City of Moline Historic Preservation Advisory Commission met April 9.

Here is the minutes provided by the Commission:

Introduction of Guests: Jolene Keeney

Approval of Minutes – March 12, 2018: Commissioner Dan Mizner motioned to approve with the correction of the spelling of Lakoda, seconded by Commissioner Frank Ege followed by unanimous approval by the Commission.

Reports:

• Sears Warehouse – “The Q” - Depot Clock: Commissioner Senatra shared an email he received from Dan McConaghy of Renew Moline stating that Senatra’s drawings of the clock were now posted in the Renew Moline office conference room. Mr. McConaghy asked permission to possibly include the drawings in the I-74 Corridor Study for which Senatra gave his approval.

• Wilson House: Commissioners discussed the completion of the façade brick work, copper gutters and roof commenting that the addition blends in well with the original house.

• Prospect Park pavilion –update: Reminder of the upcoming May 19th Fundraiser Picnic.

• Collector Center site – update: With Heart of America giving its attention to completing work on the Fifth Avenue Building, the Collector Center site has been on hold, but a Design Build Management Team (DBMT) is being put together to oversee the proposals for this now vacant site. Commissioners suggested that photos of the salvaged metal cornice be given to the architects and the DBMT group with the hope that it can be incorporated into any new building on site. Jeff said he would see that this was done.

• Downtown Heritage tour – update: New promotional cards are being distributed.

• Spiegel building: Commissioner Craig Mack reported that the DBMT for this project received two proposals that are being reviewed. Heritage Church, owners of the former Kone property, are seeking 800 spots for parking which would limit the current I-74 bridge area space for redevelopment. There is discussion by the new owners of opening the Kone elevator tower for public viewing of the River and surrounding area.

• Fifth Avenue Building: Work is Progressing

• Carnegie Building: Staff has been unsuccessful in attempts to make contact with owner Dr. Kerry Panozzo who has moved to Florida.

• Recognizing David Sears: Commissioner Frank Ege said he has been told to arrange a meeting with ReNew’s new director when she takes over in June.

• Other

Old Business:

• John Deere House: Neighbor Jolene Keeney said she has not been in contact with owner Chris Baker for several months. She stated that the former Deere Granddaughter’s house has been sold and new owners are planning to have five apartments in the house.

• Main Street/Façade rehabilitation: Commissioner Craig Mack reported that the committee would be reviewing an application from Clint’s Draft House located in Moline’s Old Towne neighborhood.

• Garfield School: After nearly three years of working out issues with HUD for funding assistance, the project is now ready to begin converting the historic school into senior housing.

• Future development of Ray’s Appliance: To date no Request for Proposals (RFP) has been sent out.

• List of Moline’s historically and architecturally buildings –survey/inventory: Commissioner Dan Mizner showed the committee how using a Google map he is inputting information gathered so far and how it will be easily accessed via computer.

New Business:

Certificate of Appropriateness – Scottish Rite Cathedral: Owners, Blake Humphrey and Adam Bain did not show up for the meeting so no discussion was held.

Certificate of Appropriateness – Rosborough House: Roof replacement: Owner Jolene Keeney stated that she had met with several roofers and learned that she did not need a new roof, that the slate chips she had found in her yard were not enough to indicate damage. Roofers also checked inside her attic and found no indication of any water leakage. She stated that she planned to repair the homes chimney even though it is no longer in use. Contractors stated that chimney flashing is bad and she has one estimate for replacing the flashing and any slate shingles affected. She felt it was important to retain the chimney since it was once an important part of the homes function. The Commission agreed and supported her efforts to retain the architectural integrity of the roof line. She stated that porch roofs are of copper and need an overlayment andgutter work. The home has the original German gutters. She is awaiting bids for this work.

Announcements: Commissioner Barbara Sandberg announced that the Moline Preservation Society will host a Preservation Awards program May 30, 2018 at Butterworth Center beginning at 7:00 p.m. She read off the list of this year’s award recipients which included a number of commercial buildings that were improved with help from the city’s Façade Improvement Program. City Hall will also be recognized for the extensive work done to the exterior and interior. An award will be given to members of the committee that created Moline’s Downtown Heritage walking tour web site. The event is open to the public.
