Orion Village Parks & Recreation Board met May 21.

Here is the minutes provided by the Board:

The regular meeting of the President and Board of Trustees was held at 7:00 p.m., May 21, 2018, at Village Hall, 1202 4th Street, Orion, Henry, Illinois. The following members were present: Cooper, Peterson, Mitton, Lawson, Hancock, and Drucker. Absent: Newman.

The meeting was called to order by President Cooper, who led the board in the Pledge of Allegiance.

It was moved by Drucker, seconded by Lawson to approve the minutes of the meeting held May 7, 2018. Prior to a vote Trustee Mitton said discussion about allowing basketball hoops or other things on street rights of way or easements included the point that such approvals, if permitted, wouldn’t necessarily be permanent. Village attorney Steve Ames said any resolution approved by the board would include the detail that it might not be permanent. The motion was called for a vote. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

It was moved by Lawson, seconded by Hancock to approve the bills for the month: General Fund-$33,773.45, Recycle-$2,213.25, Water O&M-$1,964.83, Water Depreciation-$104.32, Sewer O&M-$5,322.61, MFT-$1,127.40, Band Shell Preservation-$125.00, and Fines-$168.84. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

It was moved by Drucker, seconded by Lawson to approve FY 2019 meeting dates: May 7 & 21, 2018, June 4 & 18, 2018, July 2 & 16, 2018, August 6 & 20, 2018, September 3* & 17, 2018, October 1 & 15, 2018, November 5 & 19, 2018, December 3 & 17, 2018, January 7 & 21, 2019, February 4 & 18, 2019, March 4 & 18, 2019, and April 1 & 15, 2019. *Wednesday. Trustee Drucker corrected the first meeting in September to the 5th instead of the 3rd. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

Mr. Ron Thompson asked the board if dandelions in Central Park could be treated with weed killer. The board agreed it could be considered, since the park is a showcase for the band shell and veterans monument.

It was moved by Lawson, seconded by Mitton to close 10th Avenue from the east side of The O Kitchen & Tap to its west side between 4 p.m. and midnight June 2, 2018, for a grand opening. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

Attorney Ames explained the proposed ordinance allowing for obstructions and encroachments on streets, rights of way, sidewalks, or other public ways, to be authorized by individual resolution of the board. Trustee Hancock asked that immunity against liability be added to protect the village. Attorney Ames noted immunity could be added but the law would take precedence. The board discussed other possible sections of the code book that might need to be changed. It was moved by Mitton, seconded by Lawson to adopt Ordinance #2018-2, amending Chapter XV of the Municipal Code, Sections 7.1 and 10.0, Obstructions and Encroachments. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

There was discussion about adopting a resolution pertaining to allowing obstructions and encroachments on village property, but the document wasn’t available. The board will act on the issue at its next meeting. It was noted the best language possible should be included to hold the village harmless and allow for permissions to be temporary and not permanent.

It was moved by Lawson, seconded by Mitton to approved a Resolution appropriating $37,300 from Motor Fuel Tax funds for the purpose of maintaining streets. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

President Cooper wanted Street Superintendent Neil Dahl to begin work on 13th Avenue Crt. immediately; however, the street superintendent said he did not want to tear up the street then leave the project to turn his attention to Clean Up Week. He will begin the work after Clean Up Week, which ends June 14th.

Trustee Drucker said water usage from the wells was normal and flushing of hydrants had begun.

It was moved by Peterson, seconded by Drucker to approve the expenditure of $1,500 to repair lights in Love Park. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

Trustee Peterson said the Orion Little League will be installing foul poles on a baseball diamond in Love Park. The poles will be made by Chris Weber at no cost to the village.

Trustee Lawson said Love Park restrooms needed to be kept clean. He said they needed to be washed down every morning. The difficulty of keeping them clean during baseball tournaments was noted.

President Cooper said the crows nest dedication took place May 16th and was well attended. The structure has not quite been completed but looks good.

Trustee Drucker said IMLRMA insurance premiums were significantly reduced last year and will remain the same this year. He was gratified that premiums would not increase. Trustee Drucker said end of FY 2018 revenue and expenditure reports showed the village stayed on target or exceeded expectations. It was deemed there was good management of the budget from all sources.

A security camera in Central Park will be adjusted slightly to take in more of the park. Also, the retaining wall at Village Hall will be repaired.

Lumber to repair benches in Central Park has been ordered. Work is continuing on details of the Eagle Scout project. The Main Street Orion director offered information on a grant from Modern Woodmen, through local agent Jennifer Lees, that could possibly pay for paint and stain for the project.

Trustee Mitton talked to Water Superintendent Arnie Sandberg about cleaning the east shed to better house supplies and the squad cars.

It was moved by Mitton, seconded by Peterson to adopt Ordinance #2018-3, approving the use of the 2018 International Building Code and International Residential Code, excepting portions of the code requiring fire suppression systems in new home construction and basement insulation. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.

There being no further business to come before the meeting, it was moved by Mitton, seconded by Drucker to adjourn. Ayes: Peterson, Mitton, Lawson, Hancock, and Drucker. Noes: None. Absent: Newman.
