Hampton Township Board of Trustees met June 18.

Here is the minutes provided by the Board:

The regular meeting of the Charter Township of Hampton Board of Trustees was called to order at 7:00 p.m. by the Clerk, in the absence of the Supervisor, in the Boardroom of the

Hampton Township Administrative Offices.

Motion by DeWyse seconded by Wisniewski that Trustee Hugo be named Chairman Pro-Tem for this meeting. Motion carried.

The pledge of allegiance was given to the flag.

The invocation was read and a moment of silence observed.

Present: Wisniewski, DeWyse, Klass, Samyn, Wright, Hugo

Absent: Close

Also Present: Weiler, Hewitt, J. DeWyse, VanDenBoom & 10 people in audience

Motion by DeWyse seconded by Wisniewski that the minutes of the June 4, 2018 regular meeting be approved as printed and that the reading of the minutes be waived. Motion carried.

Communications:

Motion by Klass seconded by Wisniewski that the Fire Report for May 2018; the Police

Report for May 2018; and the DPW Reports for April 2018 & May 2018 be received. Motion carried.

Auditors Report:

Motion by Wisniewski seconded by DeWyse that the following warrants be approved for payment:

#44606 - #44669 General Fund $ 103,646.43

#3079 - #3081 Building Fund 1,645.34

#1064 DDA Debt Retirement 500.00

#3747 - #3752 Sewer Fund 15,579.66

#6362 - #6368 Tax Fund 37.93

#2718 - #2729 Public Safety Fund 24,913.81

#1509 - #1513 Water Fund 3,358.14

$ 149,681.31

Unfinished Business:

There was no unfinished business.

New Business:

Motion by Wisniewski seconded by DeWyse that the bids for the new door at the Fire

Department be tabled to a future meeting. Motion carried.

Motion by DeWyse seconded by Wisniewski to approve the bid and purchase of a Vac Truck for the DPW at a cost of $244,135.08 from Fredrickson Supply.

Ayes: DeWyse, Wisniewski, Klass, Samyn, Wright, Hugo

Nays: None

Absent: Close

Motion carried.

Motion by DeWyse seconded by Wisniewski to approve a wage increase for all elections

workers to $10.00 per hour for inspectors and to $11.00 per hour for chairpersons.

Ayes: DeWyse, Wisniewski, Klass, Samyn, Wright, Hugo

Nays: None

Absent: Close

Motion carried.

Motion by Wisnieiewski seconded by Klass that the salary increase for the Building Inspector be tabled to the next meeting. Motion carried.

Motion by DeWyse seconded by Wisniewski that the permit fee renewal fees be tabled until the statue can be reviewed for standards. Motion carried.

Motion by Hugo seconded by Wisniewski that the following resolution adopting the CGAP Grant be approved:

Whereas, the State of Michigan Department of Treasury has given preliminary notice of its intent to award a Competitive Grant Assistance Program (CGAP) grant in the amount of up to $245,115.00 toward reimbursement of expenditures required to implement the Bay City Department of Public Safety and Hampton Township Fire Department Joint Aerial Apparatus Purchase, and

Whereas, the State of Michigan requires each municipality’s governing body to approve a resolution authorizing participation in the proposed project prior to finalizing the award of grants from the State of Michigan’s CGAP, and

Whereas, the State of Michigan requires a resolution and copies of minutes from the date of the meeting at which the resolution was approved to be provided within 60 days of the preliminary notice of award, and

Wheras, the Charter Township of Hampton acknowledges that its:

1.Has filed its annual financial report (F65) or audit per the Uniform Budgeting and

Accounting Act or the Uniform System of Accounting Act

2. Has filed its financial plan (deficit elimination plan) per the Glenn Steil State

Revenue Sharing Act

3. Is not delinquent in making payment that are due on loans issued pursuant to the 

Emergency Municipal Loan Act

4. Does not have a payment due and owing to the State

And thus is eligible to participate in the CGAP grant-funded project;

Now, Therefore, Be It Resolved That the Charter Township of Hampton Board of

Trustees hereby authorize participation in the Bay City Department of Public Safety and

Hampton Township Fire Department Joint Aerial Apparatus Purchase and on behalf of the

Charter Township of Hampton authorize Fire Chief Randy VanDenBoom to provide this resolution and minutes indicating its approval to the State of Michigan, and to submit and execute documents requested by the State of Michigan relating to the CGAP requirements.

Gerald Ziarno made a presentation to the Board requesting to rename the Nature Trail to the Joseph M. Soehnel Nature Trail.

Motion by Hugo seconded by Wisniewski that the Board endorses this proposal and refers it to the Parks & Recreation Committee for review and recommendation.

Ayes: Hugo, Wisniewski, DeWyse, Klass, Samyn, Wright

Nays: None

Absent: Close

Motion carried.

Attorney Report:

Hewitt had no report.

Engineer Report:

Bartow was not present.

Standing Committee Reports:

Motion by DeWyse seconded by Wisniewski that the Board of Appeals minutes of May 17,

2018 be received. Motion carried.

Officer/Trustee Reports:

Motion by Hugo seconded by DeWyse that the following revenue reports be received from the Treasurer:

5/28/18 – 6/01/18 Water Fund $ 27,130.08

Building Fund 889.41

General Fund 12,243.55

Tax Fund 39.84

Hugo addressed chipping.

Klass addressed excavator repair bids.

Open To The Public:

Chief VanDenBoom announced that the new aerial was here for the Board and public to see.

Public portion of the meeting was closed.

Motion by DeWyse seconded by Klass that the meeting adjourn. Motion carried. The meeting adjourned at 7:40 p.m.
