development packages that would apply to this particular property. City Council requested both the this particular property and the Button Building property be discussed at an upcoming Tax Increment Financing (TIF) Committee meeting.
