East Moline City Council met February 5.

Here is the minutes provided by the Council:

Pledge:

Mayor Pro-Tem Gary Almblade led the City Council and all those present in the Pledge of Allegiance to the Flag,

Roll Call:

Mayor Pro-Tem Almblade called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Gary Miller, Robert Cheffer, and Jose Rico. Absent: Alissa Sallows.

Public Comment:

None

City Clerk’s Report:

City Clerk Holmes informed the City Council and all those in attendance that the next City Council meeting will be held on Tuesday, February 20, 2018, due to the holiday, Presidents Day.

Clerk Holmes also noted that the 2018 Meeting Schedule for the regular City Council and Committee-of- the-Whole Meetings had not yet been approved, and is requesting its approval. (Copies were provided to the Council for their approval).

A motion was made by Alderman Mulcahey, seconded by Alderman DeJaynes, to approve the City Council and Committee-of-the-Whole Meeting for the Calendar Year 2018, Pursuant to the Opening Meetings Act. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried.

Additions/Corrections To Agenda:

None.

Consent Agenda:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of January16, 2018.

b. Approval of the Committee-of-the-Whole Minutes of January 16, 2018.

c. Approval of Salaries for January 26, 2018 in the amount of $420,645.54.

d. Approval of Bills in the amount of $744,638.39.

A motion was made by Alderman DeJaynes, seconded by Alderman Mulcahey, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried.

Police Department Promotions-

Mayor Pro-Tem Almblade deferred the floor to Chief Reynolds to proceed with the presentation and ceremony.

Chief Reynolds read the following Ceremonial Promotional Proclamation:

Jason Kratt And Anthony Frankowski

In view of these qualities, as well as their demonstrated leadership and tactical competence, and their dedicated service to the citizens of The City of East Moline, they are therefore promoted to the ranks of

Lieutenant And Sergeant, Respectively.

This given under my hand in The City of East Moline, County of Rock Island, State of Illinois, is effective on the 10th Day of January Two-Thousand – Eighteen.

Proclamations:

Mayor Pro-Tem Almblade stated that this proclamation, “Women in Construction Week” will be presented at the February 20th meeting.

City Attorney Graham Lee Presented The Following Ordinances And Resolutions:

Resolution 18-02: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Approval Of Two Replacement Firefighters For The City Of East Moline Fire Department.

A motion was made by Alderman Rico, seconded by Alderman Cheffer, to approve Resolution 18-02. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried.

Resolution 18-03: A Resolution To Include Cash Payments Related To Health Insurance As Imrf Earnings.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to table Resolution 18- 03, and bring it back to the Committee-of-the-Whole for further discussion. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried.

Committee-Of-The-Whole (Alderman Almblade)-

Alderman Almblade had no items for discussion. All items were covered under the Consent agenda, Resolution, or Ordinance.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Mr. Lambrecht, Director of Maintenances Services – Mr. Lambrecht informed the City Council that the crews will be out plowing snow throughout the night, finishing up in the morning with the final clean- up in the downtown area.

John Reynolds, Chief EMPD – Chief Reynolds informed the City Council that they have Kick-off their Safe Passage Initiative regarding the opioid epidemic that is sweeping the nation. Opioid abusers can turn themselves into EMPD for help.

Mr. Gridler, City Administrator – Mr. Gridler stated that his item will be covered in Executive Closed Session.

Mr. DeFrance, Fire Chief – Chief DeFrance stated that most of you are receiving e-mails regarding Residential Fire Fatalities from the U.S. Fire Administration. Anyone who does not want to receive this report, contact him by e-mail, and your name will be removed from the list. Chief DeFrance reminded everyone that the Fire Department have smoke detectors available for anyone who needs them. They will install the smoke detectors free of charge, just call the Fire station to make an appointment.

Recess Session:

A motion was made by Alderman Mulcahey, seconded by Alderman Miller, to recess the City Council meeting and go into the Committee-of-the-Whole. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried. 6:46p.m.

Reconvene Session:

A motion was made by Alderman DeJaynes seconded by Alderman Miller, to go back into the regular City Council meeting. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried. 7:10p.m.

Closed Session:

A motion was made by Alderman Miller, seconded by Alderman Mulcahey, to go into Closed Session to discuss the following: Collective Bargaining. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried. 7:11p.m.

Open Session:

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to go back into the regular City Council meeting. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried. 8:25p.m.

No Action Taken in Closed Session

Adjournment:

A motion was made by Alderman Cheffer, seconded by Alderman Mulcahey, to adjourn the City Council meeting. Upon roll call the following voted in favor: Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried. 8:25p.m.
