City of Aledo Council met July 16.

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on July 16, 2018. MAYOR HAGLOCH called the meeting to order at 6:56 P.M. The roll was called, whereupon the following answered present:
Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, JAY DOHERTY, JIM HOLMES, and CHRIS KOPP. Mayor CHRISTOPHER HAGLOCH. Alderman RANDY SLATER was excused.
Also present were ERIN KNACKSTEDT, City Administrator, CHRIS SULLIVAN, Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, SARAH BOHNSACK, Finance Director, and JAROD DALE, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Aledo Times Record and Rock Island Argus, and Jim Taylor, WRMJ.
COMMITTEE OF THE WHOLE
The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.
Appearances: Ron Ragan, Partner, Utility Gas Management, and Darin Houchin, Senior Vice President, U.S.D.I., appeared before the Committee of the Whole to present UGM resources in providing natural gas management services for municipally owned natural gas systems. Mr. Ragan reported UGM was created in 1993 with the advent of FER Order 636. UGM has grown into an industry leader in the area of natural gas management serving municipal gas systems and industrial customers throughout the United States. The company handles every aspect of natural gas management including gas supply, transportation, balancing, scheduling, storage management and price risk management for the customers UGM serves.
Darin Houchin, handed out a gas cost analysis completed by UGM showing a potential total gas cost savings per MMBTU. Comparisons were provided from June, 2016 to January, 2018. A one (1) month projected savings for incremental purchases was listed in the amount of $15,036.48. States served include Illinois, Indiana, Iowa, Kansas, Kentucky, Missouri, Tennessee, and Wisconsin. Draft contracts have been provided to the City Administrator and was noted as another option as a marketer. The current gas supply contract, with National Public Gas Agency (NPGA), to expire March 31, 2019.

Public Works Activity Report: DPW Blaser reported the following:
• Streets: tree trimming and street patching on the north-side of Aledo.
• Water: JULIE’s; sewer inspections and repairs, and mowing at S. Lagoon.
• Gas: JULIE’s; cathodic survey was completed; valve exercising continues; read meters and replaced meter set at Genesis Clinic.
• Cemetery: Two (2) funerals occurred. Mowing, stone repair and jetting continues.
• DPW: focus on nuisance property violations, building inspections, and other small projects.
Aledo Police Department Activity Report: CHIEF Sullivan reported National Night Out is scheduled for Tuesday, August 7, 2018 from 6:00 o’clock p.m. to 9:00 o’clock p.m. in Central Park area. A dedication to be held at 5:00 o’clock p.m. on August 7th, to dedicate the new memorial site honoring those in law enforcement in Mercer County.
Administration Report: ADMINISTRATOR Knackstedt provided a listing of weekly meetings. ADMINISTRATOR spoke with many residential-rural utility customers concerning the rate increase for sewer and gas customers. Annexation applications have begun to be received by some. Participated in the YMCA Feasibility study, and reported the Aledo Park District has signed the intergovernmental agreement. ADMINISTRATOR reported the City will hold a public hearing immediately prior to the first Council meeting in August. The agreement will also be listed on the next agenda for approval.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR Hagloch reported the Joint Review Board (JRB) met on Monday, July 16th at 10:00 o’clock a.m. in the City Council Chambers. Finance Director Bohnsack provided a few highlights from the JRB meeting. The fund balance at the beginning of the reporting period noted at $662,090 with a fund balance remaining at the end of the reporting period at $385,091.

ORDINANCE NO. 13, SERIES OF 2018; AMENDING TITLE 8 OF THE CITY CODE OF ALEDO, ILLINOIS PROVIDING FOR AESTHETIC REQUIREMENTS FOR UTILITY FACILITIES ON CITY PROPERTY: (SECOND READING)
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN COOPER to adopt Ordinance No. 13, Series of 2018; Amending Title 8 of the City Code of Aledo, Illinois providing for aesthetic requirements for utility facilities on city property. A Roll call vote was recorded as follows:

ORDINANCE NO. 14, SERIES OF 2018; AMENDING TITLE 10 OF THE CITY CODE OF ALEDO, ILLINOIS TO ADD CHAPTER 22 PROVIDING FOR THE REGULATION OF AN APPLICATION FOR SMALL WIRELESS FACILITIES: (SECOND READING)
Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN KOPP to adopt Ordinance No. 14, Series of 2018; Amending Title 10 of the City Code of Aledo, Illinois to add Chapter 22 providing for the regulation of an application for small wireless facilities. Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN KOPP to adopt Ordinance No. 15, Series of 2018; Changing the Zoning Classification of certain real property located at 906 SW 3rd St, 1006 SW 3rd, 1008 SW 3rd St, 1010 SW 3rd St, 302 SW 12th Ave, 1005 SW 4th St, 1009 SW 4th St, 1011 SW 4th St, and 305 SW 10th Ave, in the City of Aledo, Mercer County, Illinois, is currently classified under the zoning
provision of the Aledo Code as “D-Heavy Industry” and hereby changed to “C-Light Industry” zoning classification. A Roll call vote was recorded as follows:

RESOLUTION NO. 22R, SERIES OF 2018; APPROVING THE PURCHASE OF EQUIPMENT FOR A SQUAD CAR FOR THE CITY OF ALEDO POLICE DEPARTMENT:
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN HOLMES to approve Resolution No. 22R, Series of 2018; Approving the purchase of equipment for a squad car for the City of Aledo Police Department; and, authorized to purchase the required equipment for the squad car, including lights and sirens, from DataTronics Wireless Communication Systems Inc. in Godfrey, IL., for a cost of $5,344.40. A Roll call vote was recorded as follows:
YES: Holmes, Kopp, Bertrand, Bewley, Chausse, Cooper, and Doherty. NO: None. Motion carried. 7 yeas, 0 nays.
STANDING COMMITTEE REPORTS: No Report.
OLD BUSINESS: ALD. Bertrand inquired on the current savings regarding street lighting. ADMINISTRATOR Knackstedt reported a rough estimate for a savings in the amount of $20,000. ADMINISTRATOR suggested the City Council consider deactivating additional street lights as well.
ALD. Doherty requested information if the Mercer Carnegie Public Library District would be placing an item on the fall ballot in November, 2018. It was noted clarification was needed if the library district would be placing an item for public vote this fall or if the item would involve their individual tax levy. No additional information provided at this time.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN COOPER that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:09 P.M.
