City of Aledo Council met July 2.

Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on July 02, 2018. MAYOR HAGLOCH called the meeting to order at 6:47 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, JAY DOHERTY, JIM HOLMES, CHRIS KOPP and RANDY SLATER. Mayor CHRISTOPHER HAGLOCH. Alderman BARRY COOPER was excused.

Also present were ERIN KNACKSTEDT, City Administrator, CHRIS SULLIVAN, Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, TARAH SIPES, Economic Development Coordinator, and JAROD DALE, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Aledo Times Record and Rock Island Argus.

COMMITTEE OF THE WHOLE

The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.

Appearances: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: No Report.

Public Works Activity Report: DPW Blaser reported the following:

• Streets: utilizing the patch machine and tree trimming on the NE section of Aledo. Assisted MCHS in digging the foundation for new goalposts on the football field.

• Water: JULIE’s; lagoons were sludge judged on 6/27 & hydrant flushing completed.

• Gas: JULIE’s; O&M Review, prepare for annual ICC audit coming in mid-July; exercised valves, and replaced a regulator at Genesis Senior Living.

• Cemetery: One (1) funeral occurred. Mowing, stone repair and jetting continues.

• DPW: met with Klingner & Associates to review the layout for the gas shop and prepare for a formal proposal to design the plans; review of NE quadrant MFT project; working on nuisance properties for demolition, procedure for uninhabitable homes, and mowing schedule for 2019.

Aledo Police Department Activity Report: CHIEF Sullivan reported the APBA 200 hosted the Harley Davidson Freedom Ride on Saturday, June 23rd. The event started at Wiebler’s Harley Davidson in Davenport, IA with the Milan Legion Chapter Riders leading a group of approximately 75 people to Aledo. The group was welcomed to Aledo by the Department and given a guided tour of the Veteran and 911 memorials.

CHIEF reported Officer Nathan Davis is working on his own with another officer working the same shift and available in the event he needs assistance. Davis’ field training is almost complete and he should be released to solo patrol on or before July 18, 2018.

CHIEF reported the Department has had good reports on Officer Daryl Steinbeck’s weekly progress at the Basic Police Academy. He is scheduled to graduate on August 2, 2018 and will then begin his field training program.

CHIEF also reported as of June 28, 2018, the Department had handled over 6,000 calls for service in the first half of 2018. That averages to over 33 calls for service per day during the first half of the 2018 calendar.

National Night Out is an annual community-building campaign that promotes police- community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. National Night Out is scheduled for Tuesday, August 7, 2018 and a schedule of events to be provided to City Council prior to the next regularly scheduled meeting.

Administration Report: ADMINISTRATOR Knackstedt provided a listing of weekly meetings. ADMINISTRATOR Knackstedt sent letters to non-residents receiving city services with a grace period ending after the July billing and the new rates to be reflected on the September billing statement.

ADMINISTRATOR attended an informational meeting with MCBT regarding the upcoming grant application process; participated in union negotiations; met with members of the Maynard family and a representative of Sonic Sound to discuss upgrading the projector at the Aledo Opera House. Also, attended a Utility Gas Management conference in St. Louis. The conference was said to be very informative and representatives to attend a formal presentation to the Council during the July 16th Committee of the Whole.

EDC Sipes reported on discussions regarding a virtual business incubator project with a representative from the IL Small Business Development Center. The business development incubator is through Western Illinois University. EDC to assist as a point of contact for small businesses and to act as a liaison to those participating in the program. Also, EDC to help set-up meetings with real estate agents and financial bankers as well.

CITY CLERK Dale provided quarterly reports for the second (2nd) quarter of F/Y 2018. Those items include sales tax revenue and building permits. The liquor license report dated July 1, 2018 was also provided and to be reviewed during the Mayor’s report. Other information submitted was the utility billing for the period May 7 – June 6, 2018 and the payroll for the month of June.

Mayor’s Report: MAYOR Hagloch reviewed the Local Liquor Commissioner annual report dated July 1, 2018.

Committee Report: ALD. Doherty reported a Joint Public Property, Streets & Sidewalks and Tax Increment Financing (TIF) Committee meeting was held on June 25, 2018. The joint committee discussed the replacement of right-of-way parking and replacement of sidewalk for commercial property located at 300 S.E. 3rd Street, Aledo. The Committee also reviewed the use of Motor Fuel Tax Funds to resurface streets in the NE Quadrant of Aledo.

A Discussion on an Ordinance Amending Title 1, Chapter 5 of the City Code of Aledo, Illinois: ADMINISTRATOR Knackstedt reported the city currently has eight (8) committees, as well as, the Historic Preservation Commission and Economic Development Advisory Committee (AdHoc). EDAC and HPC were noted as the only two (2) with set dates to meet each month. The remaining committees meet as necessary and the approach often causes excessive meetings per month, per ADMINISTRATOR. It was also noted this causes an increase of items on committee agendas and general feeling of being rushed.

ADMINISTRATOR proposed an amendment to the City Code be made allowing for the standing committees of the Council to be held on the second (2nd) and fourth (4th) Monday’s of each month. On the designated set Mondays, four (4) committees would meet, and this was noted to allow city staff to adequately prepare for each group of committees and to create more structure. Meetings could also be cancelled if there was no need to meet as well.

A draft ordinance amending Title 1, Chapter 5 was provided. The City Council allowed a set monthly committee structure to be set on a trial basis. The Council to review further in the fall, 2018 or early, 2019. City Council also reported if the new structure would be deemed successful to then consider the ordinance amendment before May, 2019.

FINANCE: INVOICE LIST:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN SLATER that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Holmes, Kopp, Slater, and Bertrand. NO: None. ABSTAIN: Doherty. Motion carried. 6 yeas, 0 nays, 1 abstention.

ORDINANCE NO. 13, SERIES OF2018; AMENDING TITLE 8 OF THE CITY CODE OF ALEDO, ILLINOIS PROVIDING FOR AESTHETIC REQUIREMENTS FOR UTILITY FACILITIES ON CITY PROPERTY: (FIRST READING)

Title 8 of the City Code entitled “Public Ways and Property” is hereby amended by the addition of a new Chapter 17, as follows:

A. Definitions:

PUBLIC WORKS PROJECT:

A construction project of the city for the benefit or use of its citizens.

UTILITY COMPANY:

Any entity that owns, controls, operates or manages any utility facilities in the city. This includes, without limitation, providers of electricity, water, and gas, and waste disposal, telecommunications and cable services.

UTILITY FACILITIES:

Any infrastructure utilized for the purpose of providing to the public heat, cold, power, electricity, water, light, oil or gas, or waste disposal, telecommunications or cable services including, without limitation, transmission and distribution pipes, mains, lines, poles, conduits, wires, cables, fixtures, and other necessary equipment.

CITY PROPERTY:

Property owned by the city and/or property over which the city has dominion and control. B. Aesthetic Requirements. All new and relocated Utility Facilities located on

City Property shall comply with the following requirements:

1. All structures associated with any Utility Facilities, including any Wireless Facility (as defined in Section 9-5A-2 of this Code), shall, to the extent possible, use materials, colors, textures, screening, and landscaping that will blend them into the natural setting and surrounding buildings.

2. All electrical and mechanical equipment, including any Wireless Facility (as defined in Section 9-5A-2 of this Code), must be of neutral color that is identical to, or closely compatible with, the color of the supporting structure or utility pole so as to make the equipment as visually unobtrusive as possible. C. Penalties: The city may impose a fine as provided in section 12-1-1 of this code per offense as a penalty for each violation of this section. Each day that a violation continues constitutes a separate offense. The city may also obtain an injunction or other appropriate legal or equitable relief to prevent or remedy any violation hereof.

ORDINANCE NO. 14, SERIES OF 2018; AMENDING TITLE 10 OF THE CITY CODE OF ALEDO, ILLINOIS TO ADD CHAPTER 22 PROVIDING FOR THE REGULATION OF AN APPLICATION FOR SMALL WIRELESS FACILITIES: (FIRST READING)

Public Act 100-585 recently passed the Illinois General Assembly and allows for the City to regulate small wireless facilities and accessories in the public right-of-way. This ordinance amends the City Code and regulates the siting, design, and construction of these devices on utility poles, streetlight poles, and other structures located in the right- of-way. This ordinance also requires the applicant to obtain a permit that requires:

• Site specific application for structural integrity provided by a structural engineer

• Proposed location for each proposed small wireless facility

• Specifications and drawings prepared by a structural engineer

• Equipment price and model numbers for all antennae

• Proposed schedule for installation

• Consent of owner of proposed location

There is to be an annual reoccurring rate of $200 for the small wireless facility. The ordinance also imposes an application fee of $650, or, in the case of a consolidated application for installation of more than one (1) small wireless facility on existing poles, the fee will be $350 per small wireless facility. If the installation requires a new utility pole, then the application fee is increased to $1,000.

ORDINANCE NO. 15, SERIES OF 2018; CHANGING THE ZONING CLASSIFICATION OF CERTAIN REAL PROPERTY LOCATED AT 906 SW 3RD ST, 1006 SW 3RD ST, 1008 SW 3RD ST, 1010 SW 3RD ST, 302 SW 12TH AVE, 1005 SW 4TH ST, 1009 SW 4TH ST, 1011 SW 4TH ST, AND 305 SW 10TH AVE, IN THE CITY OF ALEDO, MERCER COUNTY, ILLINOIS: (FIRST READING)

The City of Aledo proposed an amendment to the zoning map of the City of Aledo for the purpose of changing the zoning classification of the Property to “C” – Light Industry.

After a hearing on June 14, 2018 pursuant to duly published notice, the Aledo Zoning Board has recommended approval of the proposed rezoning. The property has been used for several years in a manner consistent with the City’s C-Light Industry zoning classification with no adverse impact upon the surrounding property. The assignment of the property from D-Heavy Industry zoning classification to the C-Light Industry zoning classification will have no adverse impact on the value, use or enjoyment of the subject property or any other nearby property. The property meets the criteria for assignment to the C-Light Industry zoning classification.

The second reading to be held on Monday, July 16, 2018 at 6:30 o’clock p.m. in the City Council Chambers.

RESOLUTION NO. 20R, SERIES OF 2018; APPROVING CHANGE ORDERS FOR CITY HALL EXTERIOR REPAIRS:

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN HOLMES to approve Resolution No. 20R, Series of 2018; Approving Change Orders for City Hall Exterior Repairs; replacement of lintels and beams at a total cost of $19,458.00 (“Change Order #5”), along with a change in door hardware to match the color of new doors at a total cost of $1,347.00 (“Change Order #4”). A Roll call vote was recorded as follows:

YES: Chausse, Doherty, Holmes, Kopp, Slater, Bertrand, and Bewley. NO: None. Motion carried. 7 yeas, 0 nays.

STANDING COMMITTEE REPORTS: No Report.

OLD BUSINESS: No Report.

NEW BUSINESS: ALD. Chausse inquired on the safety and drivability of roadway located to the south of the Mercer County High School. It was reported ownership is believed to be the Aledo Park District’s. City Staff noted the City could regulate by closing the road or take the patching machine to see if the worst area could be temporarily repaired. City staff to utilize the patching machine, for repairs to the roadway and to report back at a later date.

CLOSED SESSION:

Motion was made BY ALDERMAN CHAUSSE and seconded by ALDERMAN KOPP to adjourn to closed session to discuss:

A. Personnel Section 2(c)(1) Open Meetings Act.

A Roll call vote was recorded as follows:

YEAS: Doherty, Holmes, Kopp, Slater, Bertrand, Bewley, and Chausse. NO: None. Motion carried. 7 yeas, 0 nays. The meeting was recessed to closed session at 7:03 P.M.

RECONVENE IN OPEN SESSION:

Council reconvened in open session at 7:12 P.M. Roll call was taken with the following answering present: ALDERMEN BERTRAND, BEWLEY, CHAUSSE, DOHERTY, HOLMES, KOPP, and SLATER, MAYOR HAGLOCH, as well as, CITY ADMINISTRATOR KNACKSTEDT, CHIEF SULLIVAN, and CITY CLERK DALE.

RESOLUTION NO. 21R, SERIES OF 2018; APPROVING THE PROMOTION OF OFFICER ADAM BAKER TO THE POSITION OF SERGEANT WITH THE CITY OF ALEDO POLICE DEPARTMENT:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN SLATER to approve Resolution No. 21R, Series of 2018; Approving the Promotion of Officer Adam Baker to the Position of Sergeant with the City of Aledo Police Department; Sergeant Baker shall be paid a salary of $48,500 and be afforded all benefits of a full- time employee. A Roll call vote was recorded as follows:

YES: Kopp, Slater, Bertrand, Bewley, Chausse, and Doherty. NO: None. ABSTAIN: Holmes. Motion carried. 6 yeas, 0 nays, 1 abstention.

ADJOURNMENT:

There being no further business, motion was made by ALDERMAN SLATER and seconded by ALDERMAN KOPP that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:15 P.M.
