City of Aledo Council met November 6.

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on November 06, 2017. Mayor Hagloch called the meeting to order at 6:41 p.m. The roll was called, whereupon the following answered present:
Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, Chris Kopp, and Randy Slater. Mayor Christopher Hagloch.
Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, Justin Blaser, Director of Public Works & Utilities, Tarah Sipes, Economic Development Coordinator, and Jarod Dale, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, The Rock Island Argus, and Jim Taylor, WRMJ.
Committee Of The Whole
The meeting was opened in prayer by ALD. Chausse.

Requests & Petitions: No Report.
Public Works Activity Report:
• Streets: assisted water division with water leak repairs; no parking signs installed on NW 5th Street; re-stripped parking stalls at V.F.W. parking lot and pump house; storm sewer in the alley behind Der & Dots repaired; and pipe and catch basins cleaned.
• Water: Julie’s; VFD’s on all three wells are complete; repaired water leaks on E. Main Street; RO membranes inspected and cleaned; three new fire hydrants installed; and generator hook-ups at well sites to be completed.
• Gas: Julie’s; assisted water & cemetery divisions; install of gas service; and border station electric completed.
• Cemetery: mowing continues.
• DPW: VHT continues to progress with the fiber optic project; renovations at pump house #2 continue regarding the VHT project; and clean-up of City Hall breakroom due to water line leak in fridge.
Aledo Police Department Activity Report: Chief Sullivan reported Aledo hosted training sessions on bloodborne pathogens, hazardous materials; and opiod antagonists on 11/1 at AFD. All employees of the PD and PWD attended the training sessions.
Chief reported the Veteran’s Day parade and a dedication ceremony for the female soldier will be held on 11/11 at the V.F.W. beginning at 10:45 o’clock a.m.
Chief noted the annual Shop with a Hero Chili Cook-Off will be held on 11/17 from 11:00 a.m. – 2:00 p.m. at AFD. The annual TV raffle to support the fundraiser, and other items for prizes have raised $2,000 to date.
Administration Report: EDC Sipes reported a new barber shop will be opened up by James Garner mid-december; a new hair saloon to open soon as well; discussions held regarding the opening of a new laundromat; and attended 6 county fast pitch informational meeting.
Administrator Knackstedt highlights from the City Council Memorandum include: met with Heather Olson from Klingner & Associates to review interior space planning proposal; met with a local resident who is interested in utilizing yard waste for compost; and attended a conference call regarding a USDA grant application for a new PD vehicle.
Mayor’s Report: Mayor Hagloch reported a Veteran’s Recognition Dinner to be held on 11/18 at the V.F.W. Budget sessions to be held on 11/7 & 11/8 in the City Council Chambers for F/Y Budget 2018; and the annual City Christmas Party to be held on 12/9 at O.V.C.C. and time TBD.
Committee Report: The Ordinance & Police Committee met on 11/2 to continue discussions regarding the potential regulation of beekeeping within the corporate limits and more information to follow at a later date. The Committee also reviewed a draft ordinance regarding the operation of golf carts on city streets; the 50/50 sidewalk program and codification proposal; liquor ordinance(s) included on tonight’s action item(s); and the USDA grant application for a new PD vehicle.
The Cemetery & Cable T.V. Committee met on 11/6 to review the current resolution regarding cemetery rates. The Committee requested City Staff implement a percentage (%) increase effective January 1, 2018 as laid out within Resolution No. 03-17-08-2R.

Ordinance No. 31, Series Of 2017; Sale Of Surplus Property: (Second Reading)
Motion was made by Alderman Kopp and seconded by Alderman Slater to adopt Ordinance No. 31, Series of 2017; Sale of Surplus Property; 1980 Yanmar / Utility Tractor Model # YM240 / Serial # 11147. A Roll call vote was recorded as follows:
Yes: Chausse, Cooper, Doherty, Holmes, Kopp, Slater, Bertrand, and Bewley. No: None. Motion carried. 8 yeas, 0 nays.

Motion was made by Alderman Bertrand and seconded by Alderman Kopp to approve Resolution No. 38R, Series of 2017; A Resolution in Support of Illinois Bicentennial Celebrations. A Unanimous voice vote followed in agreement.
A Motion Approving The Repairs To The Pump House Roof In An Amount Of Six Thousand And Six Dollars ($6,006):
Motion was made by Alderman Chausse and seconded by Alderman Bewley to approve the repairs to the pump house roof in an amount of Six Thousand and Six Dollars ($6,006), and to be completed by Maynard Seamless Gutters, 222 E. Main Street, Aledo, IL., 61231. A Roll call vote was recorded as follows:
Yes: Cooper, Doherty, Holmes, Kopp, Slater, Bertrand, Bewley, and Chausse. No: None. Motion carried. 8 yeas, 0 nays.
Standing Committee Reports: An Tax Increment Financing (TIF) Committee meeting to be held on 11/14/17 at 6:15 o’clock p.m. in the City Council Chambers.
Old Business: Mayor Hagloch reported the City has been discussing potential renovations to the City Hall building and bonding. City Attorney Walton advised City Staff to research all avenues for funding and to reach out to each of the local community banks. Mayor requested City Staff set-up a meeting with each of the lendors within the next two (2) weeks. Estimates reading interior planning are planned to be here next week. City Administrator Knackstedt reported due to the scope of the work and repairs for safety reasons the project will also require water/sewer / gas / and street division budgets to be included in the funding source. Administrator noted PW offices would be relocated to City Hall.
ALD. Doherty requested an update regarding the RMA building(s) demolition bids. City Staff reported bid opening to be held on 11/15. A pre-bid meeting was held on-site on 10/30 as well.
