City of Aledo Council met June 18.

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on June 18, 2018. MAYOR HAGLOCH called the meeting to order at 6:55 P.M. The roll was called, whereupon the following answered present:
Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, JAY DOHERTY, JIM HOLMES, CHRIS KOPP and RANDY SLATER. Mayor CHRISTOPHER HAGLOCH.
Also present were ERIN KNACKSTEDT, City Administrator, CHRIS SULLIVAN, Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, SANDY BULL, City Treasurer, and JAROD DALE, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Aledo Times Record and Rock Island Argus, and Jim Taylor, WRMJ.
COMMITTEE OF THE WHOLE
The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.
Appearances: Dan Magedanz, 803 N. College Lane; Sandra Kenney, 805 N. College Lane; and Jeremy Joy, 807 N. College Lane; were recognized by MAYOR Hagloch regarding the out-of-town (non-residential) utility rate increase listed as action items during the Regular City Council meeting on 6/18. Discussions of annexation were posed by the individual appearance attendees. It was noted by City Staff if a property was to annex into Aledo the “non-residential” rate would be adjusted to the “residential” rate for water/sewer & gas. It was also reported for a property to be annexed into Aledo the property would require to be contiguous. An annexation agreement could also be executed and once a property was contiguous, the property would then be annexed into the city limits.
ADMINISTRATOR Knackstedt reported the state multiplier is.333 so the taxable value of the property is $33,300. The City’s property tax rate is approximately 1.04 per 100 of taxable value. So a $100,000 assessed value property would equate to approximately $350 in property taxes attributable to the City. There are no changes in any other taxing body that they are subject to. So, in exchange for City services and City rates on W&S and Gas the homeowner of a $100,000 house would pay $350.
Communication & Correspondence: No Report.
Requests & Petitions: Petition by Patrick and Judy Lower requesting Cemetery Lot No. Fifteen (15), in the Sixth (6th) Addition to the Aledo Cemetery be exchanged for Cemetery Lot No. Sixteen (16), in the Sixth (6th) Addition to the Aledo Cemetery.
Public Works Activity Report: DPW Blaser reported the following:
• Streets: Re-grade ditches along SE 19th Ave; remove two (2) trees; cleaned storm drains; dirt work at Compeer Financial, SW 12th Ave, and Swearingen Seed Agency; culvert repairs at NE 3rd and 5th; and mowed property at 1008 E. Main St.
• Water: JULIE’s; install new water salesman, inspect one (1) new water service; two (2) new sanitary sewer services; cleaned lift stations; cleared brush at the lagoons, chlorine room project; and spray weeds at all Water Division properties.
• Gas: JULIE’s; completion of gas main adjustment at MCHS; remove two (2) services; read meters; delivered shut-off notices; replaced meter at 1st Baptist Church; and attended annual GUA meeting.
• Cemetery: One (1) funeral occurred.
• DPW: attended Bike Trail review meeting with IDOT; Code Hearing; City Hall renovation project; review of plans re: NE Quadrant MFT project; two (2) purple plum trees were planted at the YMCA Children’s School as part of the 50/50 tree program.
Aledo Police Department Activity Report: CHIEF Sullivan reported Officer Davis began his duty as a full-time Police Officer on June 11, 2018. Also, Officer Steinbeck to graduate from the Police Academy on August 2nd, 2018.
Administration Report: ADMINISTRATOR Knackstedt provided a listing of weekly meetings. ADMINISTRATOR Knackstedt participated in a meeting with a potential developer for the Rt. 17 property. Participated in a meeting with the Aledo Park District. Prepared the TIF Report for 2017 and met with Finance Director Bohnsack to review, as well as, the City Attorney. The tentative date for the JRB to be held on July 16, 2018.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR Hagloch provided a quick overview of the City Hall exterior restoration project and noted completion is tentative for July 14, 2018. A change order to replace the lintels and beams over the existing overhead garage door; along with two (2) upper widow openings and three (3) lower window openings to be submitted. The existing beams and lintels at these locations were found to be decayed to the point of failure, and will not support the weight of the building.

ORDINANCE NO. 09, SERIES OF 2018; AMENDING TITLE 13 OF THE CITY CODE OF ALEDO, ILLINOIS: (SECOND READING)
Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN KOPP to adopt Ordinance No. 09, Series of 2018; Amending Title 13 of the City Code of Aledo, Illinois; establishing the night/weekend water and sewer reconnection fee and the gas night/weekend reconnection fee to charge in the amount of $100. A Roll call vote was recorded as follows:

ORDINANCE NO. 11, SERIES OF 2018; AMENDING TITLE 8, CHAPTER 6 OF THE CITY CODE OF ALEDO, ILLINOIS: (SECOND READING)
Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN HOLMES to adopt Ordinance No. 11, Series of 2018; Amending Title 8, Chapter 6 of the City Code of Aledo, Illinois; Nonresident Use: When City water or sewer service is made available to nonresident users, the respective monthly bills therefor shall be determined based upon the calculations set forth in this subsection (A) times two hundred percent (200%) in the case of any nonresident water user and onetwo hundred percent (100%200%) of the sewerage bill based on the calculation set forth in this subsection (A) except for: a) any not for profit corporation nonresident water user organized for charitable, educational, religious, scientific, research, agricultural, or horticultural purposes, and b) any nonresident user connecting to the City's water transmission line located between the City's west corporate limits and the City treatment plant shall only pay one hundred percent (100%) of the amount calculated to be due for its water usage charge under this subsection (A). ORDINANCE NO. 12, SERIES OF 2018; AMENDING TITLE 13 OF THE CITY CODE OF ALEDO, ILLINOIS: (SECOND READING)
Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN HOLMES to adopt Ordinance No. 12, Series of 2018; Amending Title 13 of the City Code of Aledo, Illinois; Title 13 entitled “schedule of fees” is hereby amended for the purpose of revising the amount of certain fees included in the Schedule. The following to be amended:
• 8-13-11 –Gas Rates (Non-Resident) $13.80 per month for 1st 1,000 cu.ft.
• 8-13-11 –Gas Rates (Non-Resident) $13.80 per 1,000 cu.ft. thereafter

CEMETERY: MOTION APPROVING THE PETITION BY PATRICK & JUDY LOWER REQUESTING CEMETERY LOT NO. FIFTEEN (15), IN THE SIXTH (6TH) ADDITION TO THE ALEDO CEMETERY BE EXCHANGED FOR CEMETERY LOT NO. SIXTEEN (16), IN THE SIXTH (6TH) ADDITION TO THE ALEDO CEMETERY:

A MOTION TO RELEASE A REQUEST FOR PROPOSALS FOR A SINGLE WASTE HAULER IN THE CITY OF ALEDO:
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN SLATER to approve the release for a Request for Proposals for a Single Waste Hauler in the City of Aledo. A Roll call vote was recorded as follows:
YES: Slater, Bertrand, Chausse, Cooper, Doherty, Holmes, and Kopp. NO: Bewley. Motion carried. 7 yeas, 1 nay.
STANDING COMMITTEE REPORTS:
A Joint Public Property, Streets & Sidewalks and TIF Committee meeting to be held on June 25th, 2018 at 6:15 o’clock p.m. in the City Council Chambers.
OLD BUSINESS:
ADMINISTRATOR Knackstedt requested the committee structure be set for specific dates each month. ADMINISTRATOR provided verbal comparisons from other communities. Those include; Moline, IL; Cambridge, IL; and, Villa Park, IL. It was noted specific time and dates are typically scheduled.
City Staff to organize a draft discussion regarding committees and to be discussed at the July 2nd Committee of the Whole meeting.
ALD. Bewley inquired if complaints were being received on the cost of 60 gallons of water at the water salesman. ADMINISTRATOR Knackstedt reported two (2) complaints were received and she noted other communities have a far less water system then compared to Aledo. This is noted as the reasoning for the rate increase.
NEW BUSINESS: ALD. Holmes suggested the City consider creating a literature board highlighting the history of the camper down elm in Central Park. It was noted, festival attendees are always looking for the history of the tree. City Staff noted the request.

There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN CHAUSSE that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:31 P.M.
