City of Colona Public Safety Committee met November 20.

Chief Swemline presented copies of letters of commendations to Officers.
The following is a paraphrase of those letters:
‘Officer Bollinger:
On October 15, 2017 Illinois State Trooper Andrew Scott initiated a traffic stop on I-80. The
Vehicle fled the scene…The suspect fired multiple rounds from a rifle at Trooper Scott, many of
them striking his squad car. Trooper Scott called for emergency assistance and the response
was immediate…your role in our response was important during this incident…It is evident that
officers believe in professionalism, cooperation, and dedication to serve others and a brother in
need…

‘Officers Dusenberry, Hull, Tone and Chief Swemline:
‘On 10/19/17 at approximately 10:32 am there was a dispatched call of a man with a gun
threatening to shoot employees at I-80- equipment. The Colona Police Department responded
and started to take action to secure the scene…With little to no information officers worked
their way towards the business.
Once it was determined the suspect was in the front of the business officers split up and went
inside and stayed outside covering the last known location of the suspect. With little
information you placed yourself in harm’s way to ensure the safety of the employees inside the
business.
After the suspect came outside the trailer you were instrumental in taking the suspect into
custody.
Your selfless approach to handling the situation shows your bravery in times of stress and
uncertainty.’
Chief Mike Swemline
Officer Wiley:
‘On 11/15/17 at approximately 12:41am you made a traffic stop on a vehicle, during your
investigation you determined the driver did not have a valid driver’s license, and also
discovered open alcohol and during a search of the vehicle found approximately 65 grams of
cannabis. Without your taking the initiative to make the traffic stop the cannabis would still be
on the street. Keep up the good work.
Chief Mike Swemline
Chief provided a copy of the Admin Hearing fee ordinance. This allows charging of $50.00 for
administrative fees for hearings.
Chief discussed municipal court for city ordinances and advised he believes it is now up to the
city attorney to make the appropriate changes to the ordinances before we can move forward
with hearing ordinance cases at municipal court. The committee would like an update as to
what is the next step from city attorney Scott.
Chief advised the Police Commission has offered the full time police officer positon to Chris
Lafriniere. Officer Lafriniere currently works part time for Colona and has PTI.
Chief also advised he has hired two new part time officers to fill recent vacancies. They are
Mark Skipper and Tyler Patterson. Tyler Patterson will be attending the part time academy over
the next 9 months with at home online study and classes approximately once a month at
Mobile Team. The expense for the academy is approximately $2,000.00 plus the cost of
attending training 1 weekend every 3 weeks this is reimbursable from the state. He will also
sign a contract to repay if he resigns or doesn’t pass the training. The Public Safety committee
is in favor.
Chief advised we needed a collections ordinance to be able to take nonpayment of ordinance
fines to collections for payment. An example was provided to be looked at by the city attorney.
Alderman Holman made a motion to adjourn, Alderman Shady-Dahl seconded, motion passed.
