Village of Annawan Village Board met February 13. 

Here is the minutes as provided by the board:

The Annawan Village Board met at 6:30 pm on Tuesday, February 13, 2018, in the Village Hall.


Present were:

Mayor: Tim Wise

Trustees: Audie Sturtewagen, Brent Heitzler, John Rico, and Mitch Heisler

Village Clerk: Julie DeSplinter

Also present: Gary Sandrock, Matt Sandrock, James Hunt, Russell Spencer, and Mark Crosby

Previous Month’s Minutes

Sturtewagen, seconded by Rico made a motion to approve the minutes of the previous meeting. Motion

passed.

Monthly Bills

Sturtewagen, seconded by Heisler, made a motion to pay the monthly bills. Motion passed. The balance

in the General Fund on January 31, 2018 was $1,693,445.65.

Police Report

Chief Elliott gave the police report showing 21 calls for service, 408 Self-Initiated Activates, 31 Traffic

Enforcement Activities, and 5 agency assists for the reporting period. There were 2 DUI arrests. The

Dept continues its monthly on-line training. Chief Elliott, Officers Baze and Whipple attended DeEscalation

Training. Chief reported on the success of the special function dedicating the I-80 overpass for

Trooper Chad Wolf and Deputy Adam Streicher. He commended village employees Crosby, Barnes, and

Fronk for their excellent help with parking cars that day. The full report is in the village office for review.

Recreation Report

The report showed 2 paid and 3 free rentals of the CC since the last report. Upcoming events include:

Valentine’s Day Breakfast and Bingo; Movie Night, March 9th; Prep, Freeze, Cook, March 11th, and a

possible Hypnosis Comedy Show in March. Fun Day bookings so far: Whimsy Pixie Paint, Miller Petting

Zoo, Draw Me Bill, and Coal Black Exotics. Heisler, seconded by Rico, made a motion to hire J and M

Displays for the fireworks display at a cost of $4,500.There are 150 Fitness Center members with a mix

of single and family, monthly and yearly.

Patriot Trailer Manufacturing, LLC

Gary Sandrock, Matt Sandrock, James Hunt, and Russell Spencer presented board members with their

business plan and mission statement, along with estimated costs that could be TIF-reimbursed. (Rt 6

Building Renovation, permanent fixturing, financing costs and contingencies). They asked for support

from the village board so that they can begin to produce end dump trailers used in the demolition

industry, steel scraping hauling and a movement of a variety of materials and aggregates. The board

decided to consider their proposal in an executive session.

Baseball Committee

Mayor Wise appointed Brent Heitzler, John Rico, and Terry Rosebeck to a committee to oversee baseball

activities in the village. Lauren Dynes will serve as secretary to the committee.

Kiwanis Donation

The Kiwanis Club will donate $5000 toward updating the shelter in Howes Park. Work should begin in

the spring.

Police Car Radio

Sturtewagen, seconded by Heitzler, made a motion to purchase a new radio for the brown police car.

The radio now being used is not functioning correctly. Motion passed.

Back Stops at Howes Park

New back stops are needed. It was decided to move forward with the project. Heitzler will contact

Wethersfield School to see about a donation, Mayor Wise will contact Annawan School and Terry

Rosebeck will contact the Annawan Booster Club.

Water/Sewer Rates

This was tabled due to further study being needed.

Adjourn to Executive Session

Heitzler, seconded by Heisler, made a motion to adjourn to Executive Session for the purpose of

considering a TIF request and a personnel matter. Motion passed.

After Executive Session

Heisler, seconded by Sturtewagen, made a motion to propose TIF incentives to Patriot Trailer

Manufacturing after review of those proposals by Attorney Kathy Orr. Motion passed.

Heitzler, seconded by Rico, made a motion to post a job (Maintenance Worker II), and authorized Mayor

Wise and Employee Mark Crosby to study the resumes received for the job posting and report back to

the board. Motion passed. The opening comes as a result of Employee Chris Fronk submitting his

resignation.

Adjournment

There being no further business, Sturtewagen, seconded by Heitzler, made a motion to adjourn. Motion

passed.
