City of Colona Council met November 27.

Here is the minutes provided by the Council:

Call To Order: 6:30 p.m.

Pledge Of Allegiance:

The pledge was led by Mayor Lack

Roll Call: Mayor Lack, Aldermen Hillman, Feliksiak, Swemline, Holman, Shady-Dahl, Jones, King, Tapscott, Clerk Winegar answered present Attorney Scott was absent but arrived at 6:42 p.m.

Public Comments:

Donna Chance said her comment was about the 4.85 percent tax levy. She understood Alderman King to say at the last meeting there would not be a tax levy this year. The reply to her was that the City could levy taxes up to 4.99 percent without holding a hearing. The City has imposed a tax levy of 4.85 percent for a few years with the exception of last year when the levy imposed was 15 percent.

Mayor's Report:

1. The Mayor informed those present that John Timmer sent an email today informing us that he would not be present to present the audittonight; however he will be at the next Council meeting.

2. The Mayor announced he would entertain a motion to approve the appointment of Christopher Lafriniere as a full-time police officer. Chief Swemline informed the council that Officer Lafriniere has been a part-time officer for the City for over a year and has been getting standard training by riding along with officers for several days. Alderman Swemline made the motion to approve the appointment of Christopher Lafriniere as a full-time police officer, Alderman King seconded. Roll call: Aldermen Hillman, Swemline, Holman, Shady-Dahl, King, Tapscott voted yes; Aldermen Feliksiak, Jones voted no. Alderman Holman made the motion to approve the appointment of Mark Schipper and Tyler Patterson as parttime police officers. Alderman Taspscott seconded. Alderman Jones asked how many part-time officers does the City employee and how many full-time? The reply was with these two part-time officers the total is 6 and with the approval of the full-time officer tonight, we are at full strength with 10 patrol officers and the Chief. Roll call: Hillman, Feliksiak, Swemline, Holman, Shady-Dahl, King, Tapscott voted yes. Alderman Jones passed twice. Motion passed with 7 affirmative votes and 1 pass.

3. Mayor Lack informed the council that there were letters from the IEPA attached to their packet. There are no issues with our water; however, there were some issues with the wells identified in a recent inspection. These letters are to inform us that those issues have been addressed.

Approval Of Minutes:

Alderman Hillman made a motion to approve the minutes from the November 13, 2017 City Council Meeting. Alderman Feliksiak seconded. Roll call: Aldermen Feliksiak, Swemline, Holman, Shady-Dahl, Jones, King, Tapscott, Hillman voted yes. Motion passed with 8 affirmative votes,

Consent Agenda:

Alderman King made a motion to approve consent agenda items:

1. Payment of bills for the period November 14-27, 2017

2. Payment of manual bills for the period November 14-27, 2017

3. Payroll for the period November 11-25, 2017

Alderman Hillman seconded this motion. Roll call: Aldermen Swemline, Holman, Shady-Dahl, Jones, King, Tapscott, Hillman, Feliksiak voted yes. Motion passed with 8 affirmative votes.

Committee Reports:

Finance/Administrative Committee: (Alderman King, chair, Aldermen Swemline, Hillman, members; K. Palmer, J. Legare, staff). A copy of these minutes is available at City Hall and on the City's website.

Alderman King made the motion to approve a tax levy of 4.85 percent. Alderman Hillman seconded. Alderman Jones asked what is the significance of the 4.85 percent; why not 3 percent? The Mayor explained to Alderman Jones that there is no significance to that number other than the City has used that levy over several years. Roll call: Aldermen Holman, Shady-Dahl, King, Tapscott, Hillman, Swemline voted yes; Aldermen Jones, Feliksiak voted no. Motion passed with 6 affirmative votes and 2 nays.

Public Safety Committee: (Alderman Holman, chair; Aldermen Tapscott, Shady-Dahl, members; Chief Swemline, staff). A copy of these minutes is available at City Hall and on the City's website.

1. Alderman Holman made the motion to approve Ordinance, O-17-23, Amending Title 6, Chapter 8, Section 4, Administrative Hearing with the addition of the word "guilty" in paragraph G after the word found. Alderman Shady-Dahl seconded. Roll call: Aldermen Shady-Dahl, King, Tapscott, Hillman, Feliksiak, Swemline, Holman voted yes; Alderman Jones passed. Motion passed with 7 affirmative votes; 1 pass.

2. Alderman Holman made the motion to send Tyler Patterson, part-time police officer, to the training academy. Alderman Shady-Dahl seconded. Alderman King asked if the cost of the training is reimbursed by the state and is there a 2year contract. The reply is yes to both. Roll call: Aldermen King, Tapscott, Hillman, Swemline, Holman, Shady-Dahl voted yes; Aldermen Jones, Feliksiak voted no. Motion passed with 6 affirmative votes and 2 nays.

Alderman Feliksiak made the motion to adjourn. Alderman King seconded. A voice vote of all ayes was received. Meeting adjourned at 7:01 p.m.
